(In-game question) Do Baby Pokemon always have 3 perfect IVs?

So I've been thinking about breeding a good Chimecho.

However, Recover is an egg move for only Chingling.

So how does one go about doing this? Because usually you need Everstone + Destiny Knot to get a good baby, but to get a Chingling you need a Pure Incense as well. Do I just use Pure Incense/Destiny Knot and then hope I get the correct nature by breeding?

The information on this thread is so cool. The fact that you guys figured this out is pretty awesome. Btw I have a Togepi Safari so I may be able to confirm whether or not Safari baby pokemon get 3 perfect IVs.
