In order to both allow for wider visibility and add clarification in what does and does not count for the Tiering Contributor Badge, as well as attempt to somewhat formalize suspect processes for tiers that currently do not utilize Blind Voting, we're officially adding a Non-TC Blind Voting subforum that will house suspect votes that do not count towards progress for TC. Official metagames and other ladderable formats will still be able to host votes in the Blind Voting subforum, but everything else should use the new Non-TC Blind Voting subforum.

Because these formats are not ladderable, this generally means requirements for voters will be obtained via other methods - suspect tournaments, a council may determine specific requirements or pick voters based on specific criteria or automatically qualify themselves, really the options here are unlimited and up to each specific tier/test.

Posting a voting thread in the Non-TC Blind Voting forum is still gated by having access to Policy Review or having a badge, but replying is open to the general public. Abuse of this will put you at risk of being infracted.

You will still need a Tier Leader to, at a minimum, approve votes for suspects in the Non-TC Blind Voting subforum, if not close out the vote altogether should you ask them to.

Tl;dr:
Tiers that count for TC (Blind Voting): official metagames, and unofficial metagames with ladder reqs
Tiers that do not count for TC (Non-TC Blind Voting): everything else
 
Moving forward we will be shuttering the Non-TC Blind Voting forum and instead using the new suspect tool for all non-TC votes as well.

Setting up suspects is a pretty simple process.
  1. If you "lead" some tier but are not actually an official CL/TL, then reach out to your respective one.
    1. OMs should reach out to OM leaders, ADV PU should reach out to PU leaders etc.
    2. If you're not exactly sure who to reach out to, just reach out to some TL or SS and they'll help direct you
  2. The remaining instructions are for those with actual access to add/modify suspects in the tool
  3. Click the "Show manual suspect form" checkbox and fill out the two inputs for the format name and info thread
    1. Please match the format name to the PS format
    2. Once created, you should see it shows "No" under "Counts for TC"
  4. Add your vote options and list of voters manually using the given boxes on the suspect page
  5. Open for voting and run the suspect as normal from here
If you have some weird edge case where your suspect doesn't count for TC, but will be using ladder reqs due to having a spotlight ladder or something then the respective TL should follow the usual PS command process for creating a suspect and reach out to chaos to change the "Counts for TC" to "No" as it will default to yes. (We may eventually have a way to do this without needing chaos to directly help and I'll update this when that happens).
