Why this set deserves to be on-site:

  • Can set up easily with access to Charge Beam, Serene Grace, and Cosmic Power.
  • Devestates unprepared teams and faints four or five Pokemon if played correctly.
Additional Comments:

  • If you do use Water Pulse over Energy Ball, you will be walled Gastrdon.
  • Psycic or Psyshock could be used over Energy Ball for their STABs and higher base power, but you could become set-up bait to a Krookodile.
  • His EV spread of 112 HP / 144 Def / 252 SpD and Bold Nature allows Jirachi to take less damage compared to 4 HP / 252 Def / 252 SpD.
Teammates & Counters:

  • Pokemon, such as Landerous, can cause a serious issue if Jirachi is in his set-up stage. Keldeo can switch in and take care of these threats generally, but you may need a Choice Scarf user.
  • This variation of Jirachi likes entry hazards and rain support for his weakness to fire types, Water Pulse gets added power, and less Pokemon can switch in to attempt and stop his set up.
  • Physical Dragonites synergize well with Jirachi. They cover all of each other's weaknesses and resist every type exept Electric. Jirachi acts as the bulk for some of Dragonite's damage where he can't handle an Outage. These switches allow Jirachi to set up and start his own sweep.
 
Maximizing HP is always optimal, even with cosmic power usually unless you're living something with a boost you wouldn't otherwise.. Also I don't get the moves or the set..
 
The set needs some work, that needs to be said at least. How much have you tested it? It's like you threw it together on a simulator team builder and theorymon'd, because Wish without Protect when you try to heal yourself doesn't work too well. Also, 252 HP before max Def, honestly. Your spread needs a serious explanation, and like Bri, I have no comprehension of why the set is the way it is. Please elaborate (and work on the spelling a nd grammar a bit).
 
The Idea is to abuse cosmic power for a few turns, to maximize your defense, and use charge beam to boost your attack so you turn into a tank. Wish is for healing if you get spammed at by a attack like night shade that gets annoying and to increase your time on the field. You are trying to get your pokemon so powerful that he just destroyes everything. It actually works!!! Here is an actual battle for you to see the way it works. It takes a little while to get used to it I have to admit:

That was the easiest battle ever. Your opponent was terrible. Not proof that it works, imo. Give us a more quality opponent.

As much as I think Cosmic Power can be viable on Jirachi, the rest of the set sounds pretty lame. I'd prefer having a STAB move at all times, or maybe thunder if you're in rain. Also charge beam is kind of garbage - you might as well use calm mind or protect in that slot.
 
Dang, this was my favorite pokemon to use and everything XD and you all say it sucks. I promise you it has helped a lot. I guess I shouldn't of even tried to share :/

Can you provide more logs, please? What you have isn't very convincing. I've faced this set before in the past, and while I admit I was caught off guard by it, it's REALLY susceptible to hax and phazing since you need to spend SO long setting it up. In such an offensive metagame as the one we are in, I can't see it working very well.
 
You know I hate being said that someting of mine sucks. So now I must strive into making a great stall jirachi. Mixed wall I shall go. Till then!

like Shrang I have seen Cosimic Power Jirachi used well on rare occasions, but it requires a ton of support and its fair share of luck (since a CH fucks you and they have all the time in the world to CH). Regardless, the actual set posted has a large number of flaws, and your single log is of a pretty bad opponent. If someone wants to actually make a better job at presenting the set, you can give it a go, but this version doesn't get a pass from me sorry
