Justification: Mamoswine just isn't what it used to be. Its Speed tier is lousy, and it doesn't have the niche of Dragon slayer that it used to. With Slush Rush, these are both alleviated, as Mamo has a great Speed tier when you double it, and it gives OU a Slush Rusher that isnt entirely useless out of Hail. Bulk Up allows it to take advantage of switches just a little more, and might allow a sweep of a weakened team under Hail when previously it could just be doubled with Flying and Steel/Water types. It still doesn't bring much to a team defensively, and outside of Hail or a Rock Polish, it's quite slow, but this should be enough to give it that extra oomph that makes a Pokémon usable in OU
After talking about it more with council, we did decide that Slush Rush and a mon with a super good offensive typing and 130 Attack was a bit too much, so you can either find another way to buff Mamoswine or make an Ice/Ground Slush Rush user with way less Attack

Justification: This item's chief purpose would be to Trick to an opposing bulky booster, making it certain they can never set up again. While you are holding it, you at least get the benefit of never losing your ability, and getting rid of any stat drops. Again, kinda niche, but if you're ever able to trick this onto a Suicune or Reuniclus they're basically useless. Also you could use this for no drawbacks Dracos and V-Creates. Probably not better than Life Orb or a Choice item but it's an option.
I completely forgot that resetting stat changes at the end of the turn basically makes the holder immune to self drops and we did veto stuff that did that in the past, as it can be pretty crazy in combination with V-Create, Draco Meteor, or an Overclock mons. I recommend just making it reset positive stat changes.

Justification: Utility Umbrella is a decently interesting item, but ultimately useless since it only effects the user's moves and doesn't give any other benefit to being in weather. With this buff, I at least fixed the latter part, giving a nice amount of passive healing for the defensive parts of weather teams, while letting them ignore Sand and Hail chip. Weather sweepers that don't need a boosting item like Excadrill or Arctozolt (if you have the appropriate means of removing hazards) also appreciate this

Justification:
Just throwing poor Mimikyu a bone after the Light Ball buff just for it failed a couple of Slates ago, tailoring it more to its actual strengths while riffing on Light Ball likely it most likely would if it got an actual official item. I thus decided to flavor it after the lonely, unloved child Mimikyu clearly is. With the way I've stated it, Mimikyu can serve as a nice aggressive check to non-Flip Turn pivoting given it quad-resists Bug (but never gets to use that due to wanting to perverse Disguise at all costs) and now absorbs Electric as well as now being immune to Poltergeist and being pseudo-immune to Knock Off. I also made a new item mostly because I dislike Light Ball's Fling effect, and I figured said Fling effect needed to be rather strong to justify wanting to Fling it at all (at least if you're Mimikyu). So I gave it tripled power Light Ball power to account for Pikachu, Raichu, and Raichu-Alola and changed the status from the haxy Paralysis to Burn since nightlights get hot and since Will-o-wisp is the Ghost status move besides Curse.

Justification: I think Banette has the perfect statline for an OU-viable Shift Gear user. The Steel-typing flavor is definitely there, with the Pokemon being coated in zippers and all, and the low speed ensures that many scarfers should still be able to outpace it at +2 if it's not Jolly. Beyond Shift Gear I also gave it a better Ghost STAB, the expected spread of Steel-type attacks, and some very nice coverage in the form of Superpower. Wandering Spirit is the stand-in for Counterfeit, as both copy some part of the opponent and fit the flavor. PrankBond is lame anyways.

Justification: While scouring the teambuilder for bulky Dark-types I happened upon Mega Gyarados, who has wonderful mixed bulk and a key Fire resistance. By swapping out the ability for what's essentially leftovers and giving it some utility moves I feel like I've made a Dark-type pick for BO that both checks Ghosts and makes good progress. Life Dew is recovery, Pursuit is Pursuit, and Spin is Spin. Being weak to Grass makes Gourgeist a losing MU but making a (good, we don't talk about Mandibuzz) Dark-type that beats all of the big 3 ghosts doesn't exactly sound healthy to me anyways.

Justification: Yeah, yeah, Power of Alchemy to pull off dumb strategies, we've all seen it, but in this case the justification is twofold. Null and Silvally are literally abominations of science, so Power of Alchemy fits perfectly, and further, Silvally is hamstrung from the start by lacking a real Ability and a held item, so this alleviates at least one of those. Silvally is an interesting Download user too, since it can easily go mixed, while Null just gets better at being a fat Eviolite tank. I hemmed and hawed about giving it two of Arceus's key moves, Recover and Extreme Speed, and ultimately went with no on both to be safe, but I'd appreciate thoughts on whether that'd break Silvally (both would be exclusive to it if added).

Justification: These all suck hard, so I gave them tools to potentially have niches. Plant Cloak now gains access to the ridiculous combo of Simple and Quiver Dance, and while its stats are still so bad that it won't immediately become meta-defining, Thunderbolt and Earth Power giving it near-perfect coverage for a lot of the types that resist Bug Buzz helps a lot. Meanwhile, Sandy already boasts a fairly respectable typing in Bug/Ground, and with the combination of Fur Coat and Recover, it becomes the single bulkiest Fur Coat mon, as well as the only one with reliable recovery. I can easily see it having a niche as a physical wall, and with the addition of Sticky Web to its movepool (to make up for EP no longer being exclusive to it), it has another niche as the bulkiest webs setter (besides like, Shuckle, but that mon's got so many issues). Finally, Trash Cloak gets the absurd combination of a Bug/Steel typing and Thick Fat, giving it a single 2x weakness to Fire in exchange for an immunity and 9 resistances. This combined with the buffed Reconstruct and the addition of Spikes and U-Turn make it a great defensive pivot, with low base stats made up for by its sheer number of resistances. Additionally, this good defensive profile (as well as also gaining Thunderbolt and EP) make it a great QD mon as well, with its defensive abilities helping greatly when it is setting up. Overall, at least one of these should see OU play.


Now we'll start the second-to-last (probably less than) 24 hour Distribution/Discussion Phase. During this phase, you can discuss what mons should and shouldn't get the newly added moves and abilities. The council will use your feedback and create a final list. After that, the next submission phase will start immediately.

Grief Aside, we at least have Download Silvally and Funny Simple Quiver Dance. Also, R.I.P Mega Bannete with Prankster.
I feel like Attack Order should go to most Pokemon with Parental Bond. Idk, it just works for me. Unimpressed distribution to me is mostly fine, although Unimpressed Mantine sounds delightfully evil. >:D
 
Oh, thank gods, Silvally finally got some type of buff (even if I doubt it will be quite enough for OU still lacking in recovery as it is). Funnily enough, I wouldn't be surprised if at least the one of the Wormadam forms is the most impactful thing that won this Slate just because Simple is a hell of a drug.

Anyway, congrats to the (other) winners, though it's funny my thing that wins is against my most "on whim" entry for the third time in a row. Huh:

1. Octozooka: This has odd flavor, so outside of the obvious additional candidate of :malamar:, who once again doesn't get something you think it would get (...while :sableye: does...), the only additional thing I can think of is :mantine: given there's a Remoraid on it (and yet it doesn't already get it officially either--the hell). I guess we could gave it to :wishiwashi: too at least then, especially since that's fallen off a bit, and its actual form is a bit similar to Remoraid. (Also please give :qwilfish: and :vaporeon: more love.) Otherwise the only other thing I can think of is :dragalge:.

2. Aurora Beam: As far as "lesser" Electric types that can probably get it, I can at least see :ampharos:, :eelektross:, :electivire:, :heliolisk:, and :lanturn: getting without much issue in addition to the already suggested Jolteon and Raikou. :arctozolt: and :magnezone: would also make sense, but I'm a bit...iffy on those given how huge the possible boost could be on them; the same goes for :xurkitree:. Otherwise, I guess we could give it to :pikachu: (and :mimikyu:) too since Pika gets a lot of random crap, but eh.

3. Attack Order: Hmm...it's going to bother me that the BP on this is different from Hex and Venoshock despite being lumped with them. Aside from that, like Octazooka, this is difficult to assign for flavor reasons, especially if it's still bees--"Bees. My God."--attacking, which makes it ironically easier to give to Bug mons. Still, I could at least see :crobat:, :gliscor:. :honchkrow:, :mandibuzz:, :pinsir:, and maybe :shaymin: at least fitting the weird flavor among possible Flying mons. Otherwise, uh, I guess :celesteela: could fit too since it's technically based on a (moon) princess, and we all know how bossy those can be.

4. Signal Beam, Hex, and Venoshock: These already have enough distribution that I'm unsure that need any more honestly.

5. New Abilities: No real suggestions for any of these, though I will admit I am a bit wary of Scavenge (iff it works like Soul Heart at least) even though it's probably fine. So only the suggestion I have for these that at least one cat(-like) mon should get Unimpressed since it just fits cats so well. [/says the not-cat person]

EDIT: ...Though, if we're being "evil", it just occurred to me that we could always give Unimpressed to :aggron-mega: since it's kinda fallen off due to the massive boosts that Steelix-Mega got (and needed). Regardless, giving Unimpressed to at least one of the lesser Steel mons also seems like it would be nice.

Justification: If you know, you know. ;) Beyond being a reference to the dopest mon in Gen 8, this is a pretty cool mon. Normal is a really hard type to make work, but this is probably how you do it. Ground STAB gives it strong af Earthquakes with the Guts boost, as well as Facade being as it is. Arid gives it some recovery which is incredibly helpful, and helps it chip through fat Waters. Power of Alchemy might be a stretch here (there is something magical about the line in Hisui so I'm using that as flavor), but amps up the utility so much. You can totally take a Knock Off once burned, and gain Honey, and the Honey negates burn damage which is just so cool. PoA also shields it from NeuGas mons or Wandering Spirit

Despite the insane Movepool additions, Cursola is held back by it's not-so ideal abilities and horrid speed combined with it's physical frailty. Despite it's flaws that are most likely preventing it from being UU or even OU worthy, I wouldn't expect a Pokemon with access to trick room, huge special attack and special defense, Instant Recovery in Life Dew, and colorful coverage to suck as much as it did in Vanilla.

Justification: A resubmission of YoshiBlaze's Magearna that they made back in slate 4. Original Description: We are quickly running out of Ubers to nerf down into OU, which is probably a good thing cuz I don't wanna see people try to nerf down box legends into this meta (cuz that worked so well for Zekrom and Reshiram in SylveMons), but Magearna is one of the ones that can definitely be healthy down here. And, I don't even have to ruin Magearna's AG niche because it has 2 distinct forms. The only difference between Magearna and its Original form before was the the Original form couldn't learn any moves that Magearna only learned in Gen 7, though I did give it Heart Swap, Charge Beam, and Explosion back, which most notably locks it away from Hidden Power and Heal Bell. That plus the removal of some of the stuff that pushed Magearna over the edge this gen as well as its Fighting coverage, as replacing Soul-Heart with Queenly Majesty (since its Dex entries keep talking about how the king's daughter really likes it), Magearna should be way easier to deal with offensively while still maintaining most of its great defensive traits that can make it a great pivot on a variety of teams. I mean, it's impossible for a mon with the best typing in the game, 80/115/115 bulk, and 130 SpA with insane coverage to be bad, but this shouldn't be broken or as crazy as Mag was in Gen 7

Justification: Swords of Bufftice. Somehow after 9 slates not one of these Pokémon have managed to scrape into OU. These buffs are here to change that. Keldeo gets recovery, priority and.....that is really it. Not much to add to Keldeo to make it also good. Really just waiting on that Vapor Control. Cobalion perhaps is the biggest winner here, receiving Doom Desire and King's Shield to offer crowd control, with Body Press making it hit HARD. Rexonstruct is technically there if you really want it, but the move kinda sucks. Terrakion also gets priority AND Spikes, finally being able to take direct advantage of Concussion nullifying Heavy Duty Boots. Virizion looks like the mon least likely to ever break it into OU, but that means we can have the most fun, giving it some wacky shit like Sleep Powder and Rash Powder and Spiky Shield. How this gets Megahorm and not Horn Leech is an oversight Gamefreak will never recover from. Higher than 90 BP Grass STAB is also very good.

Justification: You don't want my Jaw Lock buff? Well I will simply give it to a mon that will use it. Jaw Lock + No Retreat means that you can stack No Retreat buffs, which honestly fits so well flavor wise (not Jaw Lock itself, the themes behimd the moves). See, these arw both gimmick moves that essentially are all or nothing options that force younto forfeit the ability to switvh for returns, so they both combine to make a truly terrifying threat. I added Power Trip for lols but if it is too much we can replace it, keep in mind however that this is a HEAVILY telegraphed form of set up, with no means to heal damage dealt to it, requires to lock in the right Pokemon and most importantly....you are using Falinks. But man, if you manage to pull ALL that off? You might sweep a thing.

Justification: Forretress is a great Pokémon, and is definitely something I wished got some more love. It mostly struggled with passiveness and lack of recovery. Luckily with the buffs provided those fears are alleviated. U-turn is big, allowing it to do worthwhile chip while pivoting, and making Ground types be unable to stop its shine. Steely Spirit on the otherhand is to make Forretress a real menace, hitting hard eniugh that Pokemon do not try to risk clearing away it's hazards for free nor try to spinblock it's Rapid Spin, a major reason for it falling off. Body Press also helps address this issue. Most of the other moves are more fitting flavor that it either shoukd have gotten (Lunge, Metal Burst) or would have if it made it to Gen 8 (Steel Beam, Skitter Smack). Powder is a reference to it's old ability Overcoat and it would honestly be cool seeing it on something that would use it. Shift Gear sounds awful but I'd pay to see a successful sweep with it.

Justification: I genuinely doubt most of these will be OU viable. Even so, All of these mons have been buffed to the highest degree reasonable.

Vaporeon has the very Epic attacking Soak to fuck over everyone's day and the big recovery to make everyone's day very very sad. If people want I can swap out Life Dew for something else so lower tiers don't run out of bulky waters LMAO.

Flareon has damage dealing Will O Wisp and Fluffy without the drawback! Morning Sun is also a big extender of its longevity. This is great and all, but Flareon will still most likely suck.

Jolteon hilariously has gotten every buff it could ever dream for, so we decided that we will give it Spikes and call it a day.

Espeon appreciates finally being able to touch Steels with Focus Blast, and is now the most random user of Meteor Beam imaginable. Analytic is a very large damage boost too, so it likes that too.

I do not care about Umbreon, I think it sucks. Way too many good Darks are running around to want to use that as your wall. Aggravate making you use Taunt AND Torment if you status something is pretty cool though, so let's finally get a user for that rather meh move. So I gave it Corrosion + Merciless so Aggravate + Toxic Threa d will go hard. Sticky Hold is a bad ability anyway, so this will give Umbreon a "niche" in higher tiers. (Also, can we lower the PP on Toxic Thread? Toxic is such a good move so why is their a super version of it?) Baddy Bad is also a thing.

Just like Umbreon, Leafeon strikes me as avery uninteresting Pokémon. Never the less Sappy Seed and Mudspike shoukd make this quite the potent annoyer / wallbreaker in lower tiers. Shout out to probably the wildest Rototiller user as well.

I wanted to do the whole Ice Body + Snow Warning thing, but I realised that Vanilluxe already does it and probably does it better, so I went with Snow Cloak, because lets be real - this is the only way Snow Cloak will be viable. Outside of that Glaceon pretty much does exacrly what it did in it's lower tier but with higher efficency. Also the mon that will never use it's Eevee move.

Im being honest here, Pixilate + Pastel Veil Sylveon is a reallllly annoying thing to try and face in lower tiers and honestly probably in upper tiers as well, so I made the executive decision to make it Natural Cure instead. Now to the mon in question, perhaps the most viable boy, Sylveon can now be used as a status sponge and as a mon with respectable offensive utility with a strong Hyper Voice. Moonlight isn't perfect but it definitely helps and Lovely Kiss is really because I want something good to use this.

Rivalry has always sucked badly. That is mostly due to relying on something as dumb and volatile as Gender. Now we erased the bad drawback, and tied it to something much easier to design around in typings. It's an ability that definitely isn't as consistent as something like Sheer Force or Tough Claws, but Rivalry has the potential for certain Pokémon to go el Stupido, like Dragon types or Ghost types. Or a Dark type with Fighting coverage can do some serious damage.

Name: Curious Medicine
Effect: Upon switch in, heals the opposing side of any status condition they may have, but taunts and torments them if it does.

Curious Medicine is a doubles only ability with a broken effect if translated here, so I decided to take its name literally and make it be a cleric ability that also seeks to do so in a "curious" way. If a Gliscor is on the opposing side, it cures it's poison and also cripples them with Taunt and Torment.

Effect: First turn it switches in; attacking moves have +3 priority, but .50 the power.

Tried to adapt ViZar's old Quick Draw variant from Alternatium but with the context of a weaker metagame and the fact that Slowbro-G won't be its only user. Now it basically means depending on the move, the user has a weaker First Impression under their belt. It is definitely a high class and skillful ability that helps with Speed Control and the like.

Additionally, Energy Ball is already run on the Fires that get it, and Essential Oils provides an even stronger way for them to touch the Rocks and Waters that they would otherwise struggle with. Of course, distribution to Fires should probably be very careful (aka don’t give to zard and tran like i tried to lmao).

Justification: Sun kinda sucks as a playstyle, and what it really needs are abusers that don't stack weaknesses and bring actual defensive utility to the table. Bulky Waters are the perfect answer to that; the only downside is that Sun weakens Water. But if there were Waters that actually got boosted by Sun, it would become MUCH more effective. This will be an amazing tool for Sun teams, and honestly just for Waters in general if Sun becomes a more common playstyle. Also physical Volc enabler gogogo

Super strong ability if you can get Lucky Chant up, but both setters and abusers are pretty limited (OU setters are like, Clefable and that's it). Should still be worth it as an archetype since the damage boost is so massive.

Effect: If the holder is a Grass type, it restores 1/16 of its max HP at the end of each turn. Otherwise, it is Leech Seeded.

Hondew: At 1/3 max health or less, berry is consumed, restores 1/4 max health, replaces holder's item with Honey.
Pinap: When the holder is hit by a contact move, target loses 1/4 max health.
Pomeg: At 1/2 max health or less, berry is consumed, holder restores 1/8 max HP. Pokemon on the holder's side of the field restore 1/8 max HP end the end of each turn for the next 5 turns.

Justification: The Poffin berries are currently useless items, but clearly ones with the possibility of having cool effects. Berries will always be niche, but every single one of these has mons it will be useful on, such as Qualot to provide pre-nerf pinch berry utility to mons that don't mind being slower, as well as being a funny option for Tricking. Pomeg providing Aqua Ring for the entire team is also super cool, and Bluk/Qualot both enable very funny strats if used correctly (Bluk activates on moves like Toxic as well, and finally provides an option for Belch abuse). Pinap provides a stronger option to Jaboca Berry for specifically contact moves, and Hondew gives an alternative way to collect Honey for abusers that don't have Honey Gather.

Justification: Escavalier got done dirty in Slate 1. Speed Boost Escav would've been sick, but an unfortunate veto kneecapped it before it could really gain traction. So, it's only fitting that it be given one more chance in the last slate of the mod. Speed Boost is a very funny tool for Escavalier, as if it can also manage to get off an SD (which isn't too hard given its typing and bulk), it can easily sweep entire teams. However, its base speed is incredibly low, so the opponent needs to give it multiple free turns before it really starts to become a threat. So, I've given it another ability choice in Tinted Lens. With Tinted and Escavalier's coverage, it becomes an amazing bulky wallbreaker, with coverage for everything that manages to quad resist its STABs, and SD to further increase its power. Of course, it still suffers from being as slow as it is, and it can still struggle to break mons like Haze Pex without specific coverage that it doesn't really have the moveslots for, but it should still be an incredibly powerful threat (also lol Curse Speed Boost moment).

Justification: Classic sub from a few slates ago that I put on hold to push dodo and the worms. Now it's back with a vengeance, packing not only Delta Stream, but some fun new tools in Toxic Thread, Corrosive Gas, and Aggravate, which it got a few slates ago and is probably one of the best abusers of. With all these tools, it's impossible to know for sure what it'll be running, making prediction a very difficult task and allowing it to fill its disruption role perfectly. Still struggles with poor bulk and somewhat low offensive power, but with Delta Stream its only weakness is Psychic, making it very hard to hit super-effectively (and giving it much more longevity than it would otherwise have). Should be a very fun utility pivot.

I don't know what Game Freak's deal is with making so many Ice-types slow, even stuff like Frosmoth that should by all means be faster instead of having something like Ice Scales, but here we are. You could maybe also give this to a few Pokemon that are not Ice but I dunno how much the flavor would allow that. Something gives me the feeling someone's subbed something like this before and I'll delete it if so, but I don't really feel like searching through 17 pages of subs.

Justification: This has been done before but this ability is designed to block U-Turn and Sticky Web. Pretty simple sub so I don't feel like I need to say much more, it's a lot more enticing in Buzz Off meta even if I don't think this should be too widespread so all of those things aren't completely shafted. You block U-Turn, fun perk but will not make or break most Pokemon.

Arid Absorption and Dry Skin should make it pretty good at abusing fat Waters to set or remove hazards. Its typing is still left with several major weaknesses, but it can threaten to burn stuff and has very nice raw physical bulk. Swords Dance isn't meant to be the main draw here but just seemed like fun, which is kinda the point of this sub in the first place, so why not add it?

Justification: Belch is kind of a bad move right now, being tied to berry consumption which is mostly unreliable due to HP thresholds. this makes it slightly more reliable due to the added effect of Teatime on yourself, thus removing the HP requirement. would be nice as an alternative to Sludge Bomb if you don't care about Accuracy or poison chance. However, getting your Berry Knocked means you lose access to the move for the rest of the match, so be careful.

Slate 9 is now live, so that means that submissions will close on February 12th at ~7 PM EST

Included with slate 9 are a few fixes and surprise buffs!

- Blunder Policy and Soul Blade are now coded (Shoutouts to Rasdanation for the help) - A special note for Soul Blade in particular, it's actually coded as 6 different items, with the weaker item getting replaced by the next strongest item every time you get a KO. And don't worry, these stronger items are banned, so they are only accessible by using the original Soul Blade and getting a KO. These fixes now leave Counterfeit and Pillow as the only completely uncoded things in the mod
- Bonemerang no longer has a second hit if the user faints or is phazed out before the second hit lands - The second hit still hits at the end of the turn instead of at -1 priority, however
- Sand Veil now only boosts Special Defense in Sand, but now boosts it by 1.5x - This mirrors the similar ability Grass Pelt and how Rock-types naturally get 1.5x SpD from Sand, making the boost a lot more useful. Sand Veil's distribution is still quite bad, but perhaps Garchomp could use it sometimes
- Snow Cloak is now a Hail version of Sand Force, boosting the power of Ice, Water, and Fairy-type moves by 1.3x in Hail - Ice-types are so inept defensively that I figured that making it a clone of the new Sand Veil wouldn't help anything, so making it like Sand Force instead makes already great Ice moves even more threatening. Plagued by poor distribution, but Mamoswine could make some use of it
- Aggravate now has 85 BP - Having the same BP as Darkest Lariat makes it a great STAB option for Dark-types that lack Knock Off like Honchkrow and Muk-A, while being an extremely niche but valid option for the ones that do get Knock Off
