Pros:
— Third fastest Pokémon in the unboosted metagame after Voltorb and Barraskewda
— Access to Tera Blast lets it help out its lackluster movepool, even by just a bit
— It now has Calm Mind! It can boost itself to hit harder!

Cons:
— Frail on the physical side, even resisted attacks put a dent on it
— Again, the shallow movepool means it doesn't have much to offer other than hitting hard and pivoting
— Outclassed by Sandy Shocks as a special Electric pivot, especially since Sandy Shocks has Stealth Rock which makes it much more useful and dual typing with Ground

Tera Types:
Ice and Grass are the best options for Jolteon. Ice gives it a fake "BoltBeam" set that allows it to nail Grass types, Dragon types and Kilowattrel that also has Volt Absorb.
Grass however lets it hit the Water/Ground types, Quagsire and Gastrodon, which are seen running around almost constantly.
Of course, both types hit Ground types, which is a win.

Tera Type: Ice/Grass
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Tera Blast
- Thunderbolt
- Volt Switch
- Calm Mind

Standard LO Calm Mind, the tera type depends on what your team needs. Timid nature makes sure it's still faster than most unscarfed Pokémon.

Jolteon @ Choice Specs
Ability: Volt Absorb
Tera Type: Ice/Grass
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Tera Blast
- Thunderbolt
- Volt Switch
- Shadow Ball

All out attacker, not much different from the above set. Shadow Ball can be switched with Hyper Voice to get through substitutes.

Conclusion:
Jolteon isn't that much worth compared to Sandy Shocks, but it's good enough to have a niche in UU especially with its access to Calm Mind now. Though once Terastalization gets banned in OU which will apply to all tiers as well, then might as well say bye-bye to it's use here. Fun to use though.
 
Jolteon wishes it had Hidden Power again, the lack of coverage hurt it pretty bad. It faces fierces competion from Kilowattrel, Rotom-M, and Sandy Shocks. Once you eliminate the ground types though, Jolteon wrecks shit up. It reminds me CM Raikou from 20 years ago. Outspeeds the vast majority of the metgame and hits really hard with a +1 Life Orb Thunder/Tera Blast. The Specs set isn't nearly as good due the prevalence of ground types.
