Why do you think those specific starters were chosen?

imo they chose it bc
Cyndaquil from Gen 2
Oshawott from Gen 5
Rowlet from Gen 7
Pokemon 25 - gen 2, gen 5, gen 7, the 1st 2 gen numbers are 2 and 5, put them together and you get 25. 7 is just 2+5.

i like them all.

I think they chose them based on the region being set in a more feudal Era. Owl = Archer, Otter = Samurai, Volcano thing = Geography and weather of Japan probably (see when the Mongols tried to invade twice).

If its not that it probably has something to do with riding your pokemkn and how you choose to traverse the terrain.
