Doubt it. Mono water offensive STAB and below average offensive stats make it pretty weak. Water / Ice / Ground is nice but you're walled by Ferrothorn and Rotom. Alternatively Water / Ice / Fighting but leaves you walled by Pex. Unaware mons destroy it, Chansey beats it etc.

It will be good in whatever tier exists to hold it but I really doubt it will get anywhere near OU.

Note that this list only includes moves that the Pokemon has never had access to before, so even if learning a previously event only move ingame is nice (ex. Nasty Plot Celebi), it's not included here. Each Pokemon line is listed by its final evolution, so if a pre-evolution has access to a move it didn't before (ex. It wouldn't use any of those outside of maybe Icicle Spear over Avalanche. Otherwise it's still running Recover/Spin/STAB/EQ or Toxic. It's a defensive, slow Ice-type, I don't see how Hydro Pump or Endure is supposed to help it

Sorry, I misquoted. It gets more than that. Damn you phone copy / paste.

Mostly it gets Body Press which is nice alongside Avalanche. But fair point, it doesn't change too much.

Because Heatran and Mega Mawile are no longer, Body Press might be an option over Earthquake. You're hard-walled by Toxapex but you weren't doing much with Earthquake either.
