Lugia is a great wall because of its massive bulk, fantasic ability in Multiscale, and useful utility moves like Whirlwind and Toxic. However, it has no proactive presence whatsoever outside of Toxic, which makes it especially passive against Steel-types and Eternatus. Furthermore, it is almost entirely outclassed by bulky Lunala, barely distinguishing itself by virtue of its greater bulk and its set fitting phazing move, which allows it to handle threats like Rayquaza and Reshiram a little better in a pinch. Ice Beam is mainly used to take care of Zygarde-C and Rayquaza and can hit other Pokemon such as Groudon for decent damage. Whirlwind is useful to phaze setup sweepers such as Zacian-C, Xerneas, and Coil Zygarde-C and to wear down Pokemon when entry hazards are up. However, Lugia cannot phaze Pokemon that are under Dynamax, significantly hampering its utility against threats like Xerneas and Necrozma-DM. Toxic puts Pokemon like Reshiram, Ho-Oh, and Groudon on a timer while helping to deter threats like Yveltal and Zekrom from switching in. Roost allows Lugia to keep itself healthy and reactivate Multiscale, allowing it to stall out Groudon's Stone Edge in particular. Heavy-Duty Boots allows Lugia to keep Multiscale intact even while entry hazards are up. 204 Speed EVs let Lugia outpace unboosted offensive Zygarde-C and maximum Speed Jolly Groudon. The rest of the EVs, with a Bold nature, allow it to tank physical attacks from numerous threats, such as Zygarde-C, Zacian-C, and Groudon.

Lugia works well on bulky balance or stall teams that are not significantly hampered by its extreme passivity. Lugia can provide its teammates with invaluable support, forcing out setup sweepers such as Xerneas, Zygarde-C lacking Toxic, and Reshiram that could threaten them. Lugia loves Stealth Rock and Spikes support from Pokemon such as Ferrothorn and Necrozma-DM, since racking up chip damage using Whirlwind can enable it to make solid progress. Specially defensive Yveltal and Tyranitar are also good partners for Lugia, since they can take care of Pokemon that Lugia cannot, such as Calyrex-S, Lunala, and offensive Yveltal. Sturdy Kyogre checks such as Eternatus, Kyurem-W, Ferrothorn, and Blissey all pair well with Lugia. Eternatus also can come in on common Toxic users like Ho-Oh and Necrozma-DM to prevent Lugia from permanently losing its Multiscale, and it hinders opposing threats such as Kyogre with Toxic. Lugia especially appreciates Blissey's Heal Bell support helping it keep Multiscale intact. Coil Zygarde-C offers a backup check to physical sweepers such as Groudon and Dragon Dance Necrozma-DM and appreciates Lugia wearing Pokemon down with Toxic and Whirlwind, potentially making it easier for Zygarde-C to sweep. Lastly, Ditto can provide any bulky team with a good revenge killer, solidifying the matchup against the likes of Calyrex-S, Zacian-C, Xerneas, and Zekrom.

Substitute may be used over Whirlwind in order to safeguard Lugia against Toxic Zygarde-C and stall out threats such as Groudon and Rayquaza more safely. Whirlwind is highly preferred, however, since forgoing it makes Lugia even more passive.

Checks and Counters
===================

**Mold Breaker Clones**: Pokemon like Zekrom, Reshiram, and Kyurem-W can ignore Lugia's Multiscale thanks to Teravolt and Turboblaze and force Lugia out.

**Ghost-types**: Calyrex-S and Marshadow both can 2HKO Lugia with their super effective STAB attacks, while Lunala break Multiscale with status.

**Dark-types**: Yveltal can use Taunt to shut down Lugia and take care of it with Knock Off or Dark Pulse. Tyranitar can use Rock Blast to take care of Lugia.

**Steel-types**: Lugia cannot do much against Steel-types like Ferrothorn, Necrozma-DM, and Zacian-C, as they are immune to Toxic and take little from Ice Beam, so they force it out and can potentially use it as setup fodder.

**Knock Off**: Knock Off from the likes of Ferrothorn and Necrozma-DM makes it harder to keep Lugia's Multiscale intact when Stealth Rock is up, potentially rendering it unable to check a threat it needs to.

**Status**: Toxic or Will-O-Wisp makes Lugia unable to get Multiscale back, potentially hampering its ability to stop opposing setup sweepers.

Lugia is a great defensive wall because of its massive bulk, strong defensive typing, its a great ability in Multiscale, and useful utility moves like Whirlwind and Toxic. Ice Beam is mainly used to take care of Zygarde-C and Rayquaza, and can hit other Pokemon for decent damage [list a few here]. Whirlwind is useful to phase out setup sweepers such as Zacian-C, Xerneas, and Defesnive Coil Zygarde-C and also be used to wear down Pokemon when entry hazards are up. However, Lugia cannot phaze out Pokemon that are under Dynamax, significantly hampering its utility against threats like Dragon Dance Zygarde-C and Necrozma-DM. Toxic is used to put Pokemon like Reshiram, Ho-Oh, and Groudon on a timer, and helps to deter threats like on a predicted switch to Yveltal or Zekrom from switching in. Roost allows Lugia to keep itself healthy and gain Multiscale back. Heavy-Duty Boots makes Lugia able to keep Multiscale intact when coming in while entry hazards are down. 252 HP with 52 Defense EVs with a Bold nature allows it to tank physical attacks from numerous threats, such as Zygarde-C, Zacian-C, and Groudon. 252 204 Speed EVs is used to outpace base Zygarde and Groudon. unboosted offensive Zygarde-C and max speed Jolly Groudon.

Lugia works well on bulky balance or stall teams that are not significantly hampered by its extreme passivity. due to it being very passive. All its teammates loves Lugia can provide its team with invaluable support, forcing for hazing out setup sweepers such as Xerneas, Coil Zygarde-C, and Reshiram that could threaten them. Lugia loves Stealth Rock and Spikes support from Pokemon such as Ferrothorn and Necrozma-DM, since its ability to rack up chip damage using Whirlwind can enable potentially threatening sweepers, like Zekrom, Zacian-C, and Calyrex-S more threatening. for being able to chip down Pokemon when phasing them out, therefore making setup sweepers and powerful attackers like Zekrom, Zacian-C, and Calyrex-S being able to clean up the opposing team. Ferrothorn is also useful with checking Kyogre, as Lugia struggles to take a healthy Kyorge's Water Spout twice. Blissey can also check Kyorge, while being able to remove status from Lugia with Heal Bell that would make it unable it gain Multiscale back. Sturdy Kyogre checks, such as Eternatus, Ferrothorn, and Blissey all pair well with Lugia, which greatly appreciates their ability to reliably sponge Kyogre's hits. Notably, Lugia especially appreciates Blissey's ability to provide Heal Bell support, helping it keep Multiscale intact. Yveltal and Tyranitar are also good partners [ttar is a terrible partner because its sand will break Lugia's multiscale Specially defensive Yveltal is also a good partner for Lugia, since it that can take care of Pokemon Lugia that cannot, (AC) take care of such as Calyrex-S, threaten Lunala, after it loses Shadow Shield, and be able to come in on opposing and Yveltal. Zygarde-C is also good to pair can also pair well with Lugia as it appreciates Lugia wearing Pokemon down with Toxic and Whirlwind, potentially and making it easier for Zygarde to sweep. Eternatus can come in on common Toxic users like Ho-Oh, Necrozma-DM, and Lunala [haha no] to prevent Lugia from permanently losing its Multiscale, while also hindering opposing threats Pokemon such as Kyogre with Toxic.

Other Options
=============
Thunder Wave can be used over Ice Beam to slow down fast Pokemon such as Zacian-C, however Lugia will lack a way to do damage to and unable to take care of Zygarde-C, turning Lugia into potential setup fodder.

Checks and Counters
===================

**Super-effective attacks**: Ghost-, Electric-, Ice- and Dark-types such as Calyrex-S, Marshadow, Zekrom, Kyurem-W, and Yveltal all can take threaten Lugia with either 2HKOing or ingore multiscale with their ability. [I really dislike this broad generalization - potentially split this out into "Mold Breaker clones" and "strong special attacks"? Lugia can kinda check marshadow so I don't like listing it here]

**Steel-types**: Lugia cannot do much against Steel-types like Ferrothorn, Necrozma-DM, and Zacian-C as these are immune to Toxic and Ice Beam does minusicle damage, so they force it out and can potentially use it as setup fodder.

**Knock Off**: Lugia getting Knock Off from by the likes of Ferrothorn and Necrozma-DM makes it harder to keep Lugia's Multiscale intact when Stealth Rock is up, potentially rendering it unable to check one of the threats that it might otherwise need to.

**Status**: Getting Toxic or Will-O-Wisp makes Lugia unable to get Multiscale back, potentially hampering its ability to stop opposing setup sweepers. therefore hindering it from phazing out Xerneas.

Largely well done. I made a lot of changes here, so please make sure you implement them carefully using the method described in http://spo.ink/gpvideo.

Lugia is a great wall because of its massive bulk, strong defensive typing, -not really that great- a great ability in Multiscale, and useful utility moves like Whirlwind and Toxic. However, it has no proactive presence whatsoever outside of Toxic, which makes it especially passive against Steel-types and Eternatus. Furthermore, it is almost entirely outclassed by bulky Lunala, barely distinguishing itself by virtue of its higher bulk and the fact that it can afford to run a phasing move, which allows it to handle threats such as Rayquaza and Reshiram a little better in a pinch. Ice Beam is mainly used to take care of Zygarde-C and Rayquaza, and can hit other Pokemon for decent damage such as Groudon. Whirlwind is useful to phase out setup sweepers such as Zacian-C, Xerneas, and Coil Zygarde-C and can also be used to wear down Pokemon when entry hazards are up. However, Lugia cannot phase out Pokemon that are under Dynamax, significantly hampering its utility against threats like Xerneas and Dragon Dance Zygarde-C and Necrozma-DM -you still annoy Zygarde-C by dynamaxing yourself and wasting its dynamax. Ice Beam will still annoy afterwards, because Zygarde-C can't accrue SpD boosts against it- . Toxic is used to put Pokemon like Reshiram, Ho-Oh, and Groudon on a timer, and helps to deter threats like to Yveltal or Zekrom from switching in. Roost allows Lugia to keep itself healthy and gain Multiscale back, allowing it to stall out Groudon's Stone Edge in particular. Lugia loves Stealth Rock and Spikes support from Pokemon such as Ferrothorn and Nercozma-DM -fix the spelling here-, since its ability to rack up chip damage using Whirlwind can enable it to make solid progress potentially threatening sweepers, like Zekrom, Zacian-C, and Calyrex-S more threatening -you usually don't run these Pokemon on the playstyles Lugia fits best in-. Sturdy Kyogre checks, such as Eternatus, Kyurem-W, Ferrothorn, and Blissey all pair well with Lugia, which greatly appreciates their ability to reliably sponge Kyogre's hits. Notably, Lugia especially appreciates Blissey's ability to provide Heal Bell support, helping it keep Multiscale intact. Specially defensive Yveltal and Tyranitar is are also a good partners for Lugia, since it they can take care of Pokemon that Lugia cannot, such as Calreyx-S -fix the spelling here-, Lunala, and offensive Yveltal -move this sentence before the one that states Kyogre-checks, it's more important- . Coil Zygarde-C can also pair well with Lugia as it offers a backup check to physical sweepers such as Groudon and Dragon Dance Necrozma-DM, and appreciates Lugia wearing Pokemon down with Toxic and Whirlwind, potentially making it easier for Zygarde-C to sweep. Eternatus can also come in on common Toxic users like Ho-Oh and Nercozma-DM -fix the spelling here- to prevent Lugia from permanently losing its Multiscale, while also hindering opposing threats such as Kyogre with Toxic. -move this sentence after the one that states Kyogre-checks and before the Blissey-sentence, since you mentioned Eternatus there already- Lastly, Ditto can provide any bulky team with good revenge killing-prowess, solidifying the matchup against the likes of Calyrex-S, Zacian-C, Xerneas, and Zekrom.
