Lugia is a great wall because of its massive bulk, fantasic ability in Multiscale, and useful utility moves like Whirlwind and Toxic. However, it has no proactive presence whatsoever outside of Toxic, which makes it especially passive against Steel-types and Eternatus. Furthermore, it is almost entirely outclassed by bulky Lunala, barely distinguishing itself by virtue of its greater bulk and its set fitting phazing move, which allows it to handle threats like Rayquaza and Reshiram a little better in a pinch. Ice Beam is mainly used to take care of Zygarde-C and Rayquaza and can hit other Pokemon such as Groudon for decent damage. Whirlwind is useful to phaze setup sweepers such as Zacian-C, Xerneas, and Coil Zygarde-C and to wear down Pokemon when entry hazards are up. However, Lugia cannot phaze Pokemon that are under Dynamax, significantly hampering its utility against threats like Xerneas and Necrozma-DM. Toxic puts Pokemon like Reshiram, Ho-Oh, and Groudon on a timer while helping to deter threats like Yveltal and Zekrom from switching in. Roost allows Lugia to keep itself healthy and reactivate Multiscale, allowing it to stall out Groudon's Stone Edge in particular. Heavy-Duty Boots allows Lugia to keep Multiscale intact even while entry hazards are up. 204 Speed EVs let Lugia outpace unboosted offensive Zygarde-C and maximum Speed Jolly Groudon. The rest of the EVs, with a Bold nature, allow it to tank physical attacks from numerous threats, such as Zygarde-C, Zacian-C, and Groudon.
Lugia works well on bulky balance or stall teams that are not significantly hampered by its extreme passivity. Lugia can provide its teammates with invaluable support, forcing out setup sweepers such as Xerneas, Zygarde-C lacking Toxic, and Reshiram that could threaten them. Lugia loves Stealth Rock and Spikes support from Pokemon such as Ferrothorn and Necrozma-DM, since racking up chip damage using Whirlwind can enable it to make solid progress. Specially defensive Yveltal and Tyranitar are also good partners for Lugia, since they can take care of Pokemon that Lugia cannot, such as Calyrex-S, Lunala, and offensive Yveltal. Sturdy Kyogre checks such as Eternatus, Kyurem-W, Ferrothorn, and Blissey all pair well with Lugia. Eternatus also can come in on common Toxic users like Ho-Oh and Necrozma-DM to prevent Lugia from permanently losing its Multiscale, and it hinders opposing threats such as Kyogre with Toxic. Lugia especially appreciates Blissey's Heal Bell support helping it keep Multiscale intact. Substitute may be used over Whirlwind in order to safeguard Lugia against Toxic Zygarde-C and stall out threats such as Groudon and Rayquaza more safely. Whirlwind is highly preferred, however, since forgoing it makes Lugia even more passive.

**Mold Breaker Clones**: Pokemon like Zekrom, Reshiram, and Kyurem-W can ignore Lugia's Multiscale thanks to Teravolt and Turboblaze and force Lugia out.
**Ghost-types**: Calyrex-S and Marshadow both can 2HKO Lugia with their super effective STAB attacks, while Lunala break Multiscale with status.
**Dark-types**: Yveltal can use Taunt to shut down Lugia and take care of it with Knock Off or Dark Pulse. Tyranitar can use Rock Blast to take care of Lugia.
