Magneton's advantages are nearly enough to make it a viable Pokemon in RBY NU. Due to its high Special and Electric typing, Magneton wields the most powerful Electric-type attacks in the tier. Notably, it is able to OHKO Poliwhirl, Kingler, and Fearow while sometimes landing an OHKO on Blastoise and Charizard. In addition, Thunder Wave lets it cripple the offensive potential of major offensive threats such as Mr. Mime and Arcanine. Also, Magneton's defensive stats allow it to switch in on many of these offensive Pokemon.

However, while these properties should give Magneton a place in the tier, its pitiful movepool and terrible Attack leave it nearly helpless against Ground-types like Nidoking and Golem, which happen to be some of the most common Pokemon in the tier. Its largest issue is its subpar Speed, which lowers its effectiveness at handling targets such as Moltres and Mr. Mime, as well as hampering its ability to safely use Rest. It also leaves it prey to partial-trapping users such as Dragonair and Rapidash. Finally, it faces stiff competition with Electrode, which is much faster and has access to better utility and coverage moves such as Screech and Explosion.

That's Mag's biggest issue imo because it can't Explode on a Nidoking switch-in like Electrode can nor has any safe special coverage for midground plays. Otherwise, its bulk + twave would allow it to still beat stuff like Chari and Moltres). Its largest issue is its subpar Speed, which lowers its effectiveness at handling targets such as Moltres and Mr. Mime, as well as mitigating its ability to recover safely using Rest. Double-Edge is used so Magneton can deal damage to Ground-types, mainly Nidoking and Golem (The damage is so meaningless to Golem that I can't imagine it's ever useful + a lot worse than just a double). Thunder is Magneton's main offensive tool, allowing it to OHKO notable Pokemon like Poliwhirl and Blastoise. Thunder is ran since Thunderbolt misses the OHKO on notable Pokemon such as Blastoise. Rest is used in an attempt to recover Magneton's health, although its Ground weakness makes this difficult. S like when switching in a sleeping Magneton during a Fire Spin spree from the likes of Moltres is the most consistent way of allowing it to wake up. (Fluff)

Due to Magneton's sparse movepool, it only has a few other options. (Fluff) Magneton is a rare case where Thunder is sometimes ran alongside Thunderbolt, as Thunderbolt can miss the 2HKO on the aforementioned foes without prior chip damage from Wrap. However, Thunder's shaky accuracy can make it insufficient at times as Magneton's sole Electric-type attack, so using it without Thunderbolt can sometimes lead to issues in consistency. Due to this, Rest is sometimes dropped in favor of Thunderbolt. (This is three full sentences + lines just to say "Thunderbolt can be used instead of Rest for its favorable accuracy." You can use that line verbatim or write something else but remember to be concise and get to the point.) Flash is able to lower the accuracy of the foe's moves, which can allow Magneton to stay active longer, as well as being able to contend in losing matchups, but its mediocre accuracy can make this risky. Toxic can be used over Double-Edge or Rest, in order to stop an attempted Fire Spin or Wrap sweep, as well as forcing Golem to use Explosion earlier due to its chip damage.
