Niche: Fastest Revo by far (if this won), with less powerful “100% accurate STABs” vs Pikaraichu but with BoltBeam STAB. It can play a pivot with Intimidate, or a sweeper in Snow team with Ice Body. Taunt can be used to disrupt opposing set-ups, incoming statuses or hazard play. Behind the Scene: Partially based on the Nordic god Thor, lord of thunder, and labrador which are well-adapt for tundra environments. Mega Manectric’s mane is converted into aerodynamic white fur that allows Bolthorbite to run at lightning speed. As you can imagine, the white fur and Ice Body Ability are done to allow Bolthorbite to live in even the harshest cold climate.
Electric/Ice is a really good offensive typing. I think this guy will already have a solid enough niche with Intimidate and fast Volt Switch. It has an easy time threatening Grounds so its Volt Switch isn't blocked as effectively. You don't have to go down drastically, just down to 105 minimum.

Niche:
Overall fast special wallbreaker. 105 speed gets the jump on many threats, making it quite hard to outspeed and letting it make use of its good special attack. Fluffy might seem like a weird ability for something that is so physically frail, but it actually works to help get it on the field. Combined with Will-o-Wisp or its newfound access to Lava Plume, this makes it plenty capable of tanking physical attacks that you'd think it wouldn't be able to survive. It even has plenty of new coverage options in Focus Blast/Aura Sphere and Earth Power (though realistically for Nasty Plot sets all it really needs is STABS + Sludge Bomb). Solar Power turns Houndusk into an absurdly powerful breaker under Sun, where it can even use Morning Sun as big recovery in a pinch.
I am still torn on this. My main issue is that it has crazy damage potential. I know that regular Charizard is not very popular nor viable, but its Solar Power set is still strong. Now give it higher speed, much higher special attack, a regular SR weakness, good coverage and a good in-Sun STAB. Below you can find some calcs. Look crazy right? Welp that's with 110 SpA and it's still crazy. I would honestly be fine with 110 or 115 Special Attack but remove the Ground and Fighting coverage. Trust me it is better that high power Pokemon have less coverage and thus more checks.

Gets a decent amount of opportunities against Special Attacks to enter and is great at punishing the defoggers of the tier.
Mega being Revolved: Manectric New Pokémon Name: Magnebolt Type of Pokemon: Evo Stats: 70/95/65/105/90/125 Typing: Electric/Steel Abilities: Intimidate, Levitate, Galvanize Movepool Additions: Hyper Drill, Fake Out, Hone Claws, Niche: Mixed attacker with Hyper Drill for protect breaking, Fake Out for disruption, Hone Claws for set up, and an amazing arsenal of special coverage. It’s a little faster than the fastest Mon we’ve made yet, but I think it’s pretty equal because it loses out on special attack and defences.

Mega being Revolved: Absol New Pokémon Name: Absonitus Type of Pokemon: Evo Stats: 80/130/80/75/60/110 Typing: Dark/Flying Abilities: Magic Bounce, Magic Guard, Magician Movepool Additions: Acrobatics, Ceaseless Edge, Niche: Now I’m guessing we’ll have to Vito this one, anything more than 110 speed hasn’t been very frequent. It gets a little walled cooked by Freezaress, although it still has sucker punch support. (Sucker punch does 67.5%-80% and crit ohko) I saw there was no Ceaseless edge on the banlist so I said “we ball”. Could be a spikes setter or fast sd/hc/salac or liechi or even flying gem Acrobatics user. Has a lot of tools and isn’t very specially defensive; although on the physical side it can definitely tank some hits.
I won't allow a Levitate Electric/Steel. You were hung up too much on the fact that it needs to compete with other Electrics that you went overboard. I would remove Intimidate. Electric/Steel is solid enough, especially with Intimidate. Furthermore, you should get rid of Galvanize. Not because it is too strong, but in my opinion it is just impractical. It is relatively weak and the coverage isn't strong enough either. Galvanize Normal STAB is good, but there are better options, like Zeraora and I would given go as far as saying that Physical Koko is better physically. I had so much trouble with wording the movepool bans that I accidentily left out a few moves. Ceaseless Edge was sadly supposed to be on the list, so you gotta remove it. Sorry for the inconvinience. Same goes for Infernal Parade

Similar to War Incarnate and APaidActor, I think that the potential damage output under sun can be too overwhelming. I would reduce the Special Attack and remove Fighting and Ground coverage.

Voting will take place on Google Forms and from there it is relatively easy to understand how it works. You have to vote for 3 submissions for each Pokemon and every submission can get 3, 2 or 1 point(s).
Self-Voting:
Check out the detailed explanation for a more precise explanation. TL;DR The amount of Self-Votes depends on your submission count. Each submission gets you a Self-Vote, and said Self-Vote is worth 2 points.
A Person with 3 submissions has 6 Self-Vote points, one with 4 submissions has 8 points and so on. The Self-Votes you give yourself cannot exceed this limit.
Let's say a person has 2 submissions resulting in 4 points: They can place themselves on 1st place for one Pokemon (which results in 3 points spend), and place themselves 3rd place for a different Pokemon (resulting in the last point being spend). Alternatively, they could place themselves in 2nd place twice, whichi results in 2 x 2 points being spend.
If you want to vote for yourself now, it gets slightly more complicated. You can always keep voting for yourself as second, but you can change the order a bit, for as long as the number of self-votes equals 2x the number of submissions you made. Let's use some examples to make it more understandable:
So this voting format is good, cuz' Lyd voted for himself as second three times, and when you add everything up, he gave himself 6 votes, which is fine, as it is exactly the number of submissions he made for the slate x2. However, say he liked his Stallbreaker submission a lot, and he really wants it to win, he can play around with his votes a little bit:
So to make his Stallbreaker first vote, he moved his Defensive Pivot self-vote to last. Makes sense, right? And when you add up the votes, 3 + 2 + 1 = 6 which is exactly what he wants. Let's say that he likes his Special Wall and Defensive Pivot submissions more, and he didn't like his Stallbreaker submission too much. He can do this:
3 + 3 adds up to six, so he's good to that. Small note that this can't be done if he made no Stallbreaker submission because if that was the case, the number of submissions he made x2 would actually end up as 4, which isn't enough. Also, had he only made a single submission, he'd always have to self-vote as #2 or lower because making only one submission gives him only two self-vote points. We hope that was clear, if you had any trouble to understand this, feel free to PM anyone from the council and we'll explain it as best as we can.

Tiebreaker vote: I will never vote submission and stricly keep my vote to break a tie. My vote will be determined by the circumstances of the votes. Moonblast, Dazzling Gleam, Fairy Wind, Moonlight
Niche: Physical set-up Wallbreaker with the highest Attack among the Dark-type Pokémon* and Fairy-type Pokémon in this NatDex format, with Sucker Punch STAB taking down faster foes. Memento allows it to fiercely punish anything not a Gholdengo, and even then the latter would rather not switch into a powerful Knock Off STAB.
(*) Kingambit would have a higher effective Attack via Supreme Overlord and sent with at least two or more allies fainted. Abresol doubly resisting Dark means Kingambit would need multiple Swords Dance to use Sucker Punch to defeat though! Behind the Scene: To contrast the upcoming (Revolved) Mega Absol Z’s more devillish look that evokes Giratina, Abresol takes a more angellic look with a guardian angel direction akin to Gardevoir, hence the Fairy-type. Absol’s 130 Attack is already a lot, so I focus on a new secondary type and increased Speed to make it more of an efficient physical wallbreaker.

You are not allowed to lower stats, except for speed. If you lower speed however, every other stat must see an increase. The amount depending on how much you decreased your speed.
Swapping offensive stats is also allowed. Normally this is obvious, but it is appreciated if it is specified somewhere in the submission.
If it is an evolution or an alternate forme of a Pokemon, you don't have to add all stats that are given to you. You have to add the very minimum of the spectrum given to you.

Niche:
This Skarmory takes a much more offensive direction, as opposed to its very defensive counterpart. Its main draw comes in its drastically increased speed and greater attack stat, letting it hit first and hit quite hard. Swords Dance + Weak Armor sets can make for a surprisingly potent lategame threat, especially with its enhanced coverage pool giving it more ways around its resists. Its good bulk on both sides, backed up by a strong defensive typing, ensures defensive variants are still possible, and U-turn is a nice touch for turning it into a solid pivot. Mold Breaker trades the potential sweepiness of Weak Armor in exchange for a bevy of useful interactions, such as letting it set Spikes (or Stealth Rock) in front of Magic Bounce users, Defogging on Gholdengo, or being able to hit Rotom with unblockable Drill Runs.
Mega being Revolved: Mega Hawlucha New Pokémon Name: Libreagle (Libre + Eagle) Type of Pokemon: Evo Stats: 83 (+5) / 112 (+20) / 105 (+30) / 79 (+5) / 73 (+10) / 98 (-20) (550 BST) Typing: Fighting / Flying Abilities: No Guard / Technician / Mold Breaker Movepool Additions: + : Mach Punch, Fake Out : Force Palm, Taunt Niche:
Fast (even with the sizeable speed drop) and reasonably bulky breaker. While its bulk is quite improved (especially on the physical side), the main draw here is Technician, letting it run big STAB Mach Punches and Dual Wingbeats alongside a wickedly powerful Close Combat off of a more immediately threatening attack stat. Technician also frees up some of Hawlucha's weaker moves and turns them into reasonably effective coverage, such as Assurance/Thief and Rock Tomb.
Mega being Revolved: Mega Clefable New Pokémon Name: Starflight (Starlight + Flight) Type of Pokemon: Split Evo Stats: 70 / 45 / 48 / 60 / 65 / 35 -> 75 (+5) / 50 (+5) / 68 (+20) / 105 (+45) / 80 (+15) / 105 (+70) (483 BST) Typing: Fairy / Flying Abilities: Cute Charm / Magic Bounce / Unaware Movepool Additions: : Air Slash, Hurricane, Defog, Focus Blast, Aura Sphere, U-turn
Niche:
It may not have Magic Guard and it loses quite a lot in bulk compared to Clefable, but Starflight makes up for that with a good speed stat. It even retains a pretty good special attack stat with lots of coverage to boot, as well as other solid tools such as a newly-gained Defog alongside its existing utility moves, such as Stealth Rock and Thunder Wave.
Niche: It either functions as a fast cleric with Magic Bounce, Wish and Heal Bell, or a sweeper with Calm Mind and Aerilate Hyper Voice. It has a lower bulk compared to Clefable and has a weakness to Rock, and lack of Magic Guard means it must play around the Stealth Rock weakness. Behind the Scene: Stockpile and Spit Up are rarely explored moves due to commitment and slow pace required, so Clefloatee adds an extra silliness by being more gluttonous compared to the other members of the evolutionary line. With Aerilate, Clefloatee can use at least two Stockpile and either use Swallow for great recovery, or better yet, unleash a nuclear effective 240 BP (two stockpiles) or 360 BP (three) with Spit Up. This is still gimmicky, but with Flying STAB, it can worth a try.

Niche: With a higher Attack, it can now afford to set up with Swords Dance as a wallbreaker. Sharpness boosted Aqua Cutter and Sacred Sword can help break through various Fire-type and Steel-type opponents respectively, and U-Turn to get out of an unfavorable matchup. It still need to watch for it’s still-low Special bulk. Behind the Scene: It is said in some PokéDex entries that discarded “feathers” of Skarmory will later be used as swords in ancient times, despite Skarmory’s middling 80 base Attack. This form shows off the potential, with increased Attack and Sharpness, alongside newfound access of Sharpness moves such as Aqua Cutter, to be more in-line with what the PokéDex described.

Behind the Scene: Not only is Albatore based on heavyweight luchadore and heavyweight wrestlers, but also a “retired champion” archetype that, while a bit rusty due to days if not years without training and with Slack Off reflecting that, can still pull a lot of weight with experiences and trainings in their hands. While Mega Hawlucha is left with only the silly Entrainment + OHKO gimmick in Champions, Albatore is built to take advantage of No Guard with Triple Axel, Gunk Shot, Circle Throw and the occasional Sky Attack.

I think that it is too bulky. Sure Magic Bounce is not as good as Magic Guard, but is still useful in preventing Toxic, Leech Seed and it adds a good match-up against Roar and Whirlwind, so set-up sets are more effective on it. Furthermore, I don't think that a speed control Pokemon works well in singles. Thunder Wave will be more useful as utility than Tailwind and if you really want to go that route, I would focus more on Trick Room support. Either way, I would lower that bulk, mainly defense. I honestly think that this is kinda weak. I don't see any offensive set be good, especially with that bulk.

Second Chances Before Legends
"Second Chances" and "Before Legends" will be breaking points. "Second Chances" comes after the next Champions update, where we will hopefully receive abilities for Golisopod, Baxcalibur, Tatsugiri and the Z-Megas. After them we will do "Before Legends" and then do Legendary, Mythical and Uber Megas.
I will also do a playtest break after "Man Of Steel" and "Pseudo Legends".
I won't go into much detail as to way Kalos Starters come before ZA Starters, since it is a whole salad. TLDR, we had 5 votes for the entirety of the poll. And since my vote is the least valuable, Kalos Starters won but before I closed the poll, a last minute vote came in. With me not wanting to redo the planned slates and wanting to wait for a breaker, we will go with Kalos starters.
As for the changes that come, I decided to free up the "Type of Pokemon" slot. This means that you can freely choose if the Revolution will be Alternate Forme, Regional Variant, Covergent Evolution, Split Evolution or a regular Evolution. I will however ban Evolutions if the Pokemon receiving one would be too strong with an Eviolite. For example, Skarmory, Clefable and Slowbro would be too strong with Eviolite so their Revolution wouldn't be Evolutions.
As a general rule of thumb, the stats of Evolutions will aim at a range of 530-570, depending on the base forme's BST and strength. As for regional variants, split evolutions and covergent evolutions the BST will be same as the base forme. Alternate formes will have the same BST of the base forme or a maximum of +50 BST.

Voting will take place on Google Forms and from there it is relatively easy to understand how it works. You have to vote for 3 submissions for each Pokemon and every submission can get 3, 2 or 1 point(s).
Self-Voting:
Check out the detailed explanation for a more precise explanation. TL;DR The amount of Self-Votes depends on your submission count. Each submission gets you a Self-Vote, and said Self-Vote is worth 2 points.
A Person with 3 submissions has 6 Self-Vote points, one with 4 submissions has 8 points and so on. The Self-Votes you give yourself cannot exceed this limit.
Let's say a person has 2 submissions resulting in 4 points: They can place themselves on 1st place for one Pokemon (which results in 3 points spend), and place themselves 3rd place for a different Pokemon (resulting in the last point being spend). Alternatively, they could place themselves in 2nd place twice, whichi results in 2 x 2 points being spend.
If you want to vote for yourself now, it gets slightly more complicated. You can always keep voting for yourself as second, but you can change the order a bit, for as long as the number of self-votes equals 2x the number of submissions you made. Let's use some examples to make it more understandable:
So this voting format is good, cuz' Lyd voted for himself as second three times, and when you add everything up, he gave himself 6 votes, which is fine, as it is exactly the number of submissions he made for the slate x2. However, say he liked his Stallbreaker submission a lot, and he really wants it to win, he can play around with his votes a little bit:
So to make his Stallbreaker first vote, he moved his Defensive Pivot self-vote to last. Makes sense, right? And when you add up the votes, 3 + 2 + 1 = 6 which is exactly what he wants. Let's say that he likes his Special Wall and Defensive Pivot submissions more, and he didn't like his Stallbreaker submission too much. He can do this:
3 + 3 adds up to six, so he's good to that. Small note that this can't be done if he made no Stallbreaker submission because if that was the case, the number of submissions he made x2 would actually end up as 4, which isn't enough. Also, had he only made a single submission, he'd always have to self-vote as #2 or lower because making only one submission gives him only two self-vote points. We hope that was clear, if you had any trouble to understand this, feel free to PM anyone from the council and we'll explain it as best as we can.

You are not allowed to lower stats, except for speed. If you lower speed however, every other stat must see an increase. The amount depending on how much you decreased your speed.

Behind the Scene: One can argue that the “Shellder” evolved into a “Cloyster” in the case of the biting shell, giving Slowbro a stat boost without benefitting Eviolite. Niche: Royaltesse gain access to a greater Special bulk, meaning it can go for a special wall with Calm Mind wincon and Pixilate Hyper Voice. Higher HP allows Royaltesse to make better use of Wish as a cleric. Haze allows it to reduce pressure from set-up sweepers, but physical wallbreakers such as Gorochu will give a lot of pressure to it regardless. Pixilate Rapid Spin grant it access to an unblockable Spin for hazard control. Niche: Sharpness-boosted Sacred Sword STAB already gives Gallade a strong niche over basically every other Fighting-type, so Royaltector expends upon this all-out offense capacity with better overall bulk, Cross Poison to fend off Fairy-type threats (and yes, Cross Poison is boosted by Sharpness), and Rapid Spin support at cost of it’s already mediocre Speed. It does compete with Skarmory-Sharpened with this niche with the latter’s higher Speed + Defense alongside better defensive profile, but Royaltector has priority in Mach Punch, a higher base Attack, Sacred Sword STAB and better Special bulk, so the two have their places. Behind the Scene: Royaltector take cues from valiant knights in fantasy stories and fairy tales, as is the case from Mega Gallade, and the lowered Speed and higher overall bulk reflects the armor-like body it is going for contrasting Gallade’s slender body… which ironically, Gallade already learns Bulk Up, so it’s another inspiration for Royaltector.

It's mostly Alakazam, but bigger, and that's all it really needs. Dazzling is a niche option to let it stuff priority moves, and Trace can snag a good ability from the opponent if the situation calls for it.

Recover lets it stick around for longer if it has to, letting it fire off more of its attacks in the long-term, and Rapid Spin is never bad utility to have across the board.

I won't allow No Guard on it. You already pointed out the issue with Hypnosis, but I am not willing to remove Hypnosis for the entire line in this case. The reason why I decided to remove Sing from Pikachu is because Sam's sub didn't initially have No Guard because we didn't know its ability yet. So once revealed, it resulted in a unique case and it was a democratic descision to remove Sing. In this case however, you know it was Hypnosis and are willing to give it No Guard still. Thus No Guard is required to be removed.

The bulk is too much on a Pokemon with Slowbro's set-up. But even if you reduced the bulk, the sub is vetoed. Slowbro must be Water- and Psychic-type and it cannot be an evolution.

Since I've been doing this alone for a while, I completely forgot to do this, but we have Council Members now! Those members being Samtendo09War Incarnate and Reeonthestreet! The help will be appreciated and with their help we've decided on future slates. Before I reveal the future slates, I will also announce that the playtest break will happen after this slate and other playtest breaks will happen after every 4th slate. So one after this (Slate 10), one after Pseudo Legends (Slate 14) and one after Misfits (Slate 18).
We have been moving fast with the previous slates, which I quite liked but I fear that we will move too fast and be at a point where we cannot do slates with official abilities. Furthermore, it is time to have a serious look at the meta. Lastly, I will reveal submission rules earlier. Meaning, once this slate ends, you will receive the rules for Slate 11 (Man of Steel) and for Slate 12 (Goodbye to France) while we do the playtesting. This will essentially extend submission phases without making them longer and you can work kinks out on Discord by asking for feedback.

Niche: Looking through the megas which have been revolved as well as the ones remaining, I noticed a lack of special attacking bug types, so that's what this is. Bug type lets it do better against dark types, plus gives it some good resistances (as well as three new weaknesses, but oh well). Magic guard also synergises better now, giving it a nice immunity to stealth rocks. It's a special pivot with nasty plot, strong STABs and teleport or u-turn. Heal Order is here too, it's just recover but with more flavour and more PP.

Voting will take place on Google Forms and from there it is relatively easy to understand how it works. You have to vote for 3 submissions for each Pokemon and every submission can get 3, 2 or 1 point(s).
Self-Voting:
Check out the detailed explanation for a more precise explanation. TL;DR The amount of Self-Votes depends on your submission count. Each submission gets you a Self-Vote, and said Self-Vote is worth 2 points.
A Person with 3 submissions has 6 Self-Vote points, one with 4 submissions has 8 points and so on. The Self-Votes you give yourself cannot exceed this limit.
Let's say a person has 2 submissions resulting in 4 points: They can place themselves on 1st place for one Pokemon (which results in 3 points spend), and place themselves 3rd place for a different Pokemon (resulting in the last point being spend). Alternatively, they could place themselves in 2nd place twice, whichi results in 2 x 2 points being spend.
If you want to vote for yourself now, it gets slightly more complicated. You can always keep voting for yourself as second, but you can change the order a bit, for as long as the number of self-votes equals 2x the number of submissions you made. Let's use some examples to make it more understandable:
So this voting format is good, cuz' Lyd voted for himself as second three times, and when you add everything up, he gave himself 6 votes, which is fine, as it is exactly the number of submissions he made for the slate x2. However, say he liked his Stallbreaker submission a lot, and he really wants it to win, he can play around with his votes a little bit:
So to make his Stallbreaker first vote, he moved his Defensive Pivot self-vote to last. Makes sense, right? And when you add up the votes, 3 + 2 + 1 = 6 which is exactly what he wants. Let's say that he likes his Special Wall and Defensive Pivot submissions more, and he didn't like his Stallbreaker submission too much. He can do this:
3 + 3 adds up to six, so he's good to that. Small note that this can't be done if he made no Stallbreaker submission because if that was the case, the number of submissions he made x2 would actually end up as 4, which isn't enough. Also, had he only made a single submission, he'd always have to self-vote as #2 or lower because making only one submission gives him only two self-vote points. We hope that was clear, if you had any trouble to understand this, feel free to PM anyone from the council and we'll explain it as best as we can.

This is for transperency's sake. I will tell you about my role in this votes and polls.
Tiebreaker vote: I will never vote submission and stricly keep my vote to break a tie. My vote will be determined by the circumstances of the votes. If one of the submitters already won a submission in the current slate, I will give the vote to the other person. If that does not apply, I will ask someone from outside the mod, more specifically an uninvolved person from the main Pet Mods server, to break the vote. If that does not happen in an adequate time, I will vote based on design and metagame needs.

Like I said, we will do a playtest break. I probably won't do a tour for it since it takes up longer than a week. The goal is to get balance changes and possibly Sample Teams and a Viability List in. Furthermore, we will also test Z-Moves. I prematurely put them up for a vote because I wanted to focus on the Pokemon themselves, but I think they deserve to be part of this meta. There will be a poll for unbanning them permanently or keep them banned later on.
