How about a Milotic that is just a nice wall:

Recover
Aqua Ring/Refresh
Surf
Toxic

Recover is a quick recovery move that doesn't need much explanation. Aqua Ring can fill in for Leftovers in case you might need it. (Or just want to be extra annoying)

Refresh helps if you don't need a defense boost, e.g. If they're on their last Pokemon, or if you are inflicted with Toxic before you can activate Flame Orb, because if you're Badly Poisoned, Milotic isn't as good of a wall if it is Badly Poisoned instead of just burned.

Toxic can get rid of whatever resists Surf like bulky waters (Especially Vaporeon) and Surf can deal some damage if necessary.
 
If this is meant for UU:

What benefit does this have over the Restalk set besides...I guess being able to recover every turn but you recover 19% more with Leftovers anyway so the difference is merely 31%. You do realize that without a burn and + leftovers you're up but about 19% recovery per turn right? I don't see how this would work at all. If you're that desperate for the defense boost either a) use Slowbro, b) use Restalk, etc.

If this is meant for OU, disregard this (but to be honest it's probably the same situation there but even moreso).
 
Flame/Toxic Orb is almost never a good idea on Milotic, as the item pretty much strips away Milotic's tanking ability. Milotic loses 12.5% HP per turn from Flame Orb, when it would have recovered 6.25% with leftovers, a difference of 18.75% when Milotic is not at full health. The opponent would have to deal around 56% (reduced to 37.x% Marvel Scale boost) per turn with a physical move for Flame Orb to break even with leftovers (in that case, it would die in 2-3 turns anyway). On top of that, Marvel Scale won't help Milotic take special attacks.

This set is ... extremely counter productive. First you lose leftovers but then when the item makes you lose hp?! The defense increase is not worth that.
 
Agreeing with the aforementioned statements; also, you apparently haven't tested this set or else you would know that Flame Orb would still reactivate even after using Refresh.
