Milotic is over-powered! First UU team

Hello smogon :D
I just got inside the Under Used environment, so I don't have any experience with this tier.
I got interested in UU battling as I saw the december usage statistics, which showed how unbalanced the OU tier actually is, so I wanted to try to build a UU team, which sounded to me like a more reasonable tier.
The problem is... my lack of experience in UU battling made me create a poorly built team; so I'd like to receive some suggestions to improve it =)

The strategy this team has is to set up hazards with deoxys-d and then...

Deoxys-D @ Leftovers
Trait: Pressure
EVs: 252 HP / 4 Def / 252 Spd
Timid Nature (+Spd, -Atk)
- Spikes
- Recover
- Taunt
- Stealth Rock

This nice guy sets up entry hazards (spikes) so it's an extremely useful poke to start a match with. This defensive colossus also has a really useful 90 stat in speed, so I decided to run a fast spiker set, maximizing speed and hp so that I can taunt slower set up pokes and take huge hits at the same time. I run recover to heal myself while I set up spikes; taunt is obviously a great move for a fast deoxys-d, letting me prevent opposing hazards. Night shade is to not make deoxys-d taunt bait, and can slowly wear down some opposing pokes.

Cobalion @ Leftovers

Cobalion is my physical sweeper; it really appreciates the spikes that deoxys-d has set up, since it doesn't have a stellar attack stat, but it surely has the speed to be effective, and its typing gives it many chances to set up a swords dance. This guy also gets rid of those annoying snorlax and porygon2. Not to much to say about the moveset: close combat is the obvious STAB, stone edge hits zapdos, togekiss, chandelure (hoping its not scarfed :D) and some others. X-scissor is there to hit roserade, deoxys, mew, and so on.

Dusclops (M) @ Eviolite

Dusclops is basically my spin blocker, but can easily take on the role of wall, thanks to its huge defenses (courtesy of eviolite). This is a double status set, meaning it can either burn or poison the opponent, as the situation requires it. Pain split is unfortunately the only form of recover that dusclops has, but it sure works good to take out a nice chunk of health on my opposing poke, since dusclops has a really low hp stat. Night shade makes dusclops not a total taunt bait, and weakens the opponent since its high defenses usually let it take hits like a boss.

Flygon (M) @ Choice Scarf

I remember how popular this set was in 4th gen. And it still works fine in UU as I've seen so far. Flygon makes an excellent scout; it has a good typing, and choice scarf makes it really fast, threatening the opponent with earthquake and outrage, while also being able to scout the switch-in by using u-turn (that's what I usually do ;D). It can also switch in on electric type attacks aimed at milotic and then deal some damage back. Flygon also makes for a great check for rotom-h and nidoqueen/king.

Rotom-H @ Choice Scarf

I wanted a decent counter to heracross and roserade, and I found rotom-h. Its powerful overheat can demolish fire-weak pokes, so I can take advantage of the switch through volt switch. I NEVER used the infamous volt-turn combo in OU tier, so I wanted to abuse this tactic in UU pairing flygon with rotom-h... LOL. Now, why the hell am I using shadow ball? Well, because I'm going to use this team wi-fi, and since I can't find any IV cheat for the italian version of the game, I can't really use a hidden power in that slot... I know it's a shame but oh well... anyway, shadow ball hits fairly hard chandelure, so it's not completely useless... however I usually just fire off the first two attacks of the set and trick sometimes, to cripple more defensive pokes like dusclops or whatever.

And that's it, the star of the team, milotic, the unbreakable wall. I never thought that a set like this one could even barely work, but when I tested it out I was like O_O. Her marvel scale ability makes her so hard to take down when statused that it's almost impossible to kill this thing unless the opponent has a specific counter like roserade, zapdos or rotom. So the idea of the set is to take advantage of her ability by using a rest-talk moveset, making her a great status absorber, physical AND special wall and phazer, thanks to dragon tail. When I manage to set up some layers of spikes and the milotic's counters are gone, the job is simple: shuffle the opponent's team while he/she struggles with dealing any significant damage to milotic.

So there was it. I can definetely say that this team sucks, and for good, but it's my first UU team so I'm not surprised. Please give some tips on how to improve it, any suggestion will be very appreciated!

Ok, I made the changes you guys suggested. So, the team is doing pretty good so far, although it seems I have a weakness to waters, chandelure, mew and mismagius... I also updated the importable so that if anyone wants to try the team...

Hey, nice team, I've got a few suggestions for you

Cobalion is a great sweeper, but X-Scizzor isn't doing as much for it as you might think. Try replacing it with Substitute, which can let you sweep more easily. With Substitute, you can set up on stall-based Pokemon like Mew, while simultaneously blocking Will-o-Wisp. It also lets you beat Hitmontop, as you can just keep using Substitutes as it lowers its defenses with Close Combat (Mach Punch can't break subs!). Try it out, you'd be surprised how many teams rely on status moves / defensive Pokemon to beat Cobalion, which can't break past Substitute variants.

Dusclops is very important to your team, as it's important to keep your hazards up for your volt/turn combo. Because of this, I think it's important that it needs some better reliability. Replacing Pain Split and Taunt with Rest + Sleep Talk would transform its moveset, giving it great recovery. And Toxic isn't absolutely necessary, because Will-o-Wisp will still get the job done against bulky Water-types.

While you're making use of hazards, you might as well go all out. Fitting Stealth Rock somewhere into Deoxys-D's moveset would be a great help for your team. It'd be especially useful against Pokemon like Zapdos / Rotom-H / Darmanitan, which are extremely dangerous in UU. Looking at your team, those Pokemon can cause some damage, and having them lose 25% health every time they switch in would make them much easier to play around, especially since all of these Pokemon usually switch out with U-turn / Volt Switch

Going along with what Moo said, I'd give SR to Deo-D, personally I would go over Night Shade as the only things that commonly run taunt that outspeed you are Stall-breaker Mew/Mismagius, who will simply beat you to death with attacks/outstall the lame amount of damage you do back. Froslass will simply get full layers against you, and Azelf and offensive Mismagius will use you as set-up.

Seconding the Sub comment on Coba

I would change the Rotom set to choice scarf, this is because offensive Roserade will outspeed and 2hko with either offensive move after rocks, and heracross tends to run Choice Scarf itself.

Also seconding the rest-talk option on Dusclops, perhaps try a more specially defensive spread to better cock-block Roserade?

Another option (if you want) is to change Milotic out for a DD kingdra, who will be an extremely useful lategame option who can capitalise on the hazards and the fact that Coba and flygon wear down it's counters.

I made all the changes you told me to do, and now the team is looking decent, although I'm kinda weak to waters (slowbro most importantly), chandelure, mew and mismagius... anyone has any other suggestion to fix this?
