This Pokemon is the definition of Psychic HO in the Ubers format, pairing its unique ability, Terrain Extender, and the most threatening breakers to ever exist (Deo-A, U-Necrozma, M2Y, Hoopa-U, etc.) in order to obliterate any teams' defensive backbone. Considering the vast amount of options Psychic has at its disposal, I simply couldn't choose where to start. Thank you again in advance! :)

I wanted to have a more offensive Stealth Rocker, so I went with Sash Deoxys-Attack. You can run Superpower over Ice Beam if you feel like hitting Darkrai and Dialga is that important, but that's up to you. Then I went with Mega Mewtwo X as a helpful Pokemon to aid in the Dark matchup. Low Kick is also generally nice for stuff like Primal Groudon, bulky Arceuses, and Palkia. I then wanted a hazard remover, so I went with bulky Arceus-Psychic. The reason I chose it over Lugia was because it could actually beat bulky Aegislash with Fire Blast, which can be quite an issue for this team without Hoopa-Unbound. Lunala is pretty self-explanatory as a strong revenge killer for the Ghost matchup and the Psychic mirror. Lastly, I decided to go with Autotomize+WP Necrozma-Dusk-Mane as a powerful tool against Fairy. The choice between Photon Geyser or Knock Off is up to you, but Knock Off is nice for stuff like Lugia and Lunala. Overall, really hope you enjoy the team.

I am fine with the builder changing moves to suit coverage depending on the team. Thank you.

Here is the team you requested. I kept the same Deoxys set, and it proved to be effective from the few tests I ran. I found myself using everything but knockoff, so you could possibly change it for something else. Next, I realized we needed rocks and Jirachi was the go to. Enough speed for jolly diggers (can change that to w/e you feel but that's what I usually run), and the rest is standard spdef rachi. Then I needed victini, but since this team is a little too weak to steel, I opted for the normalium set, which if given the right opportunity runs through steel and other types. I wanted a mega next, so went with Gardevoir. I wanted the fairy stab over fighting so opted for it. Went with taunt so that walls like chansey can't recover, and thunderbolt because it bops Celesteela which is the only thing that switches in on this monster on flying teams. I wanted speed control so scarf latios was there, along with trick and defog. I first put meloetta on the last slot so that the psychic and ghost matchup would be reasier, but I realized the team was too setup weak, and wanted an overall check to things, so sash zam was picked. And there you have it, hope you like the team.

I tried my best to make the set you supplied viable, but this was a little hard to do and this was the best I could come up with. Also this looks kind of similar to Tyke's RMT "The Plastics," because of how well it could fit Melo in, so the team is kinda of inspired by that. Anyway, onto the description...
Meloetta - So I kept the set you requested and maxed out SpA Ev's to make Melo's Psychic useful for 2HKO'ing the poison defensive core, then added the rest for Attack so that it could actually break opposing Normals, Steels, and Alolan-muk. I put in just enough speed for regular melo to outpace balloon tran and potentially sleep it, while also being a good amount of speed to have before it transforms as it outpaces base 70's. After transforming it outpaces base 110's and allows you to KO stuff like terrakion after webs or tailwind.

Smeargle - This is the standard HO smeargle set, nothing too special about this one other than the usage of nuzzle which is great for crippling switches.
Webs, Rocks, and spore are standard and pretty straightforward. Sash is for guaranteed hazards.

Pidgeot-Mega - It is also used over mega-lopunny because I wanted to avoid redundancy since we actually need melo on this team. Hurricane + Heat Wave does a nice job with coverage, and because mega-pidg hits rather hard with hurricane, physical walls like hippowdon shouldn't be too problematic to deal with. U-turn allows it to pivot, which is great for an HO team like this one as it allows it to scout for switches and pop heatran's balloon. Tailwind is used for extra speed control in case webs get removed.

Diggersby - This is the standard diggersby set with a few changes. For one, since this team lacks shadow ball on melo, it is somewhat vulnerable to ghost. With knock off on diggersby, we make sure this isn't a problem. It also runs jolly instead of adamant so that it outpace and hit Heatran who otherwise makes the Steel matchup very difficult. Otherwise, earthquake and return make a solid offensive STAB combo, and quick attack is good for picking up priority kills. Band is still used because diggersby is still able to threaten most mons from switching in with its raw power.

Staraptor - This is the scarfed raptor set and is used for hitting slower dark types that meloetta can't setup on such as bisharp. Reckless is used over intimidate so that raptor can come in on bisharp and not boost its power, while also boosting the power of Brave Bird. You can choose between Scarf or Band as Scarf is used to make sure you always hit some threats like LO greninja outside of webs, while band allows you to take advantage of webs and/or Tailwind and turn Staraptor into a sweeper, it is up to you which one you pick. Defog is used to get rid of hazards that hinder the team like Toxic Spikes or opposing sticky Webs, be wary of removing your own hazards though and watch out for bisharp. U-turn is also used as a pivoting tool for the same reasons mega-pidg has it.

Beware - This is mon is the reason why Mega-sciz and boosted bisharp don't plow through the team. Thanks to fluffy it can take almost all priority attacks rather well as well as revenge kill the user of such attacks. Z-Superpower allows this to work without getting drops, while also being able to OHKO mega-sharpedo behind protect. Frustration is used as a powerful STAB attack, and with swords dance it (along with superpower) can get through a lot of walls like celesteela in tandem with taunt to stop them from using their passive attacks on you or to heal themselves.
