Mr. Rime has a small niche as a spinner with its unique good offensive typing and access to Slack Off, which lets it heal against more passive Pokemon, like Toxapex. Despite that, its own bulk isn't as amazing as it would desire it to be and its Ice / Psychic typing isn't that good defensively. If it loses its item, coming in to spin away entry hazards is going to be quite difficult due to the fact that it takes a lot of damage just to remove them. Freeze-Dry is a solid STAB move that lets Mr. Rime OHKO Gyarados, Dracovish, Pelipper, and physically defensive Seismitoad. Psychic should be used for the fourth move, since it lets it hit Toxapex and Rotom-H harder and punishes Electric Seed Hawlucha if it tries to set up on it. Encore helps Mr. Rime against some bulky Pokemon, like Toxapex, Corviknight, and Grimmsnarl, and gives a free switch into one of its teammates after spinning, especially Pokemon like Hydreigon that can set up freely afterwards.
Heavy-Duty Boots is the preferred item, since it allows Mr. Rime to come in more freely to spin the entry hazards away without taking any residual damage. Screen Cleaner should be used in all cases in order to remove the opposing Reflect, Light Screen, and Aurora Veil when coming in, unless you are running a Snow Warning teammate. The 36 Speed EVs let Mr. Rime outspeed 0 Speed Seismitoad, while the 8 Special Attack EVs ensure the OHKO on Seismitoad and Gyarados with Freeze-Dry; the rest is thrown into HP and Defense to improve its physical bulk with a Bold nature to go along with it.
Hydreigon is a great partner for Mr. Rime because it can come into bulky Ghost-type Pokemon like Galarian Corsola, Jellicent, and non-Close Combat Aegislash and set up on them quite freely. Defensive Clefable, Corviknight, and Tyranitar are also good partners for Mr. Rime, as they can check threats to it. Pokemon that appreciate the entry hazards being removed when they are not using Heavy-Duty Boots themselves, like Rotom-H, Togekiss, Gyarados, and Galarian Darmanitan are also good team options, with the added benefit of providing offensive pressure.
