Justification: Precipice Blades has been kept to keep the taste, Flame Body. Stone Edge removal forces it to go for Rock Slide now which can be handled by a 110 base Attack Pokemon now. 70 Base Speed is still decent but now its outsped by the likes of Medicham, Absol, and Zangoose. It is expected to be mostly a bulky setup attacker with Rock Polish.
Competitive Insight: Groudon can run a Rock Polish set with Precipice Blades, Rock Slide, and coverage (Fire Punch / Thunder Punch) with Life Orb or a Z-Crystal. On the Special side it can go for Earth Power, Fire Blast, Thunderbolt, HP Ice as a more of a surprise set.

Ability: Pressure [HA: Synchronise]
Justification: Multiscale gives Lugia a good start, it was replaced with Synchronise which is still a usable ability. Roost has been removed so it can't lose it's Flying-type weaknesses against slower foes. Reduced Speed let's it get outsped by most attackers so it would require a lot of EVs (252 for Medicham) to at least speed tie with them unlike with it's previous Speed stat. Psycho Boost was removed to prevent it from turning into a powerful attacker with Calm Mind in it's movepool. Thunder Wave was removed so now the opponent's mostly know which status would Lugia use (Toxic that is).
Competitive Insight: With Aeroblast, Toxic, Whirlwind, Calm Mind, Recover and decent stats it can still be used as a fine stall Pokemon in the tier giving Slowbro some competition with Lugia having a Ground immunity, better Special Defense while Slowbro with higher physical defense, Regenerator, and Scald. It can also act as a Tailwind + Defog support Pokemon. Another possibility due to it's colourful coverage is a attacking Pokemon but base 90 offensive stats aren't that impressive without Choice or Calm Mind boost.

So guys, I did some digging through the thread to assemble the spreadsheetand I didn't realize that there was an entire slate that was not voted for! I guess that the mod died for so long I forgot we were in the middle of a slate. So to make sure that all those hard working submitters didn't submit in vain, when this slate is ended and voting begins, y'all get the chance to vote for two different slates. There also was another completely forgotten slate about Ultra Beasts so I forgot to warn people that stuff already won while they submitted, so sorry about that.

Justification: Its mini Ho-oh! It loses Regenerator and its ludicrous special bulk. Also toned down its power and speed. Axed Ground coverage so Rock types can be prime switchins. Also axed Recover so if it heals its gotta risk that Earthquake. I decided to ax Sacred Fire as well, as that move really limits switchins
Competitive Insight: A great mixed attacker that can tank a special hit if needed be, Ho-Oh is a great choice for any NU team. Its crippling weakness to SR is unfortunate however, and greatly limits its switch in opportunities. Sacred Fire may be gone, but It still got Flare Blitz. Its quirky coverage (Giga Drain!) and decent SpA allow it to run a great Specs lure.

Justification: Instead of going the same route as its counterpart, while I did nerf the Ocean Ogre, it still retains much more offensive presence. I did ax Calm Mind and its best coverage options tho, as that might make it too much to handle (and now any hardy Grass type is a bonafied counter). Drizzle once again is not allowed in NU so I granted it the next worst thing: Rain Dish!
Competitive Insight: With STAB Orgin Pulse coming off its 120 SpA stat, its gotta hurt! But while it can certainly hit hard, its not as fast as it wants to and doesn't have the coverage it desires makes it weird to use.

Just saying, Ho-Oh does not learn Flare Blitz (according to the Smogon dex page). Your best physical STAB would be Flame Charge

Justification: Salamence is known as a dragon dancer with two great abilities. Change the abilities and nerf its offenses, and Salamence can't do that job nearly as effectively anymore.
Competitive Insight: Salamence's offenses are now way worse and it's scared of Sneasel but otherwise it's still useful. Analytic lets it hit stuff very powerfully on the switch while Mold Breaker lets it Earthquake levitators. Not much else to say, really.

Justification: Pokemon doesn’t have any bulky fast support Mons, so I gave it decent NU bulk, reduced its attacking stats to where it needs set up to be usable, and gave it a good dose of speed. I also gave it some much-needed utility moves to make it useful and a good Bug-type STAB. Finally, I removed coverage for Ice and Steels so that it has to rely on HP Fire.
Competitive Insight: Goodra has two sets- a Calm Mind set with Draco, Bug Buzz and HP Fire and a utility set of TSpikes, Taunt, Defog and Draco. Calm Mind could run either Gooey or Oblivious and Utility would just run Oblivious. It outspeeds a good portion of the meta, letting it set up TSpikes for the team or cripple Defensive teams. It also outspeeds Frosslass, meaning it can taunt it before it even tries to set up Spikes or any other nonsense. However, it has a hard time versus things like Dodrio, Whimsicott and Scarf Vanilluxe.

Justification: Salamence is the much more offensive version of Dragonite, but in this tier, its just an unrivaled setup sweeper. Kicked potent coverage in Fire Blast, so it relies on its weaker options to bypass Steel types. Reckless is a stepup from its previous form's Rock Head.
Competitive Analysis: Fast and strong, but ridiculously frail, New Salamence runs through teams with a DDance under its belt, but needs support to break Steels and is extremely vunerable to priority.

Nerfed Stats: 70 / 110 / 120 / 90 / 100 / 80 (-5 HP -5 Def -10 SpA -5 SpD -5 Spe)

Justification: Weak Armour makes alot of sense thematically. Scaled down its stats by a tiny amount, enough to force it out of RU. Losing Flamethrower means its Focus Blast or bust, which can be rather inconvinent.
Competitive Aspect: While Hydreigon happily outclasses it, Kommo-O's more spammable Dragon STAB and great bulk gives Hydrei a run for its money, especially when HP Fire / Earthquake is not its only way of busting Steels.

Superpower
Justification: Salamence is a sweeper that snowballs. I removed Moxie and Dragon Dance as not to overwhelm NU, forcing it to rely on Intimidate. Also lowered it's attacking stat in the power levels of NU and killed it's special attack to make sure it can't run special sets, though it can still use Fire Blast and Hydro Pump (I have no idea how Salamence can use that, but ok...) to great effect as coverage for threats like Steelix. Earthquake was swapped with Superpower to prevent Salamence from staying in too long (if that was broken, ill remove Superpower and force Salamence to rely on Brick Break to get through Steels if not mixed.)

Justification: Salamence was strong because of it's ability to clean up late game with Dragon Dance, or snowball out of control with moxie. Now it can't run Moxie or many other moves, soo. It's kinda crappy
Anger point is for the many dex entries like this: "It becomes uncontrollable if enraged. It destroys everything with shredding claws and fire."
Competitive Insight: Salamence now has to rely on Aerial Ace for flying STAB, which is annoying, but at least it has flying STAB. It can work decently as a hone claws sweeper with Dragon Rush and Iron Tail, but it's not really that good any more. if anything, it's kinda shitty. Although you can get lucky if the opponent crits you, although it probably won't live with those defences.

Justification: Kommo-o's offensive power was lowered, because its Choice Specs set is quite good in RU. It isn't doing much with 80 Special Attack. It is a bit slower too, so now Vanilluxe and Braviary can outspeed and revenge kill it. Soundproof was replaced by Battle Armor because it is a more fitting ability and isn't as good.
Competitive Insight: Kommo-o has kept its bulk, so a tank set might be good. Or a Dragon Dance/Swords Dance wallbreaker set. Something like that.

Justification: For supposedly being "smarter than a supercomputer", you'd think that Metagross would use its mind more.
Competitive Insight: Once a blatant physical attacker, now an all-around tank. Can serve as a Stealth Rock user, Calm Mind user, or mixed attacker.

Nerfed Stats: 90 / 100 / 70 / 80 (-30) / 110 (-40) / 80 | 530 BST

Abilities: Sticky Hold / Friend Guard / Gooey
Justification: Being thoroughly described as friendly, Goodra doesn't seem like the type of creature that would quake the earth or set things on fire with its breath.
Competitive Insight: Lowered Special Attack for less unpredictability, and took a chunk out of its otherwise massive special bulk. No Hydration means no RainRest, and no Sap Sipper means no random immunity or Attack boosting. At this point, Goodra serves best as a specially defensive physical attacker with its Dragon STAB and Iron Tail for coverage.

Justification: Lugia’s main strengths are it being able to abuse Multiscale for setting combined with a decent typing. Water is due to it having a lot of ties to the seas as well as being described in the dex as living in the sea. Morning Sun and Moonlight I think it should have gotten from the start. As it has some ties to Psychic (even if not one), Night Shade fit rather well.
Niche: Lugia in NU is a Pokémon with meh bulk but decent speed for the tier in pure stats. If Hydration, it can run a Rain Dance set with Moonlight to avoid status. Multiscale increases bulk overall while at full HP.

Feedback would be nice.

Justification: A still powerful fire-type attacker with very nice special bulk. However, it has very poor physical bulk, no more regenerator, no good Flying STAB, and no way around Rock-types. All of this is compounded by a mediocre speed stat of 70. Recover is removed so that Roost is the only recovery option, allowing for Earthquake read. Sacred Fire is preserved so that the spirit of Ho-Oh can be preserved, plus its the only Fire STAB it has that's any good.

Justification: Fun Fact: Psychic/Flying is a MUCH worse defensive type in NU compared to Ubers. Of the 6 pokemon in the S and A+ ranks, 4 of them have supereffective STAB and the other 2 can defensively handle Lugia's atrocious 70/70 offenses. However, 86/100/134 bulk is still very nice for walling, if somewhat weakened by the loss of multiscale. Much lower speed prevents Lugia from messing with defensive pokemon too much with fast Substitutes.

However, 120 Attack and access to STAB Precipice Blades makes it a powerful Bulk Up or Rock Polish user, and can also set Stealth Rock. Thunder Punch is removed so that it is better countered by Slowbro, however mixed Thunderbolt can still be used as a lure.

Justification: Multiscale gives Lugia a good start, it was replaced with Synchronise which is still a usable ability. Roost has been removed so it can't lose it's Flying-type weaknesses against slower foes. Reduced Speed let's it get outsped by most attackers so it would require a lot of EVs (252 for Medicham) to at least speed tie with them unlike with it's previous Speed stat. Psycho Boost was removed to prevent it from turning into a powerful attacker with Calm Mind in it's movepool. Thunder Wave was removed so now the opponent's mostly know which status would Lugia use (Toxic that is).
Competitive Insight: With Aeroblast, Toxic, Whirlwind, Calm Mind, Recover and decent stats it can still be used as a fine stall Pokemon in the tier giving Slowbro some competition with Lugia having a Ground immunity, better Special Defense while Slowbro with higher physical defense, Regenerator, and Scald. It can also act as a Tailwind + Defog support Pokemon. Another possibility due to it's colourful coverage is a attacking Pokemon but base 90 offensive stats aren't that impressive without Choice or Calm Mind boost.

Justification: Its mini Ho-oh! It loses Regenerator and its ludicrous special bulk. Also toned down its power and speed. Axed Ground coverage so Rock types can be prime switchins. Also axed Recover so if it heals its gotta risk that Earthquake. I decided to ax Sacred Fire as well, as that move really limits switchins
Competitive Insight: A great mixed attacker that can tank a special hit if needed be, Ho-Oh is a great choice for any NU team. Its crippling weakness to SR is unfortunate however, and greatly limits its switch in opportunities. Sacred Fire may be gone, but It still got Flare Blitz. Its quirky coverage (Giga Drain!) and decent SpA allow it to run a great Specs lure.

Justification: Instead of going the same route as its counterpart, while I did nerf the Ocean Ogre, it still retains much more offensive presence. I did ax Calm Mind and its best coverage options tho, as that might make it too much to handle (and now any hardy Grass type is a bonafied counter). Drizzle once again is not allowed in NU so I granted it the next worst thing: Rain Dish!
Competitive Insight: With STAB Orgin Pulse coming off its 120 SpA stat, its gotta hurt! But while it can certainly hit hard, its not as fast as it wants to and doesn't have the coverage it desires makes it weird to use.

Justification: Weavile is literally just Sneeasel but better and cooler. Nerfing it while keeping its original identity would likely make it Sneasel. But, looking at Weavile's movepool, it does have one move that Sneasel doesn't that could make for an interesting take on the mischievous weasel: Nasty Plot. By making it a special attacker, as well as being slightly bulkier and faster than Sneasel, creates a whole new kind of monster to run around in NU while not completely outclassing Sneasel
Competitive Insight: Weavile is a Nasty Plot sweeper through and through. Set up a Nasty Plot, the run through everything with the great STAB combo of Dark Pulse and Ice Beam with coverage in Surf. It's not all fun and games, however, as 90 Special Attack without a boost is pretty weak, and literally every Water-type not named Slowbro or Jellicent can shrug off its STABs, Surf does nothing, and Hidden Power Grass won't really do that much unless your name is Seismetoad. Plus, it's super frail and there are a multitude of Fighting-types waiting to murder you. All in all, however, Weavile is a fun and fast sweeper in the right situation.

What happens when you remove those? Now you get outsped by: Incineroar, Clawitzer, Scrafty, Jellicent, Vaporeon, Hitmontop, Blastoise, Poliwrath, and Passimian. Also, with Thick Fat gone, all of those Fire-type listed destroy it now.

Oh yeah, without Superpower, good luck beating Type: Null.
Competitive Insight: That HUGE Attack stat makes plus that amazing typing makes Mamoswine a very threatening wallbreaker. You will be hard pressed to find anything that would willingly want to switch in to a Banded Icicle Crash or Earthquake. The only problem is that middling Speed which allows almost every offensive Pokemon in the metagame outspeed and threaten poor Mamo. But, until then, just force switches and kill things.

Justification: Considering Golbat does everything standard would do (bulky fast stallbreaker+hazard removal), I decided instead to focus on Crobat's other UU set: Choice Band. With untouched Speed (!!) and Attack Crobat can hit hard and fast. However, removal of U-turn turns the set into a momentum killer and removal of roost makes any utility sets much less potent.

Justification: Oddly enough, Ferrothorn has a very interesting special movepool (Thunderbolt!). So I decided to retool our favorite durian into an Analytic wallbreaker with good bulk and an interesting defensive typing. Loss of Spikes and Leech Seed lower its utility to just setting Stealth Rock. While this set hits hard and beats popular pokemon such as Steelix, Gigalith, and Slowbro, it's easily handled by other popular picks such as Incineroar, Type:Null (slow and painful death) and Silvally-Steel.
