[Overview]

  • One of 2 Pokemon who are not flat (the other being Jynx)
  • Good typing with passable defensive allows it to check prominent physical threats like Lucario and Tyranitar
  • Power creep of 5th generation and weakness to common types make its role as physical wall much harder
  • However ability to take hits, set up Stealth Rock and Toxic Spikes, as well as being able to hurt foes make it a viable choice

Set Comments:
  • Unlike other Toxic Spikes users like Roserade Nidoqueen can set up on the physical threats mentioned above
  • Earth Power for STAB, Fire Blast for coverage. This combination of moves will hit everything that is immune to poison.
  • Ice Beam provides good coverage too while hitting the common dragons that rampage 5th generation
  • Stealth Rock is helpful as ever
  • Dragon Tail is for phazing and allows you to dodge Taunt
  • Poison Point is main option for poison chance but Encourage is viable option too because of extra power. You'll have to drop Stealth Rock though.
Additional Comments:

  • You can move some EVs to Attack or Special Attack but generally the bulk is greatly appreciated
  • Earthquake and Super Fang over Fire Blast and Ice Beam
  • Flamethrower over Fire Blast: Still gets 2HKO on Nattoeri and OHKO on Scizor if you use Encourage
  • Nidoqueen can also go all physical but loss of Encourage boost generally makes her attacks weaker
  • Taunt can shut down stuff like Skarmory
Teammates & Counters:
  • Defensively Celebi and Burungeru make good partners due to covering each other's weaknesses pretty well while Burungeru also has the benefit of blocking Rapid Spin
  • The 2 prominent offensive spinners, Starmie and Doryuuzu especially, can easily exploit Nidoqueen's weaknesses, though they won't like taking an Earthquake
  • Basically anything that can take a hit and has a decently powered STAB move that hits one of Nidoqueen's common weaknesses.
[Team Options]

  • Pokemon who love Toxic Spikes support to weaken their counters like Empoleon and Specs Sazandora
  • Blissey and Vaporeon make good partners because they can pass Wish to Nidoqueen, who otherwise lacks many options to heal herself
  • Phazers are pretty useful to rack up Toxic Spikes and Stealth Rock damage
  • Celebi and Burungeru as mentioned above
[Optional Changes]

  • Can run a Rest+Sleep Talk set but with Rest's nerf and Sleep Talk's unreliability it's not the best choice
  • Thunderbolt to hit common bulky water switch ins
  • Rivalry might seem workable due to the majority of Pokemon being male but Encourage provides a much more consistent boost in power and as an Encourage abuser Nidoqueen is pretty much outclassed by her male variant
  • All out attacking set with Life Orb and Encourage but again, pretty much outclassed by Nidoking
  • Roar is an option but it makes Nidoqueen weak to Taunt
[Counters]

  • Anything that can take a hit and hit back with a decently powered super effective STAB move
  • Starmie and Doryuuzu do pretty well against Nidoqueen because of Rapid Spin. However they won't like taking an Earthquake to the face
  • The dragons of 5th generation can switch into Nidoqueen lacking Ice Beam quite easily.
  • Without Fire Blast Nattorei can set up Spikes without much worry and dent Nidoqueen with Power Whip. Celebi, Jaroda, and Shaymin have great bulk and can switch in without too much worries as well
[Dream World]

  • Encourage is an awesome ability, boosting Nidoqueen's power to considerable levels and has a good movepool to abuse it. Nidoking generally hurts things more however

Poison Point is preferred for poison chance but Encourage is a viable option too because it powers up Earth Power and Fire Blast. You'll have to drop Stealth Rock though because Encourage is illegal with it

Many of the attacks used against Nidoqueen aren't contact moves, such as Earthquake, Ice Beam, Surf, and Boiling Water. Poison Point isn't reliable. I rather have the consistent 1.3x boost from Encourage.

Also, your set suffers from slashtis. It should look something like this:

Taunt isn't a good option, as Nidoqueen's Spe is less than ideal for the job, given that most Taunters outrun it. Even Taunt Skarmory usually run enough EVs to outrun it. As for other Pokemon who could set up on Nidoqueen, phazing it would be the better option, especially given that it sets up TS. Dragon Tail > Roar for the damage and avoiding Taunt. Roar only deserves a OC change. Fire Blast / Ice Beam is superior to Super Fang thanks to coverage, whilst the 50% from Super Fang is usually not worth the turn to set up TS.

You could also mention in AC that the use of Poison Point with Earthquake and Super Fang in place of Earth Power, Fire Blast / Ice Beam and Encourage is fine.

Flamethrower should also be mentioned as an option over Fire Blast for its reliability and PP. It still scores a OHKO on Scizor (92% of the time without SR) and 2HKO on Nattorei, given that you run Encourage.
 
Earthquake should still get a slash, even with Earth Power's Encourage boost there's not a huge difference between them due to EQ's higher power and Nidoqueen's better Atk stat. If Poison Point is used instead then it's a much better option in that case as well.
