The prevailing argument I see here as to why baton pass was banned was to remove the existing baton pass clause from effect in RU due to it's bad precedent and complexity. This being the case, why ban baton pass instead of simply removing the clause and seeing the effect that has? As stated, RU has never voted on baton pass before and the pro ban side for the most part didn't seem to be claiming that baton pass is broken in RU. Removing BP clause and then banning smeargle seems like the most logical option to me. At that point if endless baton pass chain teams are dominating the meta regardless of which mons are being utilized the move could be suspected, or conversely if there are only one or two problematic abusers they can be suspected. This makes the most sense to me based on the smogon tiers pokemon not moves logic as well as the fact that it was never tested in RU. That being said, it might just be too much change for the end of the generation (i.e. multiple potential suspects), but I would expect this to be how baton pass is looked at for SM RU.
