Week 16 - Seahorse
Right off the PU banlist is the Kingdra! With access to a few creative sets and powerful STAB moves like Draco Meteor, Hydro Pump, Outrage, and Waterfall, on both its physical and special side, the KING qualifies as a great candidate for this week. Choice Specs Kingdra is a non-reservable set unless you change 2 moves from the set. Submissions for Kingdra will end on Friday, January 29th. Have fun!
I lost round two in NUL against Agility Critdra. Ever since then I was on the hype train for this set. Dropping powerful critting Draco Meteor feels so satisying. Surf + Draco also hits the entire tier bar niche options like Whimsiscott and Shiinotic for neutral damage.
It is best used on dual screens HO to ease the set up.

Jolly Nature - Dragon Dance

This Kingdra set capitalizes on the 2 different ways it can boost; The first option is Dragon Dance which boosts its Att and Speed by one stage and the second option is Rain Dance which grants it some amazing speed and is able to putspeed the vast majority of the metagame after it. Liquidation is its first choice of STAB as it can lower the defense by one stage and therefore can grant it more wallbreaking potential. The second STAB is Outrage as this is its strongest Dragon-type STAB. This set aims to break through walls in an easy way with boosting its stats or boosting its Water-type STAB with the rain up.
With access to Dragon Dance, Kingdra can be a really fun set up sweeper in the tier. It's STAB's hit just about everything neutrally and Iron Head is a solid last option to help break through Sylveon. Overall, a solid, underrated Kingdra option.

This set isn't meant for attacking, but rather punishing mons who try to setup. Scald is STAB and has a 30% chance to burn the opponent, which can cripple physical attackers like Tyrantrum, Bewear, Pangoro, etc. Clear Smog deals some damage and gets rid of the opponent's stat changes. Rest is for healing. Sleep Talk allows you have the chance to burn opposing Pokémon or get rid of their stat changes while you are asleep.
General idea
There are many times in which you want to spam Draco Meteor and get out immediately. The concept is simple: you have Flip Turn to gain the momentum or you can hit hard with your Draco Meteor AND gain momentum.
The moveset is a classic set stolen directly from the dex.
EVs (spread) and support
The EVs spread is a pretty standard one and Eject Pack is the item that makes this set possible.
White Herb is a good item, but suffers from Intimidate users and random drops that makes this item less consistent than
Team(mates) support
Rain support is truly a blessing in order to use Kingdra at its fullest potential. Also, this Kingdra loves to have teammates because of Flip Turn and Eject Button for a Draco Meteor.
In return, this Kingdra is able to weaken some opposing threats and can provide Flip Turn support.
Similar to Agility but just a little seasoning of rain... Manual Rain being banned makes this set a little less useful and should probably be used on a rain build if you do happen to use it over Agility. Scope Lens + Focus Energy boosts the chances of critical hits and who doesn't wanna spam Draco Meteor and Hydro Pumps on there opponents??!!
Here is a more defensive take on Kingdra, a mon that has 95/95 defenses and a very good defensive typing. Whirlpool traps the opponent in, chipping them every turn, with further chip coming from Toxic which will hit things like Gastrodon that won't be trapped (and Gastro isn't doing anything back. Rest is Kingdra's only recovery move, and Ice Beam I deemed to be Kingdra's best attacking move, especially as it can hit those Grass-types well. Protect is an option on the set, to give that extra turn for chip damage to happen (I feel like Ice Beam's better here though, so as not to give free recovery turns to the opponent). I felt Damp is realistically the best ability on this sort of set. 252 Def and Bold nature is certainly viable, given Kingdra's defenses are equally good. I went with SpD as offensive Salazzle needs a Life Orb to 3-shot, and you can sit in on defensive Grass-types like Vileplume.
Kingdra gain 2 notable new toys with isle of armor tutors:Flip turn and scale shot.
Thanks to choice band,flip turn became easily spammable to do decent damages,the only water immunity in mantine get toxic-ed then it can't switch into scale shot.
Toxic is pretty good with scale shot overall
The speed boost is useful to clean weakened teams.
