Timer is required for all official matches from here on out. Smogtours (when it gets back up) should be the default, as timer on that server is automatic.
Do not "agree" to play on a different server without the timer, it exposes you to invalidating your match. If you do play on another server, turn the timer on immediately on "Turn 1."
