I don't think Psycho Shift + Razor Claw really has a niche; Sand Tomb already guarantees that you get rid of Toxapex. Out of the other given sets, Defog probably has the most defined niche and actually can fit onto some teams, so that's what I'll vote for.

Personally when I use Scizor on a team, it's usually for dealing with things like Alakazam and Gengar, which only the sets with a boosting item can do reliably. Gonna vote for Bulky CB because it feels like it meet its intended purpose rather than just being a surprise factor.
