Lots of really cool sets IMO.

Sub+SD gets my vote, but definitely wanna try out all these sets at some point.

out of curiosity, anything that the Defense EVs in the 1st spread do that is notable compared to their absence in the 2nd spread
Both ev spreads simply hit jump points in defense nothing too important :P

Due to my misunderstanding of King's Rock's interactions with moves that already flinch and a preference of using a sort of real set, here's this:

Sub Dragon Dance Hydreigon

:ss/hydreigon:

Hydreigon @ Leftovers
Ability: Levitate
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
-Dragon Dance
-Substitute
-Throat Chop
-Outrage

While this set is complete Clefable food, it can be usable if Clef is removed. Sub + Lefties works well with Hydreigon's solid bulk and typing to take advantage of many passive mons. It outruns the whole unboosted tier at +1 and can hit hard with its STABs from there. Throat Chop is nice because it turns Sylveon into setup fodder.

-Zen Headbutt / Iron Tail

Hydra's about as optimized as it can be imo so here's a meme. DD Hydra can skill its way through most of the tier with STABs + flinch chance. Zen Headbutt is for more flinches, better accuracy, and good neutral coverage, while Iron Tail is lame but hits Clefable harder.
Hydrei gets beat up !!

Hydreigon @ Salac Berry
Ability: Levitate
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Flamethrower / dark pulse / Draco meteor
- Belch
- Substitute
- Nasty Plot

Sub on the switch to clef, nasty plot up, then spam subs as they moonblast you into berry range.
Once you have eaten your salac berry, not only do you get a speed boost that will make you faster than the entirety of the unboosted metagame but you will have a base 120 power poison move to ohko spdef clef with at +2

+2 252 SpA Hydreigon Belch vs. 252 HP / 252+ SpD Clefable: 392-462 (99.4 - 117.2%) -- 93.8% chance to OHKO after Leftovers recovery

I would recommend pairing with lures/trappers depending on what coverage is chosen along side belch for example a gravity + teleport clef could allow dug to trap away corv leaving room for a dark pulse/draco + belch set to clean up.
Or alternatively you could chose to go stab-less (flame + belch) which would require support in chipping Mons with hazards and pressuring Mons like mandibuzz to where +2 belch can actually clean it without hydreigon being KOed. An example of this might be a protox aegis which is really good at annoying mandi.

tl;dr
While janky I think the set is a good bit of fun, belch packs a surprise and might have potential to cop a few wins. Especially in those lucky games where ur hydreigon's coverage is perfect vs their team!

Hydreigon @ Choice Specs
Ability: Levitate
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Draco Meteor
- Dark Pulse
- Flash Cannon
- U-turn

Specs Hydreigon hits hard with Draco Meteor and Dark Pulse. Flash Cannon hits fairy type pokemon decently hard as well, and U-turn allows it to pivot out on a predicted switchin.

Hydreigon @ Haban Berry
Ability: Levitate
EVs: 248 HP / 8 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Taunt
- Nasty Plot
- Dark Pulse
- Flash Cannon

The idea behind this set is just to shut down bulky mons like Toxapex, Hippowdon, Ferrothorn and Corviknight (non-Body Press) with Taunt, boost with Nasty Plot and beat them with Dark Pulse. Taunt helps with not letting Mandibuzz roost as well. As Dragapult is a common revenge killer, Haban Berry lets you live a Specs Draco Meteor and kill with Dark Pulse back. Hydreigon of course suffers with Clef being the #1 mon in the tier, but +2 Flash Cannon still does a lot, or you can suicide Taunt to not let it Wish and bring in something after.

252 SpA Choice Specs Dragapult Draco Meteor vs. 248 HP / 0 SpD Haban Berry Hydreigon: 312-367 (80.6 - 94.8%) -- guaranteed 2HKO
8 SpA Hydreigon Dark Pulse vs. 0 HP / 4 SpD Dragapult: 266-314 (83.9 - 99%) -- 75% chance to OHKO after Stealth Rock

Reserving torment hydreigon
hydreigon.jpg

Hydreigon @ Leftovers
Ability: Levitate
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Torment
- Protect
- Substitute
- Dark Pulse

This sets similar to torment heatran. setup a sub and torment a clef and then to procede to pp stall it. This set lacks the power of offensive sets so wallbreakers like conkeldurr, aegislash, obstagoon, etc are beneficial. The main pokemon that will give this set trouble is corviknight and faster pokemon such as dragapult and zeraora so checks such as rotom-heat and clefable are good teammates. overall this is mainly a gimmick for beating clef and just being an annoying mon in general.
Good luck folks who are participating in the contest.

EDIT: Disregard. The take I had for the old Metronome set wouldn't have been very good, so if someone else wants to make a mixed Metronome set work then go right ahead.

Mixed Band
:bw/hydreigon:
Hydreigon @ Choice Band
Ability: Levitate
EVs: 252 Atk / 4 SpA / 252 Spe
Hasty Nature
- Crunch
- Earthquake
- Fire Blast
- Draco Meteor

This is just a fun set me and my bros came up with in ORAS UU back in the day because of how wide his movepool actually is. Dark Ground coverage is really strong in general and if you condition your opponent into thinking you're purely physically offensive, then they will be in it for a surprise! I opted out of flash cannon because I generally dont want to be staying in on Clefable or predicting the Clef switch in and this set's is just to snipe out kills against fat walls who think you're either one of the spectrums.

4 SpA Hydreigon Fire Blast vs. 252 HP / 168 SpD Ferrothorn: 292-348 (82.9 - 98.8%) -- 31.3% chance to OHKO after Stealth Rock and Leftovers recovery
252 Atk Choice Band Hydreigon Earthquake vs. 252 HP / 252+ Def Toxapex: 150-178 (49.3 - 58.5%) -- guaranteed 2HKO after Stealth Rock and Black Sludge recovery
4 SpA Hydreigon Draco Meteor vs. 252 HP / 176 SpD Hippowdon: 193-228 (45.9 - 54.2%) -- 50.8% chance to 2HKO after Stealth Rock and Leftovers recovery

ps - no taunt toxic for mai boi hydrei cause taunt toxic roost is quite aids and i dont rlly want anyone to be subjected to it.
I'm struggling to see the advantage of going mixed with Crunch and Earthquake over going full special with Dark Pulse and Earth Power. Could you help me out?

Reflect + Uturn Hydreigon

Hydreigon @ Light Clay
Ability: Levitate
EVs: 252 HP / 4 SpA / 252 Spe
Timid Nature
- U-turn
- Reflect
- Snarl
- Roost

Here we have Hydreigon as a Reflect supporter and as a fastish U-turn user with the useful Roost in order to keep up the screens at least twice per match.
Snarl is here in order to have some other nice team support because Hydreigon doesn't have Light Screen and we can't be a Taunt-bait, so at least an attacking move is needed. After a Snarl, Hydreigon can barely tank even a not-fully-invested Fairy move.

Light Clay is the item chosen because we want to abuse Reflect as much as possible and we don't really need Leftovers or attack-boosting items. Keep in mind that Reflect allows to stall some physical attackers with Roost.

The EVs spread is a bulky and fast one, because you want to be as fast as possible while being bulky.

252 Atk Choice Band Terrakion Close Combat vs. 252 HP / 0 Def Hydreigon through Reflect: 319-376 (82.2 - 96.9%) -- guaranteed 2HKO
-1 120 SpA Clefable Moonblast vs. 252 HP / 0 SpD Hydreigon: 324-384 (83.5 - 98.9%) -- guaranteed 2HKO

Status Support Hydreigon
:ss/hydreigon:
Hydreigon @ Leftovers
Ability: Levitate
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Thunder Wave / Toxic
- Dark Pulse / Draco Meteor
- Roost
- U-turn

Hydreigon is a great Pokémon that offers utility to any team with it's status moves, high Special attack, great STAB moves and a decent base 95 Speed tier. Thunder Wave and Toxic are the primary moves of this set and allow Hydreigon to weaken the opposing team by either chipping their health with Toxic or slowing them down with Thunder Wave. Dark Pulse is a great STAB move that can hit foes such as Dragapult, Aegislash, Excadrill and Ferrothorn. Draco Meteor is another STAB option that can be used to hit Pokémon such as Kyurem, Conkeldurr, Kommo-o and Rotom. Roost offers Hydreigon recovery, making it last longer. Finally, U-turn helps pivot Hydreigon out from threats such as Clefable. Leftovers give Hydreigon additional recovery.

Assault Vest Hydreigon
:ss/hydreigon:
Hydreigon @ Assault Vest
Ability: Levitate
EVs: 248 HP / 8 Def / 88 SpA / 132 SpD / 32 Spe
Calm Nature
- Fire Blast
- U-turn
- Draco Meteor
- Snarl / Dark Pulse / Earth Power / Hydro Pump

This hydreigon can be used as a good pivot and is really good against sun. This is a great switch in to all rotom forms, special aegislash, venusaur, and ghost types. The speed is meant to outspeed adamant bisharp and fire blast can ohko it in return since sticky webs won't have an affect. The evs allow it to survive cbdarm flare blitz in sun and choice specs dragapult draco meteor in a pinch which means it doesn't even get 2HKOd by scarf pult. U turn on fairies switching in is really good for momentum and draco meteor is the best move for an OHKO on dragapult. The last move could be anything that fits on the team. Works good with a wish passer and a really strong breaker who can come in if Hydreigon u turns on a fairy.

252 SpA Choice Specs Dragapult Draco Meteor vs. 248 HP / 136+ SpD Assault Vest Hydreigon: 326-386 (84.2 - 99.7%) -- guaranteed 2HKO
252 Atk Choice Band Sheer Force Darmanitan Flare Blitz vs. 248 HP / 8 Def Hydreigon in Sun: 327-385 (84.4 - 99.4%) -- guaranteed 2HKO
88 SpA Hydreigon Fire Blast vs. 0 HP / 4 SpD Venusaur in Sun: 310-366 (102.9 - 121.5%) -- guaranteed OHKO
88 SpA Hydreigon Fire Blast vs. 0 HP / 0 SpD Bisharp: 276-326 (101.8 - 120.2%) -- guaranteed OHKO

Hydreigon @ Leftovers
Ability: Levitate
EVs: 252 HP / 4 SpA / 252 SpD
Calm Nature
- Defog
- U-turn
- Roost
- Dark Pulse

I call this one "Corv's a bore, Mandi's just dandy, but Hydrei gets me feisty"

Bulky Nasty Plot

Hydreigon @ Leftovers
Ability: Levitate
EVs: 220 HP / 216 SpD / 72 Spe
Calm Nature
- Dragon Pulse / Dark Pulse
- Flash Cannon
- Nasty Plot
- Roost

Whilst not exactly the most advisable option due to Hydreigon's lack of coverage in two moveslots, bulky Nasty Plot Hydreigon can be used to mild success on teams that need a countermeasure to weather but also want a fairly potent wallbreaker. The EVs here are optimized to get the minimum chance that Ludicolo can 2HKO Hydreigon with no hazards on the field, and also prevents Hydreigon from being OHKOd by support Clefable. Roseli Berry can be used to mitigate this a bit, but means that the Rain matchup will be a little harder. However, the list of targets Hydreigon can beat are highly dependent on the STAB move it picks:

Dragon Pulse

For Dragon Pulse variants, the biggest threats to it are Ferrothorn and U-turn Corviknight. U-turn Corviknight will just get a fairly free pivot and Ferrothorn tanks a +2 Dragon Pulse just to respond back with a Gyro Ball or Body Press.

Dark Pulse

Dark Pulse variants struggle with Kommo-o and opposing Hydreigon - whilst these targets are easier to wear down than the other Pokemon, they are also more punishing than them, dealing considerably more damage to Hydreigon and potentially the entire team.

Lure in them fairies:

Hydreigon @ Roseli Berry
Ability: Levitate
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Dark Pulse
- Draco Meteor
- Nasty Plot
- Flash Cannon

The plan with this set is reasonably simple. Lure Fairies in, clicking Nasty Plot when they switch into their fairy, (hopefully) live a hit thanks to your Roseli Berry and then 2HKO them with Flash Cannon. The other 2 moves are standard Hydreigon affair.
