Pelipper's access to Drizzle makes it an influential element in the tier and a staple on rain teams, capable of supporting multiple threats like Barraskewda, Keldeo, Salamence, and Heliolisk on a range of rain playstyles. It has great utility options in its arsenal such as a slow U-turn to bring these partners in safely, Defog to prevent them from being worn down by entry hazards, and Roost to keep itself healthy throughout a match. Pelipper can also wear down common defensive checks with its rain-boosted Scald or heavily damage Grass-types like Amoonguss and Tangrowth with Hurricane for its teammates. Pelipper notably beats the only other viable weather setter in Torkoal, making it near guaranteed to always keep its rain up, and its decent defensive typing allows it to check foes such as Buzzwole and Entei. However, while Pelipper's typing grants it many resistances, there aren't many foes it actually walls because of its mediocre defensive stats and many Pokemon having strong or super effective coverage moves to nail it. A Choice Specs Keldeo, for example, can rip through Pelipper with Hydro Pump thanks to Pelipper's own rain giving it a boost. While Damp Rock allows Pelipper to extend the number of rain turns, it does leave it more vulnerable to Stealth Rock due to the inability to run Heavy-Duty Boots, which hampers its role as a Defogger too. Rotom-W's prevalence in the tier also is problematic, as Pelipper is unable to significantly wear it down and is OHKOed by Volt Switch. Its 4x weakness to Electric also makes it suffer in other matchups against foes like Thundurus, Thundurus-T, and Cobalion.

Scald has a decent amount of power under rain and can burn targets attempting to pivot in like Salamence and Tangrowth. Hurricane is an alternative option that nails Kommo-o and Grass-types such as Amoonguss and Tangrowth. U-turn allows Pelipper to slowly pivot to bring its teammates in safely. It can also let Pelipper gain momentum against common opposing pivots like Rotom-W that it struggles to wear down. Pelipper's decent matchup against common entry hazard setters such as Rhyperior and defensive Kommo-o makes it a good user of Defog; however, if hazard removal can be fit somewhere else, it can run Hurricane instead. Roost provides reliable recovery, which is imperative to offset Pelipper's weakness to Stealth Rock and allow it to pivot into foes like Buzzwole multiple times in a match. The EV spread makes Pelipper bulky enough to take on threats like Buzzwole and allows it to stomach Secret Sword from Keldeo better. It also avoids the 2HKO from Zarude's Power Whip.
Pelipper should be the primary lead in most matchups to set rain immediately for its partners to take advantage of. Swift Swim users such as Barraskewda, Seismitoad, and Kingdra take advantage of rain best. Seismitoad also provides a valuable Electric immunity and Stealth Rock support, as well as the ability to lure in Rotom-W and remove it with Power Whip. Keldeo and Crawdaunt are other teammates that appreciate rain boosting their STAB moves to blow past common defensive checks such as Amoonguss and Kommo-o. Crawdaunt also appreciates a boosted Aqua Jet to prevent Pokemon like Thundurus and Mienshao from revenge killing it as easily. While Pelipper's rain benefits its teammates, it can also make opposing Water-types like Primarina and Keldeo much scarier to pivot into. For this reason, partners like Heliolisk and Amoonguss can help to check them. Heliolisk also appreciates rain providing it with passive recovery thanks to Dry Skin and granting its Thunder perfect accuracy, while Amoonguss can stomach Fire-type moves more easily under rain. Chansey can check special attackers such as Primarina, Aegislash, and Salamence for Pelipper as well as form a pivoting core with it to bring rain sweepers in safely with Teleport. Salamence can take advantage of rain with 100% accurate Hurricanes and rain-boosted Hydro Pumps. In return, it can help keep foes like Keldeo and Zarude in check that Pelipper struggles to take on. Tentacruel appreciates the extra recovery with Rain Dish and can help keep threats like Azumarill and Keldeo under control. Notably, it can also provide entry hazard removal with Rapid Spin, allowing Pelipper to run both STAB moves.

Other Options

Knock Off is an option to remove items from Pokemon like Rotom-W and Tangrowth; however, Pelipper struggles to find the room to fit it over more useful utility options like Defog and U-turn. Choice Specs could be run to turn Pelipper into a respectable wallbreaker, but it will still struggle to break through Rotom-W. The extra three turns provided by Damp Rock are also difficult to give up.

**Electric-types and Electric-type Coverage**: Pelipper's 4x weakness to Electric makes it susceptible to common Electric-types such as Rotom-W and Thundurus, with the former also resisting its Scald. Jirachi can also run Thunder to OHKO Pelipper, and Cobalion commonly runs Volt Switch, preventing Pelipper from pivoting into it.
**Strong Attackers**: Powerful physical attackers like Azumarill, Mienshao, and Mamoswine have the means to muscle past Pelipper. Special attackers like Keldeo and Salamence can do massive damage to Pelipper due to its mediocre Special Defense.
**Stealth Rock**: Stealth Rock limits the number of times Pelipper can switch in and can be used to prevent Drizzle activating if it ever drops below the 25% health threshold.
