let users of rank # set the ability to control what roles can call specific !commands, like for instance allowing the ability for tech & code to set !code to auto-confirmed or being able to block voices from using !dt

having to block voices from using !dt sounds not ideal. like if you can't trust an auth member to use the command responsibly that's not how it should be

unless there's some special case where you need to have some people unable to talk, and you can't use something like mafia plugin, maybe?

Mia and I have been working on fine-grained permissions recently, mostly for things like `!showimage`.

I don't know if I'd ever want to control something like `!dt`, though. If a voice can't be trusted to use broadcast commands, they simply shouldn't be voice in the first place.
