This is my first time experimenting in VGC, so I'd like some opinions on what is and isn't built well here, which might be better options for slashes, and suggestions for improvement (lots of suggestions). Thanks in advance!

I'm using rain here primarily to increase the defensive capabilities of my team.

Pelipper @ Damp Rock / Leftovers
Ability: Drizzle
Level: 50
EVs: 252 HP / 252 Def / 4 SpA
Calm Nature
- U-turn
- Hurricane
- Scald
- Protect

Rainsetter; can use (and confuse with) always-hit Hurricanes, burn with Scald, switch for free with a slow U-Turn; unsure if having 3 extra rain turns would be more beneficial than Leftovers

Tapu Koko @ Electrium Z / Fairium Z
Ability: Electric Surge
Level: 50
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Thunder
- Dazzling Gleam
- Roost
- Volt Switch

Able to use always-hit powered-up Thunders in the rain, can switch with Volt Switch; which Z-Crystal depends on what coverage would be needed, and I'm not entirely sure which I'd need

Shiinotic @ Leftovers / (Nature) Berry
Ability: Rain Dish / Effect Spore
Level: 50
EVs: 252 HP / 4 SpA / 252 SpD
Calm Nature
IVs: 0 Atk
- Strength Sap
- Giga Drain
- Spore
- Protect

Staller; would probably run Leftovers if Pelipper ends up with a Damp Rock, the berry otherwise

Garchomp @ Rocky Helmet
Ability: Rough Skin
Level: 50
EVs: 240 HP / 176 Def / 92 Spe
Impish Nature
- Stealth Rock
- Earthquake
- Dragon Tail
- Fire Blast

Not necessarily an expected set, actually one of the Gen 6 ones in the Smogon dex

Pheromosa @ Focus Sash
Ability: Beast Boost
Level: 50
EVs: 252 Atk / 4 SpA / 252 Spe
Lonely Nature
- High Jump Kick
- U-turn
- Ice Beam
- Poison Jab

Largely exists as a scare tactic, but can be used if the opposing team warrants it; EV spread and nature gives Attack ups from Beast Boost

Celesteela @ Assault Vest
Ability: Beast Boost
Level: 50
EVs: 148 HP / 108 Def / 252 SpD
Careful Nature
- Stone Edge
- Heavy Slam
- Earthquake
- Smack Down

Used for synergy with Garchomp and Fairy coverage; EV spread and nature allow it to survive a Thunder from LO neutral Tapu Koko on E-Terrain, even 80% of the time after SR.

First off: Stealth Rock is pretty garbage in this format. Most battles tend to be over too quickly and not involve as much switching to make the one turn you spend getting rocks down worth it.

Second: Wide Guard is a really good move since Spread Moves are fairly common (especially Discharge, which you have two members weak to) so either Celesteela or Pelipper should work it into the moveset (or both)

Thirdly: Unless Garchomp is enough anti-electric (doubtful) and Shiinotic is working for you (which i also doubt, but you're the one who i'm presuming has tested this team, so...) I would consider switching Shiinotic with either Togedemaru or Alola Marowak for Lightning Rod support alongside your two Electric-weak pokemon. Togedemaru is more supportive while AlolaWak has proven to be a top choice so far in VGC 2017.
