Sketch being a TM would not be shocking to me.
After all, the first generation had some real oddballs as TMs, such as Whirlwind (which did absolutely nothing in battles) or Soft-Boiled (of which only three Pokémon could learn, one of them being Mew and the other also learning the move by level up).
