Popplio fails to seperate itself from other offensive Water-types such as Staryu and Chinchou. Popplio is extremely slow, leaving it outsped by threats such as Snivy. Staryu overshadows it completely in terms of Speed, power, and utility, leaving Popplio outclassed.

I'd mention Clamperl here instead of Chinchou - their movesets are more similar. In the second sentence mention that Popplio is also not particularly strong or outstandingly bulky.

Scald instead of Hydro Pump, Hydro Pump as the power move, Scald as more utility.

EVs aren't correct for HP Grass, the SpA is too low, but I actually found more success using a bulkier spread of 164 Def / 232 SpA / 68 SpD / 36 Spe and Eviolite, please use this instead. The extra speed would have helped a couple times, but the much greater bulk made Popplio usable more often.

[SET COMMENTS]
The first sentence just isn't good. Rephrase to something that isn't just restating the name of the set - something along the lines of "Popplio attempts to weaken the opposing team by utilizing its acceptable Special Attack and bulk." Instead of saying it has competition, state in no uncertain terms that Staryu is a better option on every team and Popplio should not be used.
