This is where we will keep the OP (Original Post) skeletons for each stage of the process. Each post in this thread will contain:
  • A "last updated on <date> by <user>" line
  • The title of the thread
  • The body of the OP containing instructions as it should appear
  • A link to a pastebin for easy copy-pasting
for each OP needed in the process. There will also be posts for the various types of voting.

Please keep this up to date as we change rules :)

Posters are encouraged to add their own thoughts or introductions to these OPs where appropriate. The only thing that should remain unchanged are where the rules are being specified.

This is the thread for people to announce their desire to become either the Topic Leader (TL) or a member of the Topic Leadership Team (TLT) for this creation project. Do not suggest other users. If someone wants to become the TL or a TLT member, they will post on their own, and if they don't have a strong urge to be it then they shouldn't be signing up anyway. The CAP project requires the utmost dedication and a substantial amount of free time, especially to lead, meaning that only those who have carefully considered the magnitude of their application will apply at all. If you are not prepared to fulfill all of the responsibilities to the very end, then do not throw your hat into the ring.

CAP 5 - Policy Review Summary

We are looking to fill the following five positions to help us lead the creation of this new Pokemon:
  • Topic Leader: In the public's eyes, this is the leader of the project. Unlike past Topic Leaders, they now only make the slate for Concept Submissions. Overall, the goal of the TL is "quality control", not "project control". The responsibilities of the TL include running Concept Assessment, Threats Discussion, and finalizing the slates of TLT members.
  • Topic Leadership Team: The TLT will be leading the four major competitive aspects of creating a Pokemon. They will make slates for their respective threads and provide meaningful discussion points to their specific area. Note that TLT members are allowed to make submissions during stages of the CAP process that they are not actively leading. We are looking to fill the following four positions:
    • Typing Leader
    • Ability Leader
    • Stats Leader
    • Movepool Leader
When making your application, please indicate which position(s) you are applying for. You must identify whether you're applying for TL or TLT (you are allowed to apply for both). You are allowed to specific which position you'd like to fill on the TLT, but it is not required. Topic leaders and TLT members should have the following qualifications:
  • Deep knowledge of the game of Pokemon
  • Familiarity with competitive Pokemon concepts, strategy and philosophy, as practiced within Smogon
  • Willing to voice opinions and lead others
  • Open-minded to new ideas
  • Creative, "outside-of-the-box" thinker
  • Good writing skills
  • Level-headed when resolving disputes
  • Liked and respected by the CAP community
Once this CAP starts, the Topic Leader and the Topic Leadership Team will be the most important, most visible members of the CAP community, and they are expected to be a strong guiding force throughout the creation process. If you are selected for any of these positions, you will have a great deal of power to influence the project. But you also have a responsibility to stay on top of things. You will have forum moderators to help you, but you need to be regularly active on the project until it is complete. All potential candidates should look through both the Topic Leadership Guide and the CAP Process Archive, to get an idea of what will be expected of you, if you are selected to be the Topic Leader or TLT member.

This thread is strictly for candidacy posts and posts supporting those candidates. Please stay on topic. Below are the guidelines for posting in this thread:
  • Candidates will benefit from highlighting their active involvement throughout the duration of a recent CAP project. Involvement in multiple CAP projects is strongly preferred.
  • Do not suggest other people. If you want you encourage someone else to run, then send them a PM or talk to them on the PS! CAP chatroom or the CAP Discord channel.
  • If you are new to the CAP project, do not sign up in this thread. Instead, spend a project or two lurking, learning, and participating first.
  • Include a summary of your involvement in the CAP project.
  • Make a pitch for why you should be selected. If you can't present and defend yourself, then you can't expect to lead a project whose primary function is discussion and debate. Convince us that you are a good choice.
  • Even if you don't think you are better qualified than certain other candidates, you still should consider posting your application. Candidates not selected as TL or TLT for this project will be on the watch list by the PRC for next time around. Don't post your name if you don't intend to be active in the project, even if you are not selected, since people will be scrutinizing your involvement more closely.
  • Feel free to post support for any candidates already named.
  • Do not post disparaging remarks about any candidates.
If these rules are not followed, the offending user will be subject to moderation.

TITLE: CAP X - Part 1 - Concept Submissions

The Concept will be a guiding force throughout the ensuing project, to ensure the the final result is a cohesive competitive Pokemon. Any discussions, suggestions, or submissions in later topics, that do not support the spirit of the Concept, will be moderated by the Topic Leader. Concepts must be presented as high-level descriptions of a general idea. They cannot be detailed Pokemon designs. Since we have polls to determine each aspect of the Pokemon, we cannot allow any specific features of the Pokemon to be determined by the details of the Concept. We intentionally have many rules regarding Concept Submissions. If you are not prepared to read and understand all the rules, then don't bother making a submission. These rules are made to help narrow the field of concepts down to those that have been carefully designed. This is not meant to be easy for everyone -- a good, legal Concept requires a lot of thought and careful wording. The following rules must be followed when submitting a Concept:
  • Concepts must work with the mechanics laid out in Pokemon Sword/Shield. A concept that requires a custom ability, move, or other element that cannot be found on a Pokemon from Sword or Shield is not allowed. A concept must be feasible with the gameplay mechanics that are currently available. A concept MAY reference Pokemon unique to the CAP metagame, but the concept must be able to be fulfilled by a creation with access to only GameFreak created abilities, moves, etc. In short, "no customs." We are using GameFreak's toolbox.
  • One submission per person. You may edit your Concept, but you may not change the fundamental premise after it has been posted. If editing your concept, please edit the original post instead of posting a new revision. Do not bump your Concept after you have posted it. If people do not comment on it, so be it.
  • Do not duplicate or closely-resemble Concepts already posted by others. It is your responsibility to read through all previous submissions in this thread to ensure you are complying with this rule. Ignorance or laziness is not an excuse.
  • Specific Pokemon types or type combos cannot be included or excluded in a Concept. Nor can other characteristics of the Concept specifically result in in the inclusion or exclusion of Types. For example, the following phrases would be illegal:
    "This is a Dragon pokemon with..." "The pokemon should be immune to Ghost attacks..." "The pokemon should have at least 7 resistances..." "The pokemon should get STAB on Thunderbolt.."
  • Specific Abilities are not allowed. This applies to existing abilities and new abilities. Do not attempt to circumvent this rule by mentioning specific battle effects that can only be achieved by the implementation of an ability. For example, the following phrases would be illegal:
    "This pokemon should have a defensive ability like Intimidate or Marvel Scale..." "This pokemon has an ability that steals the opponent's held item..." "When this pokemon is switched in, all weather conditions are nullified..."
  • Movepools or lists of moves are not allowed. A specific move can be mentioned if it is the basis for the entire concept. For example, the Concept "Rapid Spinner" would obviously mention the move Rapid Spin.
  • Specific stat bias, base stats, or base stat ratings are not allowed. It is acceptable to use descriptive phrases like "fast", "bulky", "strong attacker", etc -- since there are a variety of ways a pokemon can fit those descriptions without specifically requiring certain stats. But, do not use overly-specific descriptions that would narrowly constrain the pokemon's base stat spread.
  • Indications of Physical/Special bias are discouraged, but acceptable if it is essential to the Concept.
  • Do not refer to any part of the pokemon's artistic design. For example, the following phrases would be illegal:
    "This is a bright blue pokemon..." "The pokemon looks like a..." "The pokemon uses its long tail to..."
  • A Concept Submission must be submitted in the proper format. The format is described below. If the proper format is not used, the moderators will not evaluate the submission, regardless of content.
Concept Submission Format Use this format for all concept submissions: Here is the format with tags. Just copy/paste this into your post, and fill it out:
  • Name - Don't get too clever with the name. If the essence of the concept is not intuitively obvious in the name, then you are hurting your chances of people understanding it. If the essence of your concept cannot be expressed in a few words, then you need to seriously re-evaluate your concept.
  • Description - This is the official description of the concept, and must follow ALL the content rules listed above. Do not make this a long description. Long descriptions are invariably too specific or too convoluted. Keep it short. Any more than a sentence or two is TOO MUCH. Do NOT include your Explanation of the concept in the Description. See "Explanation" below.
  • Justification - Your concept must answer the following questions to be eligible:
    • What new territory will your Concept Pokemon explore, why do you believe it’s interesting, and how would it interact with the metagame?
    • How does your concept motivate in-depth discussion at each stage of the process, and why do you believe the CAP Project community should discuss these topics?
  • In filling out your concept submission, copy the questions above and add your answer after it.
  • Questions To Be Answered - The purpose of the CAP project is to learn new things about the metagame, and each concept submission is a proposed "experiment". Each tool has its own specific set of questions, but good concepts often can explain other facets of competitive Pokemon. Use this section to pose those additional questions. Note that this is different from Justification where you are answering tool-related questions, in this section you are proposing questions.
  • Explanation - This can contain just about anything. This is where you can explain your concept without restraint. You may make suggestions, even specific suggestions, regarding the possible implementation of the Concept. This explanation should help facilitate discussion of the Concept -- but the Explanation is NOT part of the Concept and will be omitted from the polls and any future use of the Concept. Since your explanation is non-binding, regarding future polls and threads, it will not be evaluated for purposes of determining if your concept is legal or illegal. Although it is tempting, refrain from making too long of an explanation; it will deter readers from fully considering your concept.
It is the submitter's responsibility to figure out how to make a legal submission within the rules listed above. Do not complain about the difficulty of making a submission in this thread. There are many, many legal concepts that can be presented within the rules. Here are few examples of good and bad Concepts from previous projects:

Note that all good concepts do not specifically dictate anything in later polls. Please try to remember that we are simply pointing the project in a general direction, we are not trying to decide anything right now. We have several weeks of polls ahead of us where EVERYTHING about this Pokemon will be dissected, discussed, voted, and decided. The concept is a very basic guide for the creation process. It is hard to provide solid concept descriptions without basically designing the entire Pokemon right off the bat. Submissions should be written and chosen very carefully to avoid these problems.

  • Do not make up your own categories for justification. If you cannot justify your concept against at least one of the three requirements above, then your concept is illegal for the CAP project.
  • Questions To Be Answered - The purpose of the CAP project is to learn new things about the metagame, and each concept submission is a proposed "experiment". List out a few interesting competitive questions that should be answered after properly implementing your concept. At the conclusion of the CAP project, these questions will be revisited to see how well we implemented the concept. If your questions are not significant, relevant to your Justification, and well-written -- then your concept will be rejected.
  • Explanation - This can contain just about anything. This is where you can explain your concept without restraint. You may make suggestions, even specific suggestions, regarding the possible implementation of the Concept. This explanation should help facilitate discussion of the Concept -- but the Explanation is NOT part of the Concept and will be omitted from the polls and any future use of the Concept. Since your explanation is non-binding, regarding future polls and threads, it will not be evaluated for purposes of determining if your concept is legal or illegal.

Korski's Concept from CAP 12 (Tomohawk) said:
Name: Momentum

General Description: This will be a Pokemon that can be utilized to gain or regain momentum for a player's team at any point in the match as its primary function.

Justification: Gen. 5 is a very powerful metagame. As such, most battles are won by the smarter strategist who can best maneuver around his/her opponent's onslaught to gain even a single turn's advantage, potentially clinching them the match. This process of gaining and regaining momentum is most often the defining element that makes a winner and a loser out of a single Pokemon battle. Any top player in this metagame should agree that momentum is the most crucial element in any given match; however, "momentum" itself is a rather vaguely defined term that is never really explored in concrete terms. Is it keeping opposing teams on the defensive? Forcing switches? Good prediction? Spamming U-turn? These have all been approaches to achieving momentum, but they are also player-side and largely synonymous with "strategy," as opposed to Pokemon-side and regarding a Pokemon's role on the team. Certainly there are threats like Ferrothorn/Gliscor (defensive) and Scizor/Latios/Voltlos, etc., etc. (offensive) that can achieve momentum as we know it, but there is no current niche for a "momentum Pokemon" because the concept has been purely delegated to players and not to Pokemon.

Questions to be Answered:
-How do we define momentum in terms of competitive Pokemon? What factors make current Pokemon able to achieve momentum and how can we incorporate that information into a successful CAP?
-How do different styles of play (Weather-based offense, stall, bulky offense, etc.) use momentum to achieve their goals and how can our CAP play to those strategies in an effort to take their momentum away?
-What type of traditional role (sweeper, tank, wall, support) would a Pokemon like this most resemble? Would it have to be able to fit more than one of these roles to fit in a variety of teams?
-How will the different playstyles be affected by the addition of a Pokemon that can regain offensive/defensive momentum at any given point? Will offensive teams play more conservatively? Will defensive teams play more recklessly? Will everything simply adapt to a new threat and move on normally?

Explanation: This concept should teach us just as much about the metagame during its creation process than through actual playtesting, especially in the Concept Assessment, where the community should be looking to the metagame as a whole to analyze how successful teams and players gain, regain, and maintain momentum. Since momentum has largely been defined at the discretion of the battling community and takes many forms, so too could this CAP. Scizor, Blissey, Skarmory, Magnezone, Celebi, Jirachi (Celebi and Jirachi are great examples, due to their versatility), Heatran, Balloon Heatran, etc. can all achieve momentum according to their strengths, yet all are very different. Now, I'm not about to suggest that this CAP should be able to check everything in the metagame; that's not the goal here. What it should be able to do, though, is pose a reasonable threat in some manner to a good chunk of the metagame, enough to make opponents think twice about staying in or at least think very hard about what to switch into this Pokemon. A Pokemon with almost no offensive presence can do this just as well as a blunt instrument kind of Poke.

Chosen TLT - Movepool Leader​


The Concept will be a guiding force throughout the ensuing project, to ensure the the final result is a cohesive competitive Pokemon. Any discussions, suggestions, or submissions in later topics, that do not support the spirit of the Concept, will be moderated by the Topic Leader. Concepts must be presented as high-level descriptions of a general idea. They cannot be detailed Pokemon designs. Since we have polls to determine each aspect of the Pokemon, we cannot allow any specific features of the Pokemon to be determined by the details of the Concept. We intentionally have many rules regarding Concept Submissions. If you are not prepared to read and understand all the rules, then don't bother making a submission. These rules are made to help narrow the field of concepts down to those that have been carefully designed. This is not meant to be easy for everyone -- a good, legal Concept requires a lot of thought and careful wording. The following rules must be followed when submitting a Concept:
  • Concepts must work with the mechanics laid out in Pokemon Sword/Shield. A concept that requires a custom ability, move, or other element that cannot be found on a Pokemon from Sword or Shield is not allowed. A concept must be feasible with the gameplay mechanics that are currently available. A concept MAY reference Pokemon unique to the CAP metagame, but the concept must be able to be fulfilled by a creation with access to only GameFreak created abilities, moves, etc. In short, "no customs." We are using GameFreak's toolbox.
  • One submission per person. You may edit your Concept, but you may not change the fundamental premise after it has been posted. If editing your concept, please edit the original post instead of posting a new revision. Do not bump your Concept after you have posted it. If people do not comment on it, so be it.
  • Do not duplicate or closely-resemble Concepts already posted by others. It is your responsibility to read through all previous submissions in this thread to ensure you are complying with this rule. Ignorance or laziness is not an excuse.
  • Specific Pokemon types or type combos cannot be included or excluded in a Concept. Nor can other characteristics of the Concept specifically result in in the inclusion or exclusion of Types. For example, the following phrases would be illegal:
    "This is a Dragon pokemon with..." "The pokemon should be immune to Ghost attacks..." "The pokemon should have at least 7 resistances..." "The pokemon should get STAB on Thunderbolt.."
  • Specific Abilities are not allowed. This applies to existing abilities and new abilities. Do not attempt to circumvent this rule by mentioning specific battle effects that can only be achieved by the implementation of an ability. For example, the following phrases would be illegal:
    "This pokemon should have a defensive ability like Intimidate or Marvel Scale..." "This pokemon has an ability that steals the opponent's held item..." "When this pokemon is switched in, all weather conditions are nullified..."
  • Movepools or lists of moves are not allowed. A specific move can be mentioned if it is the basis for the entire concept. For example, the Concept "Rapid Spinner" would obviously mention the move Rapid Spin.
  • Specific stat bias, base stats, or base stat ratings are not allowed. It is acceptable to use descriptive phrases like "fast", "bulky", "strong attacker", etc -- since there are a variety of ways a pokemon can fit those descriptions without specifically requiring certain stats. But, do not use overly-specific descriptions that would narrowly constrain the pokemon's base stat spread.
  • Indications of Physical/Special bias are discouraged, but acceptable if it is essential to the Concept.
  • Do not refer to any part of the pokemon's artistic design. For example, the following phrases would be illegal:
    "This is a bright blue pokemon..." "The pokemon looks like a..." "The pokemon uses its long tail to..."
  • A Concept Submission must be submitted in the proper format. The format is described below. If the proper format is not used, the moderators will not evaluate the submission, regardless of content.
Concept Submission Format Use this format for all concept submissions: Here is the format with tags. Just copy/paste this into your post, and fill it out:
  • Name - Don't get too clever with the name. If the essence of the concept is not intuitively obvious in the name, then you are hurting your chances of people understanding it. If the essence of your concept cannot be expressed in a few words, then you need to seriously re-evaluate your concept.
  • Description - This is the official description of the concept, and must follow ALL the content rules listed above. Do not make this a long description. Long descriptions are invariably too specific or too convoluted. Keep it short. Any more than a sentence or two is TOO MUCH. Do NOT include your Explanation of the concept in the Description. See "Explanation" below.
  • Justification- Utilizing the CAP Concept Toolkit, craft a concept that can fit into at least one of the following categories: Actualization, Archetype, or Target. Please explicitly state the category names as applicable to your specific justification and explain.
    • Actualization: What is the feeling your Concept Pokemon INSPIRES when used properly in the metagame, do existing Pokemon come close to that, and why or why not?
    • Archetype: What does your Concept Pokemon DO - functionally - in the metagame, and why does the metagame need something with that role? Use Smogon's Pokemon Dictionary to assist with role definitions.
    • Target: What does your Concept Pokemon ADDRESS in the metagame, and why is addressing that target important?
  • If you cannot justify your concept utilizing one (or more) of the three tools above, then your concept is illegal for the CAP project. (More at the end of the OP)
  • Questions To Be Answered - The purpose of the CAP project is to learn new things about the metagame, and each concept submission is a proposed "experiment". Each tool has its own specific set of questions, but good concepts often can explain other facets of competitive Pokemon. Use this section to pose those additional questions. Note that this is different from Justification where you are answering tool-related questions, in this section you are proposing questions.
  • Explanation - This can contain just about anything. This is where you can explain your concept without restraint. You may make suggestions, even specific suggestions, regarding the possible implementation of the Concept. This explanation should help facilitate discussion of the Concept -- but the Explanation is NOT part of the Concept and will be omitted from the polls and any future use of the Concept. Since your explanation is non-binding, regarding future polls and threads, it will not be evaluated for purposes of determining if your concept is legal or illegal. Although it is tempting, refrain from making too long of an explanation; it will deter readers from fully considering your concept.
It is the submitter's responsibility to figure out how to make a legal submission within the rules listed above. Do not complain about the difficulty of making a submission in this thread. There are many, many legal concepts that can be presented within the rules. Here are few examples of good and bad Concepts from previous projects:

Note that all good concepts do not specifically dictate anything in later polls. Please try to remember that we are simply pointing the project in a general direction, we are not trying to decide anything right now. We have several weeks of polls ahead of us where EVERYTHING about this Pokemon will be dissected, discussed, voted, and decided. The concept is a very basic guide for the creation process. It is hard to provide solid concept descriptions without basically designing the entire Pokemon right off the bat. Submissions should be written and chosen very carefully to avoid these problems.

Past Projects and Concept Toolbox:
Stratagem (Break The Mold), Tomohawk (Momentum) and Kitsunoh (Ultimate Scout) were great examples of an Actualization concept. Most of the "teammate" concepts (Voodoom and Volkraken) also broadly fell under this, actualizing a core that would change the metagame. The lion's share of CAP Concepts in the past have been Actualization concepts.

Fidgit (Pure Utility Pokemon) and Naviathan (Use the Boost to Get Through!) are examples of successful Archetype projects. We didn't have concepts at the time of Revenankh, but "Ultimate Bulk Up Sweeper" fits the definition of an Archetype concept.

Arghonaut (Decentralizer) and Colossoil (Stop the Secondary) are the best examples of previous successful Target projects, Arghonaut's was literally based around re-centering the metagame, while Colossoil's purpose was to target the most common users of status and secondary effects. Malaconda's concept (Type Equalizer) was also at its base a Target project.

In this stage, we will try to analyze which Pokemon sets could threaten or be threatened by us. Based on our typing and concept we will also decide which specific threats we should focus on later stages, and which ones should be mostly left alone. Then, the Topic Leader will organize them into a list, following this basic format:
  • Switch in: The list of Pokemon on which we should be able to have a easy time switching in and then forcing them out, more than once in a game. This doesn't mean that we should be able to come into any of their moves, just their most commonly used ones.
  • Pressure: The list of Pokemon that might threaten us, but should not be able to switch in easily. They should not be able to check us easily.
  • Checks and Counters: The list of Pokemon should, in some way, threaten us. This might mean that they will probably be able to beat us 1v1, or at least severely cripple us. Certain Pokemon, in particular Revenge Killers might be included both in here and in Pressure, because once they switch in, they should be able to check us.
This threatlist should serve as a guideline for the rest of the project. However, this is not set in stone, and might change later if the Topic Leadership Team deems it necessary.

The following is a set of questions that we should try to answer during this discussion:
  • Going specifically by typing, what Pokemon found in the CAP metagame will be able to comfortably give this project trouble?
  • What Pokemon will be major threats to this project right off the bat?
  • What Pokemon have the potential to become counters?
  • What Pokemon may end up as threats, but must be contained or dealt with per the concept?
  • Will the concept succeed with this list of threats?
  • Is this list of threats acceptable for the project?
  • What Pokemon will be threatened by the CAP based off of typing?
  • Are these Pokemon targets that we want CAP to hit?
  • Will these targets be "unavoidable" to threaten based solely on the typing?
  • What direction must the project go in now that a set list of basic threats has been identified?
  • What must be done in order to make these threats "wanted counters" or these threats be eliminated from counter discussion?
  • Are there any Pokemon that we want to completely counter?
No individual post has to answer every question.

Guidelines:

-Pokémon A checks a Pokémon B set if, when Pokémon A is given a free switch into that Pokémon B set, Pokémon A can win every time, even under the worst case scenario, without factoring in hax.​

This thread is open for WIPs, comments, and final submissions for the design of CAP X. Over the course of the art thread, CAP will decide on all competitive abilities, defining moves, and base stats. While the art thread is open now, we recommend that you follow along the competitive process and to hold off on investing heavily into a design until defining moves, competitive abilities, and base stats are decided upon.

Posting Rules

***All material in both the main design and supporting material must be your own. Using another piece of art for inspiration is allowed, but derivative art is not, and blatant plagiarism will result in warnings or bans depending on the severity.***

Collaborative material is not permitted. The following are examples of what counts as collaborative material (this list is not exhaustive):
  • a work made by multiple artists
  • a vision and art direction by a non-artist and execution by an artist
  • a text prompt by a non-artist and execution by image generation software
  • a work by an artist and style transfer by image generation software
At the discretion of the CAP moderator team, posters may be asked to prove a design is they submitted is their own. Posters that fail to provide sufficient evidence of design ownership will be disqualified.

Posting Frequency

Intentionally or unintentionally, thread-hogging tends to be more prevalent in the art submission thread compared to other CAP threads. In order to ensure that everyone has a reasonable chance to showcase their designs and air their opinions, thread-hogging will be moderated. If you wish to add new comments or art, but don't want to hog the thread, please consider editing your most recent post to add new content.

Posting Rules: Artists
  • Artists can post any work-in-progress (WIP) artwork in order to solicit feedback or to help develop ideas. WIP artwork does not need to conform to the standards of a Main Design. It can be in any medium or stage of completion, but it must be related to an original art design by the poster.
  • Do not post to state your intended design. You may not reserve an idea for yourself.

  • The Pokemon must be in full color.
  • The design must have a distinct outline on the entire subject in contrast to the subject and background. Colored outlines are allowed but must not obstruct the clarity of the design.
  • No part of the design can be blurred into the background or blended into the background in any way.
  • No props, action effects, move effects, or additional objects can be rendered on or around the Pokemon. If a prop is part of the Pokemon's basic design (i.e. Conkeldurr's pillars), then it is acceptable.
  • The image must not include offensive or obscene imagery, or be intended to mock or insult the project or other users.
  • The image must be in .jpg, .png or .gif format.
  • The image must be at least 320 pixels and at most 640 pixels in both width and height.
  • The image without whitespace must be at least 50% of the width and height of the canvas.

Supporting Material

This includes detailed descriptions of the art, background data, stories, etc. All supporting art and information must be related to the main design in some way. This rule is intended to prevent artists from posting unrelated art in an effort to gain more attention or promote other designs or artworks.

In this thread, you may post work-in-progress and final stat spreads for the community and the TLT's consideration, and make comments on other peoples' submissions. The Stats Leader, <Stats Leader>, will decide on a slate for voting based on the community's input. In the Stats Limits thread, the Stats Leader decided on the following limits:

BSR: Limit is X
BSR ABUSE WILL NOT BE TOLERATED AND WILL NOT BE SLATED!

BSR abuse is doing things like 150 HP and 70 Def/SpD to create a theoretical optimum with the limits that you have. The purpose of the stat rating limits is to restrict what submitters can do, not to give them a license to game the system. If you cannot justify your stats legitimately and have not proven that you aren't just making the best stats within the limits, you will not get slated.

A spreadsheet for calculating the ratings can be found here. To use it for yourself, create an editable copy with File > Make a copy. If you don't have a spreadsheet program, OpenOffice and Google Sheets are free. You must have the stat rating values listed correctly in your submission or it will be ignored for the slate.

When you are satisfied with your stat submission, mark it as finished using the following final submission post format:

If you are inspired by the winning art design and have come up with a good and unique name you'd like the CAP to be known by, please submit your idea here and we will put it up for a vote against all other users' ideas. Final submissions must conform to the submission rules, so please read them carefully. Breaking the posting rules can also result in disqualification.

Rules

Legal name submissions must meet the following standards
  • Names must start with a capital letter.
  • Names cannot be longer than 12 characters.
  • Names can only contain the following characters:
    • Letters A - Z
    • Numbers 0 - 9
    • Dash (-)
    • Apostrophe (')
    • Period (.)
    • Colon (:)
    • Space
  • No more than two capital letters can be included in the name, and capital letters cannot be consecutive.
  • A maximum of two non-letters can be included in the name, and a maximum of one non-letter of each type can be included (ie. You can't have two numbers, or two apostrophes, but you could have one number and one apostrophe)
A name will not be slated if it:
  • is completely unrelated to the design
  • is the name of an existing Pokemon
  • is silly (puns are fine)
  • is based primarily on memes

  • would cause legal issues in a real Pokemon game
Do not claim another person's name submission unless one or more of the following is true:
  • The original poster made a Final Submission post for a different name.
  • The original poster has stated in this thread the name can be claimed.
  • It is 48 hours or fewer until the thread closes.
Only the first legal Final Submission post per name will be slated.

WIPs

Work In Progress (WIP) Names can be posted at any time for comments from the community.

No more than three WIP Names can be posted by any individual person through the entire course of the submission thread. This limit applies to ALL posts made by a single person, even if previous posts are edited or deleted. This limit is intended to curb the tendency for some submitters to spam the thread repeatedly with lists of Names. This detracts from other submissions and makes it difficult for commenters to survey the submission thread.

Do not bump your WIP names by posting them repeatedly, or making minor spelling changes of a letter or two. Bumping will result in the disqualification of all names by the offender. Editing or deleting bump posts will not prevent disqualification.

Final Submissions

Only ONE Final Submission can be made per person. Any Final Submission that does not follow the proper format will be disqualified.

Final submissions must provide one sentence (25 words maximum) explaining the etymology of the name.

Final submissions must provide a common English pronunciation. The common pronunciation can be made in whatever format you feel best conveys the pronunciation to most English speakers. (You may optionally also provide an IPA pronunciation. For information about IPA and processing words into IPA read this guide: IPA For English. There are also numerous phonetic translation tools online that can help.)

Name Final Submissions must be posted exactly in the following format and in the following exact order:
  • The first line of the post must have the words "Final Submission" in bold on its own line. No other text may be included before the bold heading.

In this stage, we are determining the required and disallowed competitive moves by creating a list of approved movesets. The movesets will be decided based on the competitive needs and limitations of this project. We are not submitting full movepools at this time. There will be a later stage for movepool submissions (level-up sets, egg moves, etc) once the required and disallowed moves have been determined via the accepted movesets.

Moveset Discussion Rules & Guidelines

There should be five kinds of posts in the thread:
  • Moveset Archetype Submissions
  • Moveset Submissions
  • Moveset Edits/Option Submissions
  • General Commentary
  • Section Leader/Topic Leader Announcements/Updates
This means that no moves can be suggested or commented on unless they are part of a full competitive moveset submission or suggested as a additional option for one or more previous movesets. Any recommendations to disallow certain moves should only be in reference to moves contained in previously posted movesets.

The general flow of this thread should go like this:
  1. People post moveset archetypes.
  2. People post moveset submissions for these archetypes in a prescribed format (see below)
  3. Other people suggest to add/remove moves or other options to previously posted movesets (see below)
  4. Other people propose edits to the descriptive information with previously posted movesets

Please keep to the above format so the movepool leader can easily see which posts in the thread are proposing new moveset submissions, and can easily locate the information when updating the top post in the thread.

Ability, Item, EVs, and Nature are optional. All that is required are four moves, a name, and some descriptive information (in bullet form).

Any suggested moveset posted without any reasonable description will be deleted by the moderators. People should not spam movesets, post without checking the movesets already submitted, or post movesets without thinking them through.

Although we are not posting movesets in the full C&C analysis format, you should generally adhere to C&C standards where it makes sense. While there will not be excessively strict moderation on this, use common sense. Don't get too slash-happy with moves, no stupid names, use proper spelling and grammar, etc.

If you are unsure of the optimal ability, item, EVs, or nature -- you can leave it out and it can be edited in later over the course of the thread. By the end of the thread, every accepted moveset should be filled in completely. That doesn't mean we need to be 100% sure of every aspect of the moveset. It's fine if we go with our best guess and leave it to the playtest to optimize it.

Moveset Edits/Option Submissions

Edits/options should be made by copying the most recent version of the moveset and description into an unattributed quote tags ([ QUOTE][ /QUOTE]). Then make any edits, additions, or replacements in bold text, removals should be in strike-through text. The most recent copy should taken from the top post or from the original submission post, depending on whichever one is most current.

Posters can and should comment on the reasoning and background for any proposed edits outside of Quote tags. Simple wording or spelling corrections do not need any explanation or commentary.

Additional move proposals must be made in the context of one or more movesets. The user cannot simply post "I suggest we add Taunt as an option to all non-choiced movesets", for example.

Movepool Leader/Topic Leader Posts

The first post under the OP is reserved by the Movepool Leader, and will serve as the reference post for the current status of the discussion.

When the Movepool Leader determines that a moveset, option, or edit is accepted by intelligent community consensus, they will add/update a list of "Approved Movesets" in the first post. The Movepool Leader SHOULD NOT add every submission to the first post automatically, simply because it was posted in the thread. The Movepool Leader SHOULD NOT add a submission to the first post if it was not actively accepted by intelligent community consensus. "Lack of any response" is not the same as "acceptance". As with all CAP discussion threads, the leader should always use their best judgement.

If a proposal has received significant intelligent feedback (positive or negative), but it has not yet reached consensus, the Movepool leader should add it to an "Under Consideration" list in the first post. If the thread ends with controversial items that can't reach consensus, they will go to a community poll. In most cases, the "Under Consideration" list should be comprised of full movesets or additional option proposals. Edits to the description of most movesets, probably will not require extensive discussion or polling.

As the Movepool Leader makes updates to the first post, they should also post announcements in the thread indicating what they have added or updated. This will allow active discussion participants to easily track the progress of the thread. The Topic Leader should also post regular feedback in the thread, like every other competitive discussion.

TITLE: CAP Updates GL and UL Nominations Thread:

At the conclusion of the most recent policy review thread it was determined we would update old CAP Pokemon during each new generation. The process we decided to use was a modified version of the TL / TLT system.

Therefore, we are asking for applications for Generation Leaders and Update Leaders to serve as our leaders for updating CAP Pokemon for the 7th Generation CAP Metagame.

All nominees are expected to follow these principles for updating CAPs:

Principles

1. Justification: GameFreak updates its "face of the franchise" (competitively) Pokemon at regular intervals in competitively significant ways. CAP should do the same with our "face of the franchise," our CAP Pokemon.
2. Definition: An Update is defined as an addition or removal to a Pokemon's Movepool, or a change in their Ability. Base Statistics Updates will not be considered. Abilities are to be replaced, not removed, consistent with in-game precedent.
3. Frequency: Movepool Updates should be conducted upon each new game release, Ability Updates should be considered upon each new generation's release.
4. Continuity: All Updates should adhere to a CAP's Concept and Established Identity (Metagame Role, "CAP-iness" of the CAP.)
5. Coherence: All Updates should have sound competitive reasoning and /or in-game precedent (ex. From BW2 Tutors Electric and most Bug types getting ElectroWeb).
6. Appearance: All Updates should consider the overall optics of that revision and how it will impact perception of the CAP Community.
7. Acclimation: All Updates should acclimate the CAP to baseline competitive play in that release's OU (or equivalent) environment.
8. Conservation: All Updates should be as conservative as possible in acclimating the CAPs to the new release's environment.

Additional Expectations:

This is the thread for people to announce their desire to become either the Generational Leader (GL) or an Update Leader (UL) for the <Metagame> release (<Metagame>). Do not suggest other users. If someone wants to become the GL or a UL, they will post on their own, and if they don't have a strong urge to be it then they shouldn't be signing up anyway. The CAP project requires the utmost dedication and a substantial amount of free time, especially to lead, meaning that only those who have carefully considered the magnitude of their application will apply at all. If you are not prepared to fulfill all of the responsibilities to the very end, then do not throw your hat into the ring.

We are looking to fill the following X (#prior gens) positions to help us lead the creation of this new Pokemon:
  • Generational Leader: In the public's eyes, this is the leader of the generation of Pokemon they will be updating. They will balance out the Update Leaders in the threads for Pokemon of that generation, exercise quality control over slates and discussions, and work with moderator staff to ensure our CAP Update principles are adhered to. There will one Generational Leader for each prior generation of Pokemon <(Gen X GL,; iterative)>

We are also looking to fill several (4-10) roles as Update Leaders of individual CAPs.
  • Update Leaders: ULs will be leading the four major competitive aspects of updating past CAP Creations. They will make slates for their respective threads and provide meaningful discussion points to each specific area of the update. ULs may be responsible for any and all of the discussions below, depending on intelligent community consensus for what a specific CAP update needs:
    • Ability Discussion
    • Competitive Movepool Discussion
    • Flavor Movepool Discussion

When making your application, please indicate which position(s) you are applying for. You must identify whether you're applying for GL or UL (you are allowed to apply for both). GLs and ULs should have the following qualifications:
  • Timeliness; each leader must be able to commit the time to active leadership
  • Deep knowledge of the game of Pokemon
  • Specific knowledge of the <Metagame> and the Pokemon/Strategies/Threats within it.
  • Familiarity with competitive Pokemon concepts, strategy and philosophy, as practiced within Smogon
  • Willing to voice opinions and lead others
  • Open-minded to new ideas
  • Creative, "outside-of-the-box" thinker
  • Good writing skills
  • Level-headed when resolving disputes
  • Liked and respected by the CAP community
  • Be willing to work with their chosen role and partners

Once these Updates start, the Generational Leaders and Update Leaders will be the most important, most visible members of the CAP community, and they are expected to be a strong guiding force throughout the update process. If you are selected for any of these positions, you will have a great deal of power to influence updates. But you also have a responsibility to stay on top of things. You will have forum moderators to help you, but you need to be regularly active on each update until all are complete. All potential candidates should look through both the Topic Leadership Guide onsite and the CAP Process Archive subforum, to get an idea of what will be expected of you, if you are selected to be the <(Metagame)> Generational Leader or Update Leader.

This thread is strictly for candidacy posts and posts supporting those candidates. Please stay on topic. Below are the guidelines for posting in this thread:

  • Candidates must have been actively involved in recent CAP projects or the CAP Metagame. Involvement in multiple CAP projects is strongly preferred.
  • Do not suggest other people. If you want you encourage someone else to run, then send them a PM or talk to them on the PS! CAP chatroom or the CAP Discord channel.
  • If you are new to the CAP project, do not sign up in this thread. Instead, spend a project or two lurking, learning, and participating first.
  • Include a summary of your involvement in the CAP project and specifically the CAP Metagame.
  • Make a pitch for why you should be selected. If you can't present and defend yourself, then you can't expect to lead a project whose primary function is discussion and debate. Convince us that you are a good choice.
  • Poor spelling, punctuation, and grammar are great ways to look as though you don't know what you're talking about. A thoughtful and intelligent community leader should be capable of typing at a level above typical internet banter.
  • Even if you don't think you are better qualified than certain other candidates, you still should consider posting your application. Candidates not selected as GL or UL for this update will be on the watch list for next time around. Don't post your name if you don't intend to be active in the project, even if you are not selected, since people will be scrutinizing your involvement more closely.
  • Do not post disparaging remarks about any candidates.
If these rules are not followed, the offending user will be subject to moderation.

We've had a discussion of movesets, which identified the competitive movesets we intend to be the most viable in standard CAP play. Please see the concluding post in that thread, as well as the following poll, for more information on those movesets.

The following rules apply to all Movepool Submissions:

  • The movepool can contain a maximum of 75 total moves. You may have less than or equal to 75 moves, but not more.
  • All movepools must have all the Mandatory Moves listed below.
  • No movepool may contain any of the Banned Moves listed below.
  • Any move not listed as Banned is provisionally allowed, but may require a legality check if it has competitive implications.
  • The Movepool Leader (<movepool leader>) and Topic Leader (<topic leader>) may add Banned moves during the course of this thread. If that happens, there will be ample notification in the thread, and you will have the opportunity to remove those moves from your movepool prior to final submissions.

Final Movepool Submissions must include all of these moves, and they cannot be Event Moves. Submissions that don't have all these moves will not be considered for slating.

We've had a discussion of movesets, which identified the competitive movesets we intend to be the most viable in standard CAP play. Please see the concluding post in that thread, as well as the following poll, for more information on those movesets.

The following rules apply to all Movepool Submissions:

  • The movepool can contain a maximum of 75 total moves. You may have less than or equal to 75 moves, but not more.
  • All movepools must have all the Mandatory Moves listed below.
  • No movepool may contain any of the Banned Moves listed below.
  • Any move not listed as Banned is provisionally allowed, but may require a legality check if it has competitive implications.
  • The Movepool Leader (<movepool leader>) and Topic Leader (<topic leader>) may add Banned moves during the course of this thread. If that happens, there will be ample notification in the thread, and you will have the opportunity to remove those moves from your movepool prior to final submissions.

Final Movepool Submissions must include all of these moves, and they cannot be Event Moves. Submissions that don't have all these moves will not be considered for slating.

These moves are banned from inclusion in Final Submissions. Movepools that include any of these moves will not be considered for slating.

Note that any move which is competitively inferior to a mandatory move is allowed as an exception to the bans above unless explicitly stated otherwise. This includes things such a weaker versions of mandatory STAB and coverage moves.


Movepools must adhere to and follow the rules listed in the Gen 8 Movepool style guide linked here. If you are unsure if your movepool is eligible, you may request a legality check for the Move leader and mod team to receive feedback otherwise you may risk being disqualified.

While this is a submission thread, discussion on Work-In-Progress (WIP) and Final Submissions is encouraged so the community can make an informed decision during the polling stage.

Final Submission

Jumbao is a Pokemon that is honourable, first and foremost. It has rules when it fights, and it doesn't break them - Jumbao is not one which will steal an opponent's item, or steal their moves. It is also a Pokemon that helps its allies when they need help, and is not so proud as to not accept help in return. These are the sorts of aspects I've played up throughout the design.

In particular, you will note that Jumbao in this movepool never throws a kick or a punch, in line with Sumo Rules. Jumbao always puts it's whole body into it's contact blows - this is why, for instance, Superpower is in the tutors, whilst Low Sweep and Kick are not.

A fairly standard Level Up pattern, with a clean alternation of 3 and 4 levels (excluding the duet at Level 35) - no change in the learn pace, similar to mons like Tsareena and Drampa. 52 as last move level brings us in line with most ORAS G7 Pokemon, such as Tsareena, Shiinotic, and Lurantis.

Bulky Sumo Inspiration
Jumbao, even though it's a Special Attacker, has a lot of design elements which imply some physical strength and weight - indeed, a lot of people have picked up on the slightly Sumo-esque build. As such, I've decided to emphasise these traits throughout the movepool with a fairly physical bias, adding in moves like Tackle, Body Slam, and Heavy Slam. These are all moves associated with Weight, or with Heavy Pokemon.

Given Jumbao's build and "non-flexible" arms, I have decided against giving it a collection of 'throw' moves, or moves which would require complicated arm movements. However, to add sumo techniques which aren't relying on throws, I've given Jumbao Detect (mimicking the henka dodge - this is something more common from weaker sumo wrestlers, hence why it's so early in the movepool), Fake Out (slapping is kosher in Sumo, and the move is duplicated from Hariyama's movepool) and Psych Up, which reflects on the shikiri ritual at the start of a sumo bout. Lucky Chant is the last of my 'Sumo' moves in the Level Up movepool aside from the damage dealers, and it's in the Heart Scale moves because Sumo Referees are known to chant before a match starts.

Even the levels are reasonably in tune! The second strongest 'Sumo' move we have (Body Slam) is at Level 28 - the number of wrestlers ranked at "Jūryō" level, which is the second highest rank. Level 42 has our strongest 'Sumo' move in Heavy Slam, which is the number of wrestlers ranked at "Makuuchi" level, which is the highest sumo rank.

Green Thumb'd Tree
Jumbao naturally brings sunlight, it only follows that it also brings with it a knack for Gardening. Indeed, it is very capable of providing the setting a berry needs to grow into a full tree. First, it manages to get berries down from a tree with moves like Tackle, and it then makes sure that the soil is appropriate by plowing it with Rototiller, and once the berry is planted it protects it with Flower Shield. Jumbao then patiently waits and prays, with moves like Ingrain and Wish. Then, once the tree has grown, it gathers the fresh fruit by tackling with a Body Slam, before consuming the beries or otherwise using them through Natural Gift.

Suns Out, Guns Out!
Pipotchi's design for Jumbao is notable for it's sap-firing cannons. At Level 35, Jumbao brings in the Sun and begins using these cannons, with moves like Flame Burst, Moonblast, Energy Ball, and Bullet Seed all appearing at the latter end of the movepool.

And yes, I am very proud of that pun. I don't think anyone else is, but that's neither here nor there :P

Tree Aesthetics
Killing me to not call them Treesthetics...
Jumbao is a tree, and I felt the best way to not forget that fact was to pick the "Leaf" Grass Moves throughout the movepool. That's Leafage, Magical Leaf, and capped off with Leaf Storm. These points are compounded by the 'gardening' moves mentioned earlier.

Miscellaneous Items
I think we've got pretty much everything? Shore Up is in the Heart Scale department because I'm stubborn and won't add 'Amorphous' to the Egg Groups, and there's no real spot to place it otherwise.

I've decided against including an Evo move - they aren't mandatory by a long shot, and I don't see any pressing need for them on this movepool.

Smelling Salts
The practice of throwing salt at a sumo bout is well known, and Smelling Salts is already well established as the move of choice when it comes to having mons make reference to the practice.

Whilst Brick Break can be associated with punching (Something I wish to avoid), the fact that Pokemon like Toucannon get the move (Toucannon has no arms :P) implies that there is not an inherent punch - just barrier breaking.

Bulldoze
I was umming and ahhing on this one for a while - Bulldoze alone without Earthquake can sometimes be a bit uncouth, but there are some instances where you'd expect to see it. Ultimately I've gone with it - fellow multi-weather abuser Heliolisk also has Bulldoze without Earthquake, for instance.

In case you weren't clear that I've gone fairly heavy on Sumo references, a move about 'adding weight to fight' ought to clarify the matter.

Legal Pokedex submissions must meet the following standards:
  • Species Names cannot be over 13 characters.
  • The submitter must show they have made a best effort to write flawless grammar. The CAP mod team will make an effort to correct all issues that are unambiguous when the thread is closed, but you should not rely on this.
  • Pokedex Entries cannot be longer than 30 words and cannot be over 153 characters (this includes spaces and punctuation).
  • Pokedex Entries can only contain the following characters:
    • Letters A-Z
    • Numbers 0-9
    • Dash (-)

Work In Progress (WIP) Pokedex Entries can be posted at any time for comments from the community.

No more than three WIP Pokedex Entries can be posted by any individual person through the entire course of the submission thread. This limit is intended to curb the tendency for some submitters to spam the thread repeatedly with multiple Pokedex Entries. This detracts from other submissions and makes it difficult for commenters to survey the submission thread.

Do not bump your WIP Pokedex Entries by posting them repeatedly, or making minor wording changes. Bumping will result in the disqualification of all Pokedex Entries by the offender. Editing or deleting bump posts will not prevent disqualification.

Final Submission Post

Only ONE Final Submission can be made per person.

Pokedex entries Final Submissions must posted exactly in the following format and in the following exact order:
  • The first line of the post must have the words "Final Submission" in bold on its own line. No other text may be included before the bold heading.

  • "<Pokémon Name>, the <Species Name> Pokémon", with the Pokemon name and the Species Name in bold

General Sprite Rules
  • Sprites should be inspired by the winning designs from the Art Poll. It does not need to be an exact rendition of every detail of the designs; "artistic license" is granted to all spriters. However, drastic deviation from the selected art designs is discouraged.
  • No action effects, move effects, environment effects or additional objects can be rendered on or around the Pokemon.
  • Sprites must be in PNG format.
  • Use transparent backgrounds.
  • All sprites must be scratch sprites that are completely original works by the spriter. Fusions of other sprites or pixel-overs of other artist's lineart (including the main design) are not allowed.
  • Do not alter, fuse, recolor or otherwise modify another spriter's submission unless the original artist explicitly gives permission.
Main Sprite Rules
  • Main sprites must contain a minimum of two (2) sprites - front and back. If the winning design has supporting art with gender differences, spriters may choose to include those gender differences (Male and Female versions of each), for a total of 4 sprites. Gender differences are NOT required. Spriters cannot create new gender differences.
  • All sprites (front and back) must use the same color palette.
  • All sprites (front and back) must use roughly the same size and pose when compared to each other.
Additionally, all sprites (front and back) must be in the same style as Gen. V sprites, which means:
  • We recommend that your sprite is no bigger than 80x80. This limit may be broken for complex designs, up to a maximum size of 96x96.
  • Sprites must have roughly the same size, perspective, and lighting compared to in-game sprites.
  • Sprites must have a complete, unbroken, distinguishable outline one pixel wide. This outline must be clearly distinguishable from the adjacent interior colors of the sprite.
  • We recommend that you use no more than 15 unique colors on your sprites' palette. This limit may be broken for complex designs.
  • Sprites must be cel-shaded. Dithering may be used sparingly.

Icon Sprite Rules
  • The sprite can have a maximum size of 68x56.
  • The outline enclosing the sprite must be pure black (#000000).
  • The outline inside the sprite should be partially #424242.

Final Submission Post

All spriters must make a final submission post conforming to the sprite rules (listed above) and the following:
  • The post must have "Final Submission" (in bold) as the first line, with the sprites at the top, and any additional description or comments (if applicable) below them.
  • Final submissions must contain one sprite sheet for Main Sprites and/or one sprite sheet for the Icon Sprite. You do not need to submit both Main Sprites and Icon Sprites.
  • Please do not submit separate images for both front and back Main Sprites. One "cutsheet" makes it easier for mods to track submissions and ensure each complete set of sprites stay intact.
  • The final submission image must be hosted on a reliable image hosting service (such as Smogon forums or Imgur). Do not use the 'Attach a photo' tool on messaging apps (e.g. Discord). Do not use Iaza or Ezimba.

Advice for Spriters

There are 8 possible sprites in a Sprite Set:
  • Front Normal Male
  • Front Normal Female
  • Front Shiny Male
  • Front Shiny Female
  • Back Normal Male
  • Back Normal Female
  • Back Shiny Male
  • Back Shiny Female
In most cases, spriters post a Front Normal sprite first. Once feedback comes in and the poll nears, they make the other sprites. You do not have to make different Male and Female sprites. Typically there are only minute differences between male and female sprites, but some spriters make noticeable changes between genders, which is also fine. Shiny coloring is completely up to the spriter to choose, even if the design artist posted suggested shiny coloring with their art design submission. Please look at your transparent sprites against different colored backgrounds, not just white. In Pokémon Showdown, the sprite will be displayed on multiple background colors in battle.
