Too slow and sporting abysmal defenses, Psyduck has very little use in Little Cup. Base 55 Speed means that even with a Choice Scarf, Psyduck is not fast enough to outspeed threats such as Choice Scarf Snivy. Outclassed by Staryu and Wingull in utility, Speed, and raw power and limited to two niche and near useless abilities in Cloud Nine and Swift Swim, Psyduck makes for an unviable Little Cup Pokemon.

You should probably straight up say somewhere that weather isn't just rare, it's really not very viable in LC.

I think the last slot should be Hidden Power Fire/Scald. Change the EV spread to 240 SpA/240 Spe to accommodate for the reduced IVs.

Would remove the mention of Cloud Nine - like you said it's pretty pointless 95+% of the time so why bother talking about it in that much detail. Would suggest cannibalizing it and the Swift Swim sentence down into one sentence that's basically "Psyduck's abilities also fail to help carve it a niche, as Cloud Nine is rarely useful and Psyduck is outclassed as a Swift Swim sweeper by Mantyke." You don't need as much in the overview as you've got here.

Don't even bother mentioning Cloud Nine since again, weather is unviable. Also, Cloud Nine doesn't even work like that - weather will still go up it's just that while Psyduck is on the field the effects won't function (rain won't boost Water type moves or activate Swift Swim for example, Aurora Veil can't be set up, ect). Psyduck's coverage isn't even all that amazing, make the next sentence (the first sentence now) just explaining that Psyduck is to attempt to use its coverage moves to get KOs.

Staryu does not have better Special Attack than Psyduck since 65 base and 70 base both hit the same value, make it a sentence about how Staryu is faster and has access to all of Psyduck's useful moves along with Rapid Spin. Similarly, mention that Wingull is also faster than Psyduck and has access to Flying-type STAB moves that give it excellent coverage. I would remove the Carvanha mention here because this set is not attempting to be a sweeper.
