okay, most of this stuff was in HTML format already, so I decided to html before grammar.
edit: okay i removed a ton of items that are completely useless even in-game.

<h2>Introduction</h2>
<p>Although RBY did not support hold items, there are still a number of items, especially the vitamins, that had a certain competitive impact in-game. This article serves as a standalone guide to the specific mechanics of each item in the Red, Blue, and Yellow cartridges.</p>

<dt>CALCIUM</dt>
<dd>When used on a Pokemon, its Special Stat Exp. increases by 2560. Cannot raise Stat Exp. past 25600.</dd>
<dt>CARBOS</dt>
<dd>When used on a Pokemon, its Speed Stat Exp. increases by 2560. Cannot raise Stat Exp. past 25600.</dd>
<dt>DIRE HIT</dt>
<dd><em>Reduces</em> the Pokemon's critical hit ratio to 1/4.</p></dd>
<dt>ELIXIR</dt>
<dd>Raises the PP of all a Pokemon's moves by at most 10; if any moves have less than 10 remaining PP, the move's PP is completely restored.</dd>
<dt>ETHER</dt>
<dd>Raises the PP of one of a Pokemon's moves by at most 10; if that move has less than 10 remaining PP, the move's PP is completely restored.</dd>

All verified ingame. Conclusion: All moves increase by 1/5 with each PP Up, and can increase 3 times, for a total of 3/5. 40 PP is the only exception. It increases by 7 instead of 8 for an unknown reason.

Dire Hit lowers the target's crit rate? Is this the same glitch that Focus Energy suffered under?

Also, interesting note: When Guard Spec. was activated, the in-game message that displayed upon use and when the item was successful at preventing a stat drop was identical to if the Pokemon had used the move Mist.

Finally, let's not forget about the X-stat items. I think there might have even been an X Accuracy as well.

<dt>PP UP</dt>
<dd>PP UP Increases the PP of any move. It increases the move's PP by 20% (with the exception of 40 PP moves, which increase by 7), and; can be used a maximum of 3 times on each move.</dd>
<dt>PROTEIN</dt>
<dd>When used on a Pokemon, its Special Stat Exp. increases by 2560. Cannot raise Stat Exp. past 25600.</dd>
<dd>RARE CANDY</dd>
<dd>Increases a Pokemon's level by 1. One time use. Revives a fainted Pokemon if used on one.</dd>
<dt>REPEL</dt>
<dd>Repels wild Pokemon for 100 steps. The Pokemon at the front of the party must have a higher level of the Pokemon in the area for it to take effect.</dd>
<dt>REVIVE</dt>
<dd>Revives a fainted Pokemon and restores 1/2 of their HP.</dd>
<dt>SODA POP</dt>
<dd>Restores a Pokemon's HP by 60. If the remaining HP is less than 50, the Pokemon's HP is set restored to its maximum.</dd>
<dt>SUPER POTION</dt>
<dd>Restores a Pokemon's HP by 50. If the remaining HP is less than 50, the Pokemon's HP is set restored to its maximum.</dd>
<dt>SUPER REPEL</dt>

<dd>Will successfully catch the Pokemon it's used on, except for Trainer Pokemon. Used for catching wild Pokemon. It has a 100% capture rate.</dd>
<dt>SAFARI BALL</dt>
<dd>A special variant of a Poké Ball ball only used in the Safari Zone,; it has the capture rate of an Great Ball.</dd>

<dd>Allows you to travel faster than you could while walking or running, double speed to be exact.</dd>
<dt>BIKE VOUCHER</dt>
<dd>If you give it to the man running the Cerulean Bike Shop, you'll get a free bike. Can be exchanged for the BICYCLE in the Cerulean Bike Shop.</dd>

<dd>Once obtained, you will be able to open previously blocked doors. </dd>
