Lapras is both hard-hitting and has decent physical bulk, giving it good chances to defeat both Tauros and Snorlax when healthy; as such, it earns a niche in the RBY OU metagame. However, the tier is littered with Pokemon that are well-equipped to tank its Blizzards: Chansey, Starmie, and Alakazam can all heal them off for days, though Lapras has some tools to beat them. Thunderbolt gives it great chances to defeat Starmie if it has already been paralyzed by a teammate, as well as being vital against other Water-types. Sing is a catch-all option that will put any healthy target out of commission, but it relies on shaky accuracy to do so. Finally, Hyper Beam gives it some extra power to be able to finish off weakened Chansey and Alakazam. While Lapras has very little room for error due to being strongly incapacitated by paralysis, when everything clicks it can muscle through its checks and land its powerful Blizzards on targets of high importance. Lapras, although unreliable, is still a threat to keep in mind for any RBY player.

Edit: Last line calling Lapras a threat, small nit pick, I'd say more it can pack a punch, as no one really feels threatened by Lapras that often.
Double edit: I suppose it is fine, due to "although unreliable", up to you if you want to reword.
