RBY Tier List
Put together an RBY tier list for OU and UU. It doesn't include all the UU, but it's a start.

OU Tier

S Rank - The big 4. These Pokémon are very difficult to counter with no significant weaknesses or if they do have weaknesses they make up for it with significant upsides and utility. They are the best and most consistent at their respective roles and they have the ability to go toe-to-toe with anything.
  • Tauros
  • Snorlax
  • Chansey
  • Exeggutor

A Rank - These Pokémon are also extremely consistent and difficult to counter. If they have weaknesses they typically have a way to deal with their weaknesses whether by countering it or through their utility. However, these Pokémon have one small flaw or weaknesses that they can't over come. This prevents them from being S rank: Alakazam - very limited attacking move pool and low pp on psychic which can be pp stalled out. Starmie - its real weakness is Chansey with tbolt which it can't do anything to.
  • Alakazam
  • Starmie

B Rank - These Pokémon offer significant offensive and defensive capabilities and utility. While they do have weaknesses they're strengths are able to offset those weaknesses. However, these Pokémon have one major flaw or weaknesses that they can't deal with and effectively forces them to be switched out. This prevents them from being A rank: Rhydon - can get OHKO by stab blizzard or a grass move and extremely weak to any special attack. Lapras - low speed for a special sweeper and doesn't have twave to slow the opponent down, making it extremely susceptible to electric moves. Zapdos - completely walled by ground-rock types.
  • Rhydon
  • Lapras
  • Zapdos

C Rank - These Pokémon offer very good offensive and defensive capabilities and utility. However, they tend to have flaws and weaknesses that make them more situational and team comp dependent.
  • Jynx
  • Cloyster
  • Golem
  • Jolteon

D Rank - These Pokémon are quite strong, but their flaws and weaknesses make them wildly inconsistent. They often will require the right team built around them in order to be effective.
  • Slowbro
  • Gengar

UU Tier

Uber Rank? - These Pokémon too powerful to be played in UU, but too inconsistent to be in OU. They kind of have their own tier. Wrap Dragonite fits here.
  • Dragonite
S Rank - These Pokémon are nearly as powerful as OUs. They offer significant offensive and defensive capabilities and utility in UU. In OU, they can be viable although their weaknesses are exploitable. In UU, they are much more well rounded as their strengths are able to offset those weaknesses. They can effectively go toe-to-toe with anything in UU.
  • Persian
  • Hypno
  • Victreebell
  • Articuno

A Rank - These Pokémon are all around consistent in UU. However, their flaws and weaknesses prevent them from being used OU, although they can sometimes be used as a surprise weapon. In UU, their weaknesses are not as major and can be overcome.
  • Dodrio
  • Clefable
  • Kangaskhan
  • Moltres
  • Raichu

B Rank - These Pokémon offer very good offensive and defensive capabilities and utility in UU. However, they do have a few major flaws and weaknesses that make them unusable in OU, but are not as exploitable in UU. This allows them to be used in many capacities in UU.
  • Golduck
  • Poliwrath
  • Tentecruel
  • Vaporeon
  • Venausur
  • Kadabra
  • Haunter
C Rank - These Pokémon offer decent offensive and defensive capabilities and utility in UU. However, they tend to have major flaws and weaknesses that make them more situational and team comp dependent.
  • Gyarados
  • Dugtrio
  • Sandslash
  • Omanyte
  • Graveler
  • Staryu
D Rank - These Pokémon are decent in UU, but their flaws and weaknesses make them inconsistent. They often will require the right team built around them in order to be effective.
  • Pinsir
  • Kingler
  • Electrode
  • Tangla
  • Charzard
  • Electabuzz
  • Arcanine
E Rank - These Pokémon are useful in certain situations and on certain teams in UU, but they have exploitable flaws and weaknesses that limit them to primarily as surprise weapons.
  • Rapidash
  • Ninetails
  • Aerodactyl
  • Nidoking
  • Machamp
  • Raticate

F Rank - These Pokémon are exclusively surprise weapons and can be effective in that capacity.
  • Primape
  • Dragonaire
  • Magneton
  • Venomoth

Banned deucer.
Slowbro being D Rank in OU is a misunderstanding at best. Your OU stuff is overall an ok opinion, but wrong nonetheless.

A lot of your UU stuff, however, is really scattered.

Nidoking and Machamp deserve to be way higher for their coverage. Both are extremely versatile and can fit into a variety of teams, and their stats aren't really holding them back either. They're great "glue" Pokemon. Venomoth is the fastest Double Powder User in UU and thus is inherently useful to teams as well. These should all be at least C-D Rank.

Kingler is WAY too high too. The thing is cool as hell yeah, but good lord is it atrocious as a Pokemon. It dies to a majority of the higher-up threats such as Electabuzz and Raichu, and tends to just be dead in the water against anything Rock Type anyway. Electrode being better than Electabuzz despite the latter having a vastly superior movepool and offensive capabilities is plain stupid. You say Alakazam has issues with PP Stall and then say Electrode deserves D Rank above Electabuzz? What in the world?

Also can you please, please proofread your post, you called Omastar "Omanyte" and Ninetales "Ninetails". Seriously, did you even try?

Sup dude, it may interest you to know that Pokemon Perfect already has Viability Rankings (equivalent to this tier list) and extensively tested lower tiers, which may be of interest to your evaluation of lower tier pokemon, although it is a little outdated and a relatively recent attempt to revamp it didn't get off the ground. Alternatively smogon has its own RBY viability rankings, which you can find in the resource thread, though since smogon is far from the best place for RBY it's not as accurate as Pokemon Perfect's

As for your tier list, there's a whole bunch that I disagree with. First is that I definitely think Zapdos is an A rank. It's just an absurdly potent threat that can only really be handled safely if you've got GolDon or Jolteon (note that the latter is easily revenge killed if it does take on Zap). Getting hard-countered by GolDon is FAR from an insurmountable obstacle. They have far lesser longevity that Zapdos, as they just aren't the kind of pokemon that get reserved for the late in the game, as Rhydon is an excellent midgame attacking force, and Golem usually blows itself up. Both also have some defensive utility as they can sponge blows from stuff like Lax, which creates openings to wear them down. I think most high level players consider it to be above Zam and below Star in its level of viability

Your D rank is kinda... shocking. Gengar, despite its bad matchups is still pretty decent, and stands a decent chance of incapacitating two opposing pokemon in any given match. While I'm not saying it's great, it's easily good enough for C rank. Slowbro in D is just baffling though. This is a pokemon that has significant potential to steamroll teams, but even if it fails to achieve that it still brings a lot of value, as it's a great defensive pokemon and is one of the best paralysis spreaders in the entire game. It's easily on par with Lapras and Rhydon.

I'll just dump some quick thoughts on your UU rankings- Persian is still held back by being a glass cannon- good but not S rank. Victreebel is FAR from S rank, being merely average instead, as there are too many faster pokemon and flying types, while it still lacks defensive utility. Clefable isn't that great (still decent, but it's not A), as its bulk is merely average and Hypno's just kinda better overall. Articuno and Moltres aren't even that great due to Tentacruel existing and wrecking their shit.

Tentacruel should not be in B rank. It is borderline broken in the tier and the best Pokemon overall (including Dnite) by a loooooooong margin. Its Special power/bulk is actually insane (its Hydro Pump is stronger than an unboosted Mewtwo Psychic), while Wrap combined with base 100 Speed is absurd. It's by far the most centralising pokemon in the tier as it warps the metagame around it. Golduck is pretty bad, it has no tools with which to set up and lacks the coverage to get around opposing Waters. Venusaur ought to be lower for the same reasons as Victreebel. Kadabra ought to be higher, being a fast and powerful attacker also capable of revenge killing Tentacruel.

Dug ought to be higher, fastest relevant pokemon in the game, STAB EQ is good because it both sweeps and revenge kills Tenta. Graveler is pretty bad lol, its weaknesses are extremely exploitable, and it doesn't do enough offensively to make up for it. Electrode and Arcanine are not viable lol, Electrode doesn't do anything because it has no coverage, Arcanine is just terrible as it lacks the one thing that makes Fire types vaguely interesting (Fire Spin), so you should just use Rapidash instead. Electabuzz ought to be B or possibly even A. UU lacks any notable Ground types, which means Raichu's Surf isn't terribly valuable- Agility is far more interesting. Despite talking it down earlier, Victreebel is still relevant, so Buzz's Psychic is more valuable, while the extra 5 base Speed is the difference between reliably revenge killing Tentacruel and having to rely on speed ties. I think it's overall better than Raichu, but it's close as Raichu's a better sweeper. Lastly Raticate ought to be higher. It's a terrible Pokemon, but Super Fang actually makes it a really potent wallbreaker, so it doesn't belong with Pokemon as bad as Nidoking.

I disagree with pretty much everything I haven't removed from this quote. Machamp is still trash, as its typing gives it pretty much no utility whatsoever, being weak to Hypno and Kadabra, and having no relevant resistances. Its bulk still isn't good enough (this tier has some of the strongest attackers in terms of raw power in the game) and its coverage is extremely easy to play around. Nidoking is even worse lol, as it trades Machamp's mostly neutral typing for one that gives it numerous crippling weaknesses. In exchange it gets coverage, sure, but it hits about as hard as your average muscular dystrophy patient. Venomoth simply isn't fast enough, and doesn't bring enough value to the table aside from dual powder- it has no offensive potential and its typing is atrocious.

Saying Kingler is way too high is overstating it. Yes it's not very good, but it's not as though they've ranked it particularly high anyway. I mean, it is extremely potent in the right circumstances, even if those circumstances are extremely difficult to bring about.

How is picking on them for their grammar constructive in any way?

I typed a lot of stuff, idk if parts of it came across as overly harsh, if it did, sorry

Locking the thread. This thread resembles a viability rankings, which is almost always just done for 1 tier (not 2). I don't feel the community will trust your expertise in the tier and to maintain the OP, 2 key things that are important in running a viability ranking thread. For an old gen OU tier (as opposed to less explored old gen tiers), it's crucial you are considered by top players (ultimately decided by important tournament results) to have a lot of knowledge in the tier.

You can PM Jellicent , Lutra and/or undisputed (RoA moderators) to check if your post is okay.
