I believe sub 3 triggers on steps 1 and 2 and aliases to "is to use scorching sands on any upcoming STEP". It could be ruled as fully illegal if it is interpreted as ambiguous or "if I am to use scorching sands on more than 1 upcoming step", since that is not a legal sub.
