Arbitrations

March 4th: ICBB players are allowed to join, whereas tournament and circuit banned players are not.

March 4th: Activity wins / dead games will be decided by the 3 hosts. Ghosting/other cheating offences will be decided by the hosts subject to site-wide punishment and evidence guidelines.

April 2nd: Trap has been permabanned and is not allowed to play in RoAPL V. The Aspertia Arcanines will be allowed to sell back Trap for 3k credits to draft another player from the pool.

April 2nd: I attract E-Girls has been banned and their ban will not expire before the end of RoAPL V. The Mt. Moon Men will be allowed to sell back I attract E-Girls for 3k credits to draft another player from the pool.

April 19th: sig has been permabanned and will not be allowed to participate as assistant manager in RoAPL V. The Sunyshore City Shaymins were allowed to pick one of their players to assume the role of assistant manager, and they chose Hyogafodex. Hyogafodex will still be allowed to participate as a regular player during all the weeks, but will also serve in official capacity as the assistant manager if needed by the hosts.

Ruleset Changes / Clarifications

March 4th: Entry into the playoffs is decided by the top 4 according to Points (descending) > Individual Wins (descending) > Win Percentage (descending). If a tie persists, head-to-head will be evaluated, and a 3-on-3 tiebreaker will be scheduled if the head-to-head was a tie.

March 4th: In the event of a playoffs tiebreak, management of both teams will rank their preferred tiers from #1-#3. Points will be assigned to the ranks in the following way: Higher Seed (#1 or #2 in semis): #1 - 100000, #2 - 1000, #3 - 10, #4-6 - 0 | Lower Seed (#3 or #4 in semis): #1 - 10000, #2 - 100, #3 - 1, #4-6 - 0. The point values are arbitrary but represent the relationship of higher seed > lower seed > higher seed > lower seed > higher seed > lower seed in terms of weighting. The 3 tiers with the highest number of points will be selected for the tiebreak set and managers will then choose any 3 unique players from each of their teams to play in the determined tier spots. If there's a tie in seeds that can't be broken, the same process will be used but with equal weighting of 100, 10, 1 and the 3rd tier will be decided at random if a tie persists.

March 4th: A team week win is worth 2 points. A team tie is worth 1 point. A team loss is worth 0 points. All gens matches are FT1W, except RBY which is FT2W. All match results give individual wins and losses. Dead games and ties give neither a win or loss.

March 13th: Retains were voted on by the manager and accepted, because half of the teams are returning teams from last year and two other teams have ties with a non-returning team. However, teams can only retain 1 player, due to this being the first edition where retains are allowed, and cannot trade retain rights. If a manager wants to retain a player, managers must do a forum PM with all the hosts: HSOWA, Smoochyena, and tjdaas, and tell which player they want to retain and what their correct retain price is (last year's price plus 3k, but 10k minimum).

March 13th: The maximum number of players a team can have is 24 players (12 starters and 12 subs), which was voted on by the managers. The minimum amount of players a team needs stays 14 (12 starters and 2 subs).

March 13th: Managers voted for no midseason.

March 13th: Managers will be able to trade and/or sellback players from the start of the Week 2 until the end of Week 4. Sellback replacements consist of any valid unbought player. Players traded or bought as a sellback replacement will not be able to play until the following week. Sellback replacement order will be determined by highest value of the player being sold back. In the event of a tie, the first manager to send a valid PM is prioritized. For a sellback to be valid, managers must do a forum PM with all the hosts: HSOWA, Smoochyena, and tjdaas. The deadline will be on Saturday 23:59PM EDT each week (2-4) and we will announce the sellbacks on the Sunday, and let you know earlier if there are any sellback replacement request clashes.

March 17th: Rule added: "(Both) Players involved within a match whose replays are missing (not saved or publicly available) will have a counter incremented. In the case of RBY, because of FT2W, every missing replay will increment the counter by 1, while in all other gens, the counter will be incremented by 2. When the counter reaches 4, a player cannot play for the following 2 weeks. Should they return and then further increase the counter to 6 (counter not reset), they cannot play the following 3 weeks. To prevent missing replays and allow battles to potentially be reloaded, we require every player to play their matches on https://smogtours.psim.us."

March 23rd: Drafting order was randomly determined as: Aspertia Arcanines, Pyrite Town Pichus, Konikoni City, Po Town Power, Mt. Moon Men, Sunyshore City Shaymins, Mauville Magnetons, Hearthome City Heatrans.

March 24th 2019: Koniko Clan has changed name to Konikoni City. All updatable pages will have Koniko Clan be replaced by Konikoni City.

After watching the replays of Alexanders first series I feel TOTALLY justified in these rankings. I don't subscribe to the idea that just because someone is less experienced in tours means they are worse players. Maya is an extremely good RBY player and should fare well, Eb0la might be slightly over ranked here, but just going on my personal experience playing him he is decent.

Alexander is a great overall player for sure, but I wouldn't say he's a top tier RBY player. We shall see how this plays out.

You basically cited one series to rank Alexander below most of the pool instead of looking at overall consistency across a number of years. Yes, I agree that less experience in tours =/= automatically worse player, but your rankings don't factor in any tournament results at all. You can't just make a list that subjective and allow it to have any credibility whatsoever.
