Rotom-C's useful Electric typing, access to Nasty Plot, good Special Attack, and average Speed stat allow it to help out greatly with Flying-types and become a fearsome setup sweeper. Nasty Plot allows Rotom-C to net OHKOs against bulkier Water- and Flying-types such as Toxapex and Corviknight. Use Substitute on passive Pokemon such as Ferrothorn and Toxapex to avoid status and set up with Nasty Plot. Thunderbolt makes Rotom-C able to take on Flying-types such as Corviknight and Mandibuzz. Dark Pulse is used for neutral damage and greatly helping with Ferrothorn, Seismitoad, and Excadrill and Ghost- and Psychic-types like Aegislash and Celebi. Maximum HP makes it easier for Rotom-C to keep its Substitute while setting up on Ferrothorn, while maximum Speed with a Timid nature allows Rotom-C to outpace Togekiss.

Rotom-C's appreciate its ability to be able to threaten Flying-types such as Pelipper and Corviknight. Rotom-C loves entry hazard setters such as Ferrothorn and Roserade to sweep more easily mid- to late-game and in particular likes Ferrothorn thanks to its Steel typing allowing it to come in on Ice-type attacks. Appletun forms a good defensive core with Ferrothorn because its Dragon typing and Thick Fat makes it able to come in on Fire-type attacks from Pokemon like Dragapult and Charizard. Virizion makes a great partner due to its ability to take on Charizard and Centiskorch with Stone Edge, OHKO Alolan Ninetales with Smart Strike and Steel-type Pokemon like Excadrill. Leech Seed users such as Ferrothorn, Appletun, and Whimsicott are good partners for Rotom-C, as they wear down opposing Pokemon for it while helping it set up by providing it with more passive recovery. Whimsicott can be used for its Substitute + Leech Seed to chip Pokemon down and make it easier for Rotom-C to clean up. Whimsicott's Fairy typing and access to Moonblast also help greatly in the Dragon- and the Dark-type matchup with pressuring and taking care of Hydreigon and Grimmsnarl. Whimsicott can also use Heat Rock and Sunny Day to make Venusaur and Celebi turn into dangerous sweepers that greatly help in the Steel-type matchup, taking care of Pokemon that Rotom-C has trouble with such as Duraludon with Growth-boosted Weather Ball or Nasty Plot-boosted Earth Power .

Reordered this since I feel Substitute should go in tandem with Nasty Plot as you talk about it in set comments.

Highlight that Nasty Plot makes it a good setup sweeper.

Talk about Substitute working together with Nasty Plot and how it lets Rotom-C avoid status. Give Ferrothorn as an example.

Chandelure and Aegislash aren't Psychic type Pokemon. Just say how it can hit a lot of Pokemon Thunderbolt can't like Ferrothorn, Seismitoad, and Excadrill, and then you can say how it hits Psychic- and Ghost-type Pokemon like Celebi and Aegislash for super effective damage too.

Chandelure is Choice Scarf, give a better example or remove it for something the Speed helps with. Talk about maximum HP too, and how it helps it set up easier while letting it use Subsitute against Ferrothorn's attacks.

Rotom-C sets up on Ferrothorn.

Generalize Appletun's ability to take Fire attacks, it's not just Hydreigon and Torkoal, I'd do Dragapult or Charizard as an example and do like "from Pokemon such as Dragapult and Charizard". Put it after where you talk about Ferrothorn and say how they can form a good defensive core.

Would just not talk about Appletun and Whimsicott's Leech Seed and just generalize it in a separate line. So something like "Leech Seed users such as Ferrothorn, Appletun, and Whimsicott are good partners for Rotom-C as they wear down opposing Pokemon for it while helping it set up by providing it with more passive recovery." pretty much works. Talking about Whimsicott's Moonblast in that line seems fine.
