Rotom-C is a marginally threatening attacker that can utilize its passable offensive stats and support options to function as an offensive pivot. Its typing, ability, and access to Will-O-Wisp also give it a slight niche as a Defogger, as it can check certain Stealth Rock setters such as Metagross, Rhyperior, Diancie, and Gigalith while being immune to Spikes and Toxic Spikes. However, Rotom-C's unremarkable STAB combination leaves it unable to threaten prevalent Grass-, Poison-, and Dragon-types like Mega Sceptile, Shaymin, Roserade, Goodra, and Dragalge, while its defensive typing leaves it open to common offensive threats such as Golisopod, Salazzle, and Ninetales. Rotom-C also cannot break through various special walls such as Florges, Cresselia, Bronzong, and Registeel, as it lacks ways to boost its Special Attack and relies heavily on Leaf Storm for an attacking option. Many of Rotom-C's best checks are also common entry hazard setters, which hinders its viability as a Defogger. Ik I'm not a qc member or a gper and it might be a bit late, but goodra is neither a poison nor a grass type so it seems weird to put this in. I'd recommend to change this to something else.
Edit: or alternatively, you could add dragon types to that list too so you can keep goodra, as you already have 2 others.

Ik I'm not a qc member or a gper and it might be a bit late, but goodra is neither a poison nor a grass type so it seems weird to put this in. I'd recommend to change this to something else.
Edit: or alternatively, you could add dragon types to that list too so you can keep goodra, as you already have 2 others.
Goodra has Sap Sipper, my man. It resists one STAB and is immune to another. It's a perfect counter.
