[OVERVIEW]
  • Rotom-F carves out a niche as an Ice/Electric-type by having the unique combination of STAB Blizzard and Thunderbolt, which allows it to hit almost the entire tier for at least neutral damage because of it's unique typing.
  • It's decent speed tier lets it outspeed common Pokemon like Mesprit and Skuntank, threatening them with it's strong STAB moves. It however is still vulnerable to faster Pokemon like Dodrio, and most common scarfers like Primeape. However, it’s poor HP and defensive typing leaves it susceptible to being revenge killed. It's Ice-typing provides a Stealth Rock weakness, which is very undesired as a Defog user, and racks up quickly due to lack of reliable recovery.
  • A lot of specially defensive walls such as Clefairy and Type:Null are able to halt Rotom-F, but it's access to STAB Volt Switch allows it to grab momentum to bring in a teammate. Lanturn pretty much acts as a hard stop, while Assault Vest Eelektross is also a big problem.
  • Despite being an offensive Defog user, Rotom-F is forced out by the majority of the Stealth Rockers in the tier, making the hazard war hard to win.

Levitate is Rotom-F's only ability, giving it a Spikes and Toxic Spikes immunity and allowing it to come in on Ground-type attacks.
Usage Tips
========

  • Rotom-F has poor HP and a bad defensive typing makes it so there aren't much Pokemon it can switch into, barring weaker passive Pokemon like Clefairy and Quagsire, making it recommended to get Rotom-F in on a double switch or on a death. Another safe way to get Rotom-F in is off a slow U-Turn or Volt Switch.
  • Rotom-F's lack of reliable recovery makes it so it can't come in on Stealth Rocks often, especially when lacking a Iapapa Berry.
  • Volt Switch lets Rotom-F to pivot out on counters, allowing it's teammates to come in. Use Blizzard to hit Ground-types that can block Volt Switch for super effective damage, to prevent them blocking a Volt Switch.
  • Rotom-F's mediocre bulk doesn't give it much room to get a Defog off, forcing it to Defog on passive mons like Clefairy and Audino mostly. Be wary of using Defog if your opponent has a Primeape though, as a Defiant boost could be hard to switch into.
  • Due to it's decent speed tier, Rotom-F is usually able to get off a Will-O-Wisp on slower physical threats like Skuntank and Kangaskhan, crippling them.
  • Rotom-F should try to avoid switching into attacks, although it's immunity to Ground-type attacks like Mudsdale's Earthquake can allow for some free switch-ins.

Team Options
========

  • U-Turn users: U-Turn users like Togedemaru, Scyther or Mesprit create a nice VoltTurn core with Rotom-F, and are able to keep the momentum going to bring in your wallbreakers. Mesprit synergizes well as a Fighting resist that can also provide Healing Wish support.
  • Gurdurr supports Rotom-F well, by beating threats like Aggron, Lycanroc, Togedemaru and Alolan Sandslash. The Knock Off support it provides can also be very crucial, supporting Rotom-F by knocking off Eviolites on Clefairy and Type: Null and the occasional Assault Vest or Leftovers. In its turn, Rotom-F is able to beat a lot of pokemon that can trouble Gurdurr, like Mudsdale, Qwilfish and Swanna.
  • Choice Specs Wallbreakers like Jellicent and Alolan Exeggutor are able to pressure the special walls that trouble Rotom-F like Clefairy and Type: Null more, making Rotom-F's job way easier.
  • Physical Wallbreakers like Stoutland and Lycanroc-Dusk help break down Specially Defensive Pokemon like Clefairy and Lanturn, and appreciate Rotom-F's Volt Switch support.
  • Froslass is able to get up Spikes and pressure a lot of the Pokemon that Rotom-F has trouble breaking, like Qwilfish and Jellicent, while also appreciating the Volt Switch support to get free switch-ins.

Other Options
=============

  • Substitute and Pain Split could be paired up, replacing Will-O-Wisp and Defog. Substitute can be used to avoid getting statused by moves like Toxic, while Pain Split increases Rotom-F's longevity by healing off it's switch-ins.
  • A Choiced Attacker set using either Choice Specs or Choice Scarf as it's item is another option. Choice Scarf boosts Rotom-F's speed, letting it out-speed faster Pokemon like Dodrio and Primeape, and slower scarfers like Mesprit, while Choice Specs increases its wallbreaking prowess. However, this is usually suboptimal as Rotom-F prefers being able to switch it's moves, as being locked into Volt Switch could give the opponent a free turn. An alternative for Choice Specs that keeps the ability to switch moves could be Life Orb.
  • Thunder Wave could be used over Will-O-Wisp to cripple faster threats, to support its teammates with speed control.
  • Hidden Power Ground can be used to hit Togedemaru, as it's one of the few Pokemon that can switch into both of Rotom-F's STAB moves. However, Rotom-F usually has trouble fitting this move into it's moveset.

Checks and Counters
===================

**Specially Defensive Pokemon**: Pokemon with high Special Defense like Clefairy, Alolan Sandslash, Hitmonchan, Audino and Type Null can easily come in and take Rotom-F's attacks, forcing it to Volt Switch out. Lanturn is an especially annoying wall, as it puts a hard stop to Rotom-F's Volt Switch with Volt Absorb while also resisting Blizzard.

**Residual Damage**: Despite being immune to Spikes, being a Rock-weak Defogger means Rotom-F takes one quarter of it's HP every time it comes in to remove rocks. No reliable recovery makes residual hazard damage stack up over time, although a Iapapa Berry could help with this issue.

However, it’s poor HP and defensive typing leaves it susceptible to being revenge killed. (its ice-typing also leaves it susceptible to stealth rock which isnt ideal for a defogger. also mention that its lack of recovery combined with the aforementioed sr weakness can make it worn down quickly) (mention that while its speed tier is decent, its still leaves it vulnerable to faster pokemon like lycanroc and dodrio, and choice scarf users like primeape)
  • A lot of specially defensive walls such as Clefairy and Type:Null are able to halt Rotom-F, but it's access to STAB Volt Switch allows it to grab momentum off a switch into one of those walls. (just say that volt switch allows it to grab momentum into a teammate) (id also add a point about rotom-f being walled by lanturn and struggling against av eelektross)

It however is still vulnerable to faster Pokemon like Dodrio, and most common scarfers like Primeape. However, it’s poor HP and defensive typing leaves it susceptible to being revenge killed. It's Ice-typing provides a Stealth Rock weakness, which is very undesired as a Defog user, and racks up quickly due to lack of reliable recovery. (you haven't mentioned defog until here, which is odd seeing as that's a large part of rotom's niche, imo.) (if you're really gonna mention annoying scarfers, i think toge should at least go before ape, as it's a lot more common and resists your STAB combination.) (this honestly feels a bit too large for one bullet, split the points about its speed being decent and revenge killing it up.)

(the only common stealth rock setters that really force you out are clefairy and spdef aloslash, but even the latter is shaky bc no recovery or resistance to tbolt. being weak to rocks and not having recovery are important points that you do mention earlier, however.)
  • Defog not being mentioned in a positive manner once is a bit of an issue. Its typing lets it pressure most of the common entry hazard setters, Levitate prevents it from being worn down by all hazards bar Stealth Rock, and it has good support and utility options for a Defog user (Volt Switch, Will-O-Wisp, Pain Split).

Make this the set, imo. Defog is a large part of what makes Rotom as good as it is, and that should be emphasized by its placement + it not being slashed. Thunderbolt giving you a more powerful Electric STAB that doesn't force you to switch out is pretty good, especially with Pokemon like Jellicent, specially defensive Articuno, and specially defensive Alolan Sandslash running around, although it isn't necessary. Be sure to adjust the order of the moves accordingly.

The point about using Volt Switch could be reworded to say that Rotom should use it when predicting counters to switch in, for example.

  • Hidden Power Ground can be used to hit Togedemaru, as it's one of the few Pokemon that can switch into both of Rotom-F's STAB moves. However, Rotom-F usually has trouble fitting this move into it's moveset.

**Specially Defensive Pokemon**: Pokemon with high Special Defense like Clefairy, Alolan Sandslash, (meh, not 100% sold on this example. it resists blizzard, sure, but even with spdef investment, you still take a fair amount from the electric-type moves.) Hitmonchan, Audino and Type Null can easily come in and take Rotom-F's attacks, forcing it to Volt Switch out. Lanturn is an especially annoying wall, as it puts a hard stop to Rotom-F's Volt Switch with Volt Absorb while also resisting Blizzard.

**Residual Damage**: Despite being immune to Spikes, being a Rock-weak Defogger means Rotom-F takes one quarter of it's HP every time it comes in to remove rocks. No reliable recovery makes residual hazard damage stack up over time, although a Iapapa Berry could help with this issue.

Revenge killers (faster Pokemon, faster Choice Scarf users, and priority users) should be mentioned here, probably above the bit about residual damage. I know this would make the C&C section similar to the already uploaded version, but it all still applies, so it shouldn't be an issue.
