[SET COMMENTS]
Rotom-S is one of the premier entry hazard removers in the metagame due to its ability to pivot with Volt Switch and excellent defensive typing that lets it wall and threaten common Pokemon such as Qwilfish, Sawk, and Centiskorch. Will-O-Wisp allows Rotom-S to cripple physical attackers such as Kangaskhan, Silvally formes and Rhydon on the switch, while Pain Split gives greater but unreliable longevity. 252 Speed EVa lets Rotom-S as much bulk as possible and let it outspeed relevant Pokemon such as Cramorant, Qwilfish, and Choice Band Sawk. Investing in Special Attack over HP to pressure common walls like Garbodor, Cofagrigus, and Piloswine is also viable.

Rotom-S fits on balance and offense teams as an entry hazard remover and pivot. Common VoltTurn teammates like Silvally-Ground, Wishiwashi, and Uxie can form a pivot core with Rotom-S to safely bring in wallbreakers such as Centiskorch, Frosmoth, and Shiftry. Toxic cripples Rotom-S, so Toxic-immune partners such as Qwilfish, Clefairy, and Garbordor are greatly appreciated; Rotom-S in turn provides them with a switch-in to Ground-type attacks. Knock Off hinders Rotom-S's ability to remove entry hazards, so Knock Off absorbers such as Silvally formes, Garbordor, and Skuntank help immensely. Rotom-S is unable to deal with hard-hitting wallbreakers such as Kangaskhan, Silvally formes, and Rapidash, so strong revenge killers such as Cinccinno, Alolan Persian, and Choice Scarf Sawk are all great teammates.

[SET COMMENTS]

Rotom-S's decent Speed along with an excellent offensive typing give it a niche as a stall breaker and cleaner with Nasty Plot. Substitute allows Rotom-S to avoid crippling status from passive Pokemon such as Audino, Clefairy, and Altaria, which, in conjunction with its STAB Thunderbolt, lets it beat the only Unaware user in the tier in Pyukumuku. Pain Split, on the other hand, gives Rotom-S more longevity against weak attackers without status such as Cofagrigus, Galarian Stunfisk, and Uxie.

Rotom-S is fits on offensive teams for its stallbreaking and cleaning capabilities. Teammates such as Silvally formes, Kangaskhan, and Basculin appreciate Rotom-S dealing with bulky Pokemon such as Pyukumuku, Ferroseed, and Altaria. Faster offensive Pokemon such as Kangaskhan, Froslass, and Silvally-Ghost are able to threaten Rotom-S, so switch-ins such as Cofagrigus, Piloswine, and Galarian Stunfisk and fast attackers like Alolan Persian, Basculin, and Choice Scarf Sawk are vital for it. Ground-type Pokemon such as Piloswine and Rhydon are able to stomach an unboosted attack from Rotom-S, so switch-ins such as Wishiwashi, Ferroseed, and Jellicent are appreciated.

Thunder Wave and Toxic are valid replacements for Will-O-Wisp, but the former is punished by switching into Ground-types, which already don’t fear Rotom-S's other moves, and the latter allows switch-ins such as Silvally-Ground and Galarian Stunfisk to come in more easily. Discharge can used as Rotom-S's Electric-type STAB move to paralyze offensive switch-ins but leaves it worse off versus bulkier Pokemon. Rotom-S can be a team's Choice Scarf user, but its weakness to Stealth Rock, vulnerability to common priority moves such as Ice Shard, and direct competition with Rotom make it suboptimal for that role.

Checks and Counters
===================

**Bulky Ground-types**: Ground-types such as Piloswine, Galarian Stunfisk, and Rhydon block Rotom-S's Volt Switch and Thunderbolt and take little from Air Slash. All of them, however, don’t appreciate taking a Will-O-Wisp on the switch.

**Revenge Killers**: Faster attackers with moves to hit Rotom-S hard such as Cincinno and Froslass are able to pressure it out with ease.

**Toxic**: Taking Toxic from users such as Altaria, Alolan Persian, and Miltank cripples Rotom-S due to its unreliable recovery.

**Knock Off**: Knock Off users like Sawk, Centiskorch, and Gurdurr are difficult for Rotom-S to consistently switch into. Entry hazard setters with access to Knock Off such as Uxie, Clefairy, and Ferroseed also make it hard for Rotom-S to consistently remove entry hazards throughout a game.

The Nasty Plot set deserves to have its own section rather than being stucked to OO. Do you think you could also write it?
I can definitely write it, however I would like to know if this is the best set for it.

Rotom-S is one of the premier hazard removal in the metagame due to its ability to pivot with Volt Switch and its excellent defensive typing that's able to wall and threaten common Pokemon such as Poliwrath, Sawk, and Centiskorch. Will-O-Wisp allows Rotom-S to cripple physical attackers on the switch such as Lycanroc, Silvally formes, and Rhydon, while Pain Split gives greater but unreliable longevity. The EV spread of 252 HP and 252 Speed gives Rotom-S as much bulk as possible while still being able to outspeed relevant Pokemon such as Choice Band Sawk, Cramorant, and Magmortar. (Mention that special attack investment over bulk is also a valid option as Rotom-S pressures more walls like Cofagrigus and Garbodor)

Rotom-S fits on balance and offense teams as their hazard removal and as a pivot. Common VoltTurn users teammates (VoltTurn is a playstyle, not an attribute Pokemon "use") like Silvally-Ground, Basculin, and Uxie can form a core with Rotom-S to safely bring in wallbreakers such as Drampa, Magmortar, and Shiftry. Rotom-S's decent Speed and Special Attack (Fluff; only Speed is worth mentioning as far as stats go) along with an excellent offensive typing allows for Rotom-S to have a niche as a stall breaker and cleaner with Nasty Plot. Substitute allows Rotom-S to avoid otherwise crippling status from passive Pokemon such as Audino, Clefairy, and Altaria. Pain Split, on the other hand, allows to Rotom-S longer longevity (Versus what? If sub helps with status users, Pain Split helps with weaker attackers like Cofagrigus and Galarian Stunfisk).

Rotom-S is fits on offensive teams for its stallbreaking and cleaning capabilities. Teammates such as Silvally formes, Kangaskhan, and Basculin appreciate Rotom-S for dealing with bulky Pokemon such as Pyukumuku, Ferroseed, and Altaria. Faster offensive Pokemon such as Lycanroc, Froslass, Silvally-Dragon are able to threaten Rotom-S, so switch-ins such as Cofagrigus, Poliwrath, and Galarian Stunfisk are vital for Rotom-S. (Also mention even faster Pokemon like Alolan Persian and Choice Scarf Sawk that pressure these threats before Rotom-S attempts to setup)

Thunder Wave and Toxic are valid replacements for Will-O-Wisp, but the former is punished by the already safe switch into Ground-types and the latter allows switch-ins such as Lycanroc, Silvally-Ground, Galarian Stunfisk to switch in easier. Rotom-S can be a team’s Choice Scarfer, but it’s Stealth Rock weakness, weakness to common priority moves such as Ice Shard and Accelrock, and direct competition with regular Rotom makes it unoptimal.

**Bulky Ground-types**: Ground-types such as Palossand, Piloswine, and Rhydon block Rotom-S's Volt Switch and Thunderbolt and take little from Air Slash. (Mention how Rhydon and Piloswine don't like taking a Will-O-Wisp when they were expecting a Volt Switch)

**Revenge Killers**: (You wrote about a lot of these already, and just reiterate how it's easy to revenge kill Rotom-S with faster attackers that have strong coverage for it)

**Toxic**: Rotom-S's unreliable recovery allows it to be crippled after taking a Toxic from users such as Altaria, Alolan Persian, and Miltank.

**Knock Off**: (Another aspect you wrote about and could be mentioned here is Knock Off. Explain how Knock Off makes it harder for Rotom-S to consistently switch into Centiskorch and Sawk, while passive entry hazard setters like Clefairy and Ferroseed also threaten it with this attack)

QC 1/2! Very well written, this was a great job! You pretty much covered everything I was looking for and the prose did a great job following the format. I really only had a couple of suggestions and wanted to beef up the checks section with points you already made prior. Thanks again for writing for us, great work!

Even if stab moves are usually fluff, i'd like you to mention that STAB Tbolt lets it break through the only unaware wall in zu, pyukumuku, which is one of the reason why it's a great stallbreaker.

Rotom-S is fits on offensive teams for its stallbreaking and cleaning capabilities. Teammates such as Silvally-formes, Kangaskhan, and Basculin appreciate Rotom-S for dealing with bulky Pokemon such as Pyukumuku, Ferroseed, and Altaria. I'd mention that Ice- and Rock-types such as Piloswine, Vanilluxe, and Rhydon are very annoying for Rotom-Fan as even if slower they can take a hit from unboosted rotom and ohko it back with their super effective moves, so counters to them are appreciated.
