This set serves as both a mid-game breaker and a late-game cleaner, having a good offensive matchup against a large portion of the metagame. Alolan Sandshrew should be used with hail support as it outspeeds the entire unboosted said metagame with it, preferably from Alolan Vulpix as it can simultaneously provide veil support to allow you to set up safer with Swords Dance. The general strategy is to try and weaken potential opposing teammembers that can shrug off one or multiple boosted attacks. Examples of these are Corsola (because of its massive bulk and potential to disable moves), physdef Machoke, Ferroseed (because of its typing + Iron Barbs) and Fletchinder (because of a potential Flame Body burn due to the only good move against it being multi-hit). Alolan Sandshrew's handy steel typing allows it to switch in on a good number of common sights, but care should be taken that it still has has enough health left to safely weather attacks from targets you wish to use as setup fodder. Momentum is key when using it due to the limited number of hail turns which means that predictions will be necessary in some situations, lest your opponent flips the table and aquires the upper hand from which you will need to recover (this frequently equates to getting in vulpix safely).
Alolan Sandshrew and its common partner Alolan Vulpix share weaknesses to Fire- and Fighting types, making teammates like Lampent, Fletchinder, Mareanie or Galarian Corsola very helpful. Slow pivots are also great for them as Vulpix can struggle to get in safely and avoiding chip on Sandshrew can be crucial. Building a defensive backbone with this duo is tough so teams built around it should be relatively offensive.
