V-create boasts an immense 180 Base Power and is Victini's strongest STAB attack. This allows Victini to OHKO Grass- and Steel-types such as Tapu Bulu, Ferrothorn, Kartana, and Scizor as well as some Pokemon neutral to Fire-type attacks like Tapu Koko and Tapu Lele. Bolt Strike serves as essential coverage to hit Water-types such as Toxapex, Greninja, and Tapu Fini. U-turn allows Victini to give you momentum as well as pivot out against the likes of Tyranitar, Mega Latios, and Mega Latias. Trick serves to cripple opposing walls such as Toxapex and Gastrodon that attempt to switch into Victini. Alternatively, Final Gambit is useful in situations when the team would appreciate a specific Pokemon removed and to revenge kill any variant of Volcarona. Maximum Speed, a Jolly nature, and a Choice Scarf allow Victini to be as fast as possible while outspeeding other common Choice Scarf users such as Landorus-T and Tapu Lele. Maximum Attack ensures that Victini hits as hard as possible while retaining maximum speed. Use Final Gambit only alongside maximum HP investment.
Usage Tips
========
Try to bring in Victini as safely as possible versus passive Pokemon such as Ferrothorn, Celesteela, and Clefable. VoltTurn support is hugely appreciated to bring Victini safely in versus more offensively oriented teams. Victini's unique defensive typing allows it to pivot into powerful wallbreakers such as Tapu Lele, Mega Medicham, and Mega Charizard Y; take advantage of this to gain valuable momentum for the team. Due to the rarity of this set, Victini can effectively bluff either Choice Band or Z-Celebrate to scare out Pokemon that it would commonly hit hard or set up on. Take advantage of this and pivot out to strong wallbreakers such as Mega Medicham that can threaten Toxapex, Landorus-T, and Heatran with its dual STAB attacks and coverage. Avoid Dark-type attacks at all costs. Scout for a potential Knock Off from Ferrothorn or Clefable, as this will neutralize Victini's revenge killing capabilities. Take caution of being locked into V-create if the opposing team has a Tyranitar, as Victini will easily get Pursuit trapped.
Team Options

An entry hazard remover is essential due to Victini's susceptibility to every entry hazard. Landorus-T and Zapdos are both good options, as they can pressure common Victini switch-ins such as Tyranitar and Toxapex. However, Zapdos must be wary of Toxic, as being poisoned will severely hinder its performance. Mega Latios serves a similar role, but it is susceptible to being trapped by Tyranitar and poisoned by Toxapex as well. Volt Switch from Tapu Koko or U-turn from Mega Scizor is extremely helpful to bring Victini in with ease against the Grass- and Steel-types that like to come in on these two Pokemon. Tapu Bulu is a fantastic partner, as it provides Grassy Terrain support and serves as an answer to Water- and Ground-types that can pressure Victini, such as Ash-Greninja, Zygarde, and Landorus-T. In return, Victini can take advantage of Scizor, Ferrothorn, and Celesteela, which Tapu Bulu lures in. Setup sweepers that can take advantage of Pursuit trappers make for good partners. Kartana deserves a special mention, as it has the physical bulk to take advantage of Choice-locked Tyranitar and can threaten opposing Water- and Ground-types for Victini.
