Mega Latios serves a similar role, but it is susceptible to being trapped by Tyranitar and poisoned by Toxapex as well. Volt Switch from Tapu Koko or U-turn from Mega Scizor is extremely helpful to bring Victini in with ease against the Grass- and Steel-types that like to come in on these two Pokemon. Tapu Bulu is a fantastic partner, as it provides Grassy Terrain support and serves as an answer to Water- and Ground-types that can pressure Victini, such as Ash-Greninja, Zygarde, and Landorus-T. V-Create is Victini's strongest STAB, boasting an immense 150 base power,
V-Create actually has base 180 power
Tapu Bulu is a fantastic partner, as it provides Grassy Terrain support
*Maybe* just add that weakening Earthquake is particularly useful due to this being a common move and a notable weakness, things like Scarf Landorus/Excadrill/Chomp trying to RK after one V-Create and defensive Ground-types that are 2HKO'd by V.

Hey not QC but I have been using quite a bit of Scarf Victini and a big reason of why you even consider it is because of the very unique defensive utility it offers. Victini is able to pivot into incredibly powerful breakers like Tapu Lele, Mega-Medicham and Charizard Y and gain very valueable momentum for its team (usually BO). I believe this could be mentioned somewhere.

In return, Victini can take advantage of Scizor, Ferrothorn, and Celesteela, which Tapu Bulu lures in. Setup sweepers that can take advantage of Pursuit trappers make for good partners. Kartana deserves a special mention, as it has the physical bulk to take advantage of Choice-locked Tyranitar and can threaten opposing Water- and Ground-types for Victini.
