Shiny Rotom good enough?

Hey guys!

I was just breeding for a perfect Rotom, when i was so lucky that i got a shiny!

Because the IVs aren't perfect, i would like to know if it is good enough for competetive:

HP: 30-31
ATK: 2-3
DEF: 18-19
SP-ANG: 30-31
SP-DEF: 14-15
SPEED: 30-31
Nature: Modest

If it's okay for competetive, which set would you recommend?
