It has been a while since I made an RMT, but I am bringing you another one today, using the offensive Victini + Arctozolt Core.
Arctozolt is a decent breaker in OU, under the hail being faster than every non scarfed mon, and having excellent dual STAB. Common pokemon Arctozolt struggles to deal with are, Ferrothorn, Melmetal, and Magnezone. Water/Ground types can also give this thing trouble, if it doesn't run freeze dry, which is a waste of a move slot. Victini however, can deal with those 3, and has coverage for the Water/Grounds, which usually isn't very predictable. Enough with the brief explanation, lets get into the team.

I wanted to try using hail again, but I didn't feel like using the Volcanion one again, so I settled for something different. Obviously, the only viable hail setter is Alolan Ninetales, so that was my starting point. Arctozolt was also key to any hail team, so these two were no brainers.

As the prime walls to Arctozolt are steels, I figured a fire type would be good to begin with. I decided on Victini as the breaker. I normally don't like Victini, but I figured being able to hit the steels, and having access to energy ball, would surprise the Water/Ground types. I run special attack on this, as I like being able to 2 hit KO things like Landorus and Garchomp, and I felt Blue Flare was still strong enough.

Considering I had two stealth rock weak pokemon, I need a hazard remover. Tornadus Therian not only provides Defog, but also can deal with Kartana, Rillaboom, and Buzzwole. U turn is there to bring in the breakers, and Hurricane for STAB.

I needed a steel type, and I thought Ferrothorn could do a solid job. It has access to spikes, which is good for making our breakers more difficult to deal with, aswell as chipping down dangerous pokemon for the team (Such as Urshifu). I run a spdef set, and a bit of phys def to help deal with Weavile and Dragapult.

Lastly we have Garchomp. I settled on the Tank set, as it could help soft check Urshifu and Kartana. It also has rocks, allowing me to run spikes on Ferrothorn. I have Toxic to help pressure Landorus-T, and Stone Edge to help deal with Volcarona, and pressure most defoggers.

Ability: Slush Rush
EVs: 216 Atk / 48 SpA / 244 Spe
Naive Nature
- Bolt Beak
- Blizzard
- Low Kick
- Substitute
Arctozolt is the premier breaker on hail teams, being the only viable hail abuser in OU. It has excellent dual STAB, and an amazing electric move. Leftovers is to have some longevity. Low kick helps hit Tyranitar and Bisharp. I run the special attack evs to ensure a guranteed OHKO on SpDef Landorus. Subsitute is nice, as you can substitute if unsure of opponents switch, and gurantees a hit. Try to keep Arctozolt alive in most matchups.

Ability: Snow Warning
EVs: 252 HP / 4 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Aurora Veil
- Freeze-Dry
- Encore
- Pain Split
The only real option for a hail setter we have. Ninetales is solid, as it has good speed, being able to threaten Urshifu and others. Freeze dry helps hit waters, and AV makes our pokemon more bulky. Encore is amazing vs pokemon like Mew and Tapu Fini, making it difficult for them to set up. Pain split lastly is for recovery, while also doing damage to the opponent.

Ability: Victory Star
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Blue Flare
- Glaciate / Scorching Sands
- Energy Ball
- U-turn
Victini is the fire type for the team, letting us hit the steel types. Energy Ball helps hit the Water/Grounds, and most people don't expect it so it can surprise people and knock them out. U turn is a must as it helps you maintain momentum. Your last slot can be either Glaciate or Scorching Sands. Scorching helps hit Heatran and Toxapex, while Glaciate helps you hit Dragonite, Landorus and Garchomp.

Tornadus-Therian @ Heavy-Duty Boots
Ability: Regenerator
EVs: 248 HP / 92 Def / 168 Spe
Timid Nature
- Defog
- Hurricane
- Knock Off
- U-turn
Tornadus-Therian is the hazard removal for the team. It also provides Knock Off, and U-Turn for solid supporting moves. Hurricane is of course there for STAB. Tornadus pairs well with Ferrothorn Garchomp and Ninetales for a solid core.

Ability: Iron Barbs
EVs: 252 HP / 80 Def / 176 SpD
Sassy Nature
IVs: 0 Spe
- Leech Seed
- Gyro Ball
- Spikes
- Power Whip
Ferrothorn is a solid pokemon for this team. It provides a water resist, aswell as the steel typing, letting us deal with pokemon like Tapu Fini and Tapu Lele. I gave it mostly SpDef evs to help deal with Dragapult, but also gave it a bit of phys def, as it helps deal with Kartana, Dragonite and Weavile. Leech Seed is for recovery, while also chipping the opponent. Gyro ball helps hit the fairies, and is generally strong STAB. Spikes make Victini and Arctozolt a lot more difficult to deal with, and Power Whip is to help hit the bulky waters.

Garchomp @ Leftovers
Ability: Rough Skin
EVs: 252 HP / 136 Def / 120 Spe
Jolly Nature
- Stealth Rock
- Earthquake
- Stone Edge
- Toxic
Lastly we have Garchomp. Tank Garchomp in particular. It helps the team have a fire resist, while also being the ground type for the team. I gave it the speed to outspeed Nidoking, and Dragonite, and the rest of the evs go into HP and physical bulk. It helps soft check Urshifu, and Volcarona, which are annoying for this team. Stone Edge helps OHKO any Volcarona, and can pressure common defoggers like Zapdos.


Threats:
:ss/Nidoking:
Again? Its not as bad this time however. Tornadus Therian can remove it's life orb, and can even take a hit from Ice Beam. Hail chip lets Victini kill it, and Arctozolt can threaten the KO. It is still a difficult matchup, so be careful when around it.
:ss/Blacephalon: :ss/Dragapult:
We once again have no ghost resist, however Ferrothorn can deal with Dragapult well, it just has to be careful of flamethrower. However Blacephalon is a big issue. Flamethrower is STAB for it, so it can chunk Garchomp somewhat well, and can threaten Ninetales. Tornadus Therian lives a hit from +1 scarf, so keeping it healthy is important in the matchup.
:ss/Volcarona:
Volcarona is difficult for this team, as it can setup and sweep you. Generally your best bet is to keep Garchomp healthy.
:ss/Weavile:
While Ninetales does resist both STABS, it isn't exactly a check, and it doesn't enjoy Knock Off. Ferrothorn generally will have to take the hit, then heal the damage off with Leech Seed.
:ss/Volcanion:
We don't have a resist to the dual STAB, but Garchomp can annoy it, and Arctozolt can KO under the hail. Difficult matchup but not unwinnable.
:ss/Urshifu-Rapid-Strike:
Difficult matchup, as the two resists to it's STABs get blown apart by the other. Ferrothorn dies to CC, while Torn dies to SS. Generally trying to kill it with Arctozolt under hail, or Victini is a good idea. However Victini needs a bit of chip before Energy Ball KOS. Garchomp can soft check Urshifu, but it's still a difficult matchup.
:ss/Hawlucha:
Thankfully this guy isn't popular anymore. This matchup is hard as one swords dance is possibly game. Try to keep Ninetales healthy, aswell as Garchomp.

Congratulations on the climb and nice A-9Tale set!
I'm just curious if there's any reason you're not using Sassy Nature on Ferrothorn, as it increases Gyro Ball damage.
 
Looks great Ludwig, Scarf-Shifu match was interesting. Turn 26 Opp could have clicked Ice Punch and swept, choke? Maybe he thought you had Yache.
