Speed Tiers List (courtesy of Mekkah's magic numbers)

Virtually ALL of these numbers came from this Magic Speed Numbers thread that Mekkah* posted in the D/P analyses forum. I decided to make a “speed tiers” list out of it, like the one in this guide (search “S6.4”) that I’ve always found handy. (Basically all I did was to re-order them. Meh.)

Key:
+nature/252: A pokemon with a beneficial speed nature, and 252 EVs in Speed.
252: A pokemon with a neutral speed nature, and 252 EVs in Speed.
CS: A pokemon holding a Choice Scarf.
One DD: A pokemon before or after one speed boost.
Two DDs: A pokemon before or after two speed boosts. Remember two speed boosts is equal to one use of Rock Polish/Agility.
(130): A pokemon with 130 base speed.
no-speed: The pokemon does not have a beneficial speed nature, or any speed EVs.
-nature/31IV: The pokemon has a nature that reduces its speed, but has 31 IVs in speed.
-nature/0IV: The pokemon has a nature that reduces its speed, and also has 0 IVs in speed.


How to use this list: Find the poke you’re building, and see how high on the list it can hit (searching on the page helps). Then, see how far you can go down the list without losing to someone you want to outspeed.

For example: Jolly (+Speed, -Sp.Atk) Garchomp with 252 EVs can hit 333 speed. But the next highest group is at 329 speed (neutral-nature Azelf/Starmie). So Jolly Garchomp can safely run 330 speed (240 EVs) and never lose any extra matchups.

Serebii’s D/P Stat Calculator lets you figure out how many EVs you’ll need to hit a certain speed. It’s also useful if you have a pokemon with a less than 31 IV in speed, or if your specific pokemon isn’t listed. However, keep in mind: if your pokemon has less than a 31 IV in speed, you will never be able to hit a +nature/252 speed listed for your poke!


Dragon Dance: you can find a target speed you’d like to hit after one Dragon Dance, and then multiply that target speed by 2/3. Rounding up the result will give your desired starting speed.

So if you wanted to hit 404 speed after one Dragon Dance (outspeed CS 252 Heracross), type this into your calculator:
404 * 2 / 3
to get 269.33 -> which is 270 speed.


Rock Polish/Agility/Swift Swim: you can choose a target speed after one use (or in the rain), and then divide in half. Rounding up the result will give your desired starting speed.

So if you wanted to hit 419 speed after one use (outspeed CS 252 Moltres, Lucario, PorygonZ), half of that is 209.5 -> so you’d want 210 speed.

To-Do / How YOU can help:
  • Add more Choice Scarfers! – I don’t know which pokemon are likely to wear Choice Scarfs. If I’ve left any off, please tell me and I’ll add it.
  • Add more Salac Berries – Lots of pokes activate Salac Berry on purpose. Which are these? I’ll add them if people tell me.
  • Popular EV spreads – I’ve added ™Bulky Gyarados’ speed, for example. Are there any other EV spreads that are so popular they should be added themselves?
  • Any suggestions comments – anything and everything is welcome. I want this list to be as easy to use and as valuable as possible!
 
This is already quite awesome as is. I can see now my early and admittedly lazy calcs on how to invest EVs for my Agility users were actually almost dead-on. Many thanks.
 
Some low speeds such as Rhyperior's, Blissey's or Swampert's are important, but not stuff like "no Spd Gyarados" or a "no Spd Heracross". But this guide is very cool indeed.
 
No Spd Heracross is "important" if someone runs a Sleep Talk set and goes with max HP and Atk or something, though it's more likely Heracross takes a few points to beat Tyranitar.

I'm considering removing the following "no-speed" pokes:
  • Zapdos, Celebi, Jirachi, Manaphy, Shaymin
  • Leafeon
  • Moltres, Lucario
  • Gyarados
  • Dragonite
  • Heatran
  • Breloom, Scizor
  • Rampardos
  • Marowak
Unless someone has an objection in the next day or so. All of these pokes had no builds with 0 speed in their analysis pages.


Although some might say it's best to list as many as possible, I lean more toward succinctness. Plus, I don't want to confuse some beginner into thinking he should spend extra speed on his Swampert to outspeed no-speed Scizor, or something. =/

Same for Rampardos.

Lucario might not never run 0 speed with Adamant, but if it's a Reversal Endure Salac Set, there is a probably a certain speed that it can hit without overcommitting itself, but then again, this thread does base itself on best (or worst) case scenarios in speed matchups (31 IVs, etc etc)

When fine-tuning your EV spread for your 'mon, it's a good idea to assume that an opposing 'mon is going to be as good as possible. That way you can only do as badly as your working theory.
 
Mismagius has the exact same speed, so if you're looking for where Rapidash would land then check Mismagius' numbers.
 
Where's Rapidash? Last I checked, it was pretty speedy at 105 base speed. It is not as fast as the likes of say, Weavile or Electrode, but it is still fast enough to take out what it is capable of taking out save for the speed boosting bugs.
The same as Mismagius so I guess they can put its name next to Mismagius' one.

What about Agiligross and CBGross. Agiligross will most likely have enough speed to outspeed CSHera (Adamant) and CBGross will probably have 222 speed to outspeed Adamant Tyranitar.
 
Great thread. This combined with my magic attack stat list if it's ever up will make team building much easier and more efficient.

How does 0 EV ninjask fare? I hope that it can outspeed everything if I use protect 1st turn, so that I'm left with options on my 2nd.

Ouch, this makes my head hurt. Almost anything "slow" could be used for a Trick Room team, so I don't want to add a ton of extra "0-IV no-speed" entries. Are there any pokes that are just blatantly, guaranteed to have 0-speed-IV Trick Room builds?

Nice! Let me see... Agiligross falls under the 202 speed "two DDs" area. I've added it to the list as its own entry.


CBGross that outspeeds Tyranitar... I'm not so sure. It would have to be its own entry (222 speed), and the CBGross in the analysis forum has 178 speed. I don't want to start adding poke-specific builds that are only designed to outspeed other pokes speeds (because then things could go on infinitely). BulkyGyara and Agiligross hit existing one-DD/two-DD tiers, so that's why I added them.

I'm still thinking about what should and shouldn't be added, I'd love to hear your comments.
