Hey there here's a VoltTurn team that includes boots Victini paired with Tapu Koko for you both. This is a really fun core where Tapu Koko lures in Ground-types for Victini to snipe with Glaciate once they are weakened and remove Grass-types for it as well, where Tapu Koko is able to remove Water-types for it while also boosting the damage Bolt Strike does under Electric Terrain.
Decided Scizor went well here as it enjoys Victini and Tapu Koko removing Steel and Water-types for it letting it be an amazing wincon late game to sweep with Swords Dance. Decided to run a more offensive variant of Scizor with Metal Coat that boosts the damage of Bullet Punch doing better damage against the likes of Calm Mind Clefable and Tornadus-T. The ev spread lets it outspeed neatural speed Corviknight, while the Special Defense let's it take ice moves from Modest Kyurem after rocks and the rest evs go into Attack improving the damage it can deal.
Hydreigon made sense next acting as a Heatran check while also being able to pressure Slowking. With the first three teammates who pressure the likes against Fairy-types I went with Draco Meteor over Flash Cannon which allows Hydreigon to OHKO Urshifu-R and act as an immediate nuke against Mandibuzz.
Landorus-T acts as obligatory Electric immunity and rock setter for the team. With Toxic it allows Landorus-T put opposing Landorus-T or any non Steel-type mon wanting to take advantage of it on a time, however, you can also decide to run Protect over Toxic to get passive recovery with Lefties and be able to scout better against the likes of Choice Specs Dragapult. The ev spread lets Landorus-T outspeed Adamant max speed Bisharp and the little bit of Special Defense for better taking hits against Tapu Koko, the rest is dumped into Defense.
Lastly Corviknight rounds up the team providing a defogger and a check against offensive Grass-types and non Fire Fang Garchomp. With Rocky Helmet it allows Corviknight punish Urshifu-R whenever it uses Surging Strikes along with any U-Turn users wearing them down with chip damage for making contact. Negative speed nature here for slow U-Turns to sponge hits and be last in bringing in it's teammates safely.

This team revolves around facilitating a late-game Safeguard Volcarona sweep. Note the order of Pokemon is different in the paste to mask the thought process behind each addition.
The main Heatran lure is Amoonguss. With Stomping Tantrum, you're able to OHKO Heatran if it switches into a failed Sludge Bomb or Spore (failing due to Sleep Clause also doubles the power). Don't be afraid to click Sludge Bomb even when it's obvious for this reason, as the spread takes a Magma Storm from max spatk Tran. Amoonguss also answers another Volc answer in Urshifu-R well with Helmet, and lets Volc avoid taking a Knock Off from grasses.
Torn has a Nasty Plot + Knock Off set to force progress vs walls such as Heatran and Tyranitar, as well as safe pivots into Volc such as Blissey and Slowking by removing their boots or lefties. Running Defog enables the next member of the team, Sub + BU Corviknight. This serves to check mons such as Tapu Lele and to also stall Toxapex's PP for Volcarona. The team lacked a Ground type, a solid Shadow Ball switch-in, and a Water resist that doesn't die to Future Sight, so Gastrodon was added. Finally, Heatran solidifies the team's defense while keeping rocks up vs almost every defogger. This means that Torn's Knock Off will be making progress for Volc, as rocks will wear down the opposing team.

In addition to the Toxapex + Tangrowth core you requested, I chose to build this stall around Shedinja because of its use in deterring Future Sight spam and countering wallbreakers like Kyurem and Tapu Lele while simultaneously stopping the momentum of annoying pivots like Tapu Koko. Tangrowth is a solid pick on this team because of its ability to reliably check Grass- and Ground-types alongside Corviknight, and check Future Sight Slowking with help from Shedinja. Together, these three are able to check the vast majority of the OU metagame, and most of the other holes are patched up with their teammates.
This stall is quite passive because of the inherent defensive requirements for this metagame as well as the flaws of the requested defensive core. However, you should be able to hold your own against most of the common offensive cores within the metagame until you get an opportunity to win with Calm Mind Clefable. Some weaknesses include Dracozolt and Heatran - universally difficult threats to answer when using Shedinja stall teams without a Ground-type. While the former can be pivoted around and stalled with Life Orb recoil with Clefable, Tangrowth, and Toxapex, the latter is answered by utilizing Shed Shell Toxapex to remove Heatran's longevity with Knock Off before switching into Blissey, removing Heatran's ability to be a long-term threat while preserving all of your team members. Although this can be circumvented with Knock Off support, you will often be preserving your Shed Shell in matchups versus Heatran with your other Knock Off absorbers, Tangrowth and Corviknight.
