Can anyone tell me the reasoning behind giving it 212 def evs when 216 gives you a jump point?

Your suggestion should actually be in the subjective changes thread, since presumably that's what you're doing, offering a suggestion. If instead of suggesting that we make it 216 EVs, you're actually curious why it's currently 212 EVs, then Fate's link is the appropriate place to ask.
