Well, in the main series of games the level maxes out at 100. However in some fan made games like PokeRogue you can exceed this level, so it is possible to do this but it would not be official. I am curious if the developers of PokeRogue ever even considered this...

oh i know this one! In gens 1 and 2, x accuracy completely removes accuracy checks, including for ohko moves. this is used in rby speedruns maining nidoran-m for silly horn drill strats. unfortunately starting gen 3 x accuracy just applies accuracy modifiers and those don't affect ohko moves :c
