Duplicate Throat Spray/Magician Race Condition

What is the bug?
Hoopa-U will sometimes steal an item after proccing a Throat Spray, but not every time. We did various different tests and could not find a rhyme or reason.

Are you able to replicate it? If so, how?
No. The fact that we can't deterministically repeat it is why we are submitting.

The sim hasn't been told whether to process Magician or Throat Spray first, so the result is currently random. (I don't know what other interactions with Magician are incorrect so fixing this may end up being more involved than it seems a first glance.)
