Uh, yes, why? Am I missing something?
Cresselia is already notorious for being real bulky (not to the extent of Chansey) but also for healing moves. Giving it access to make it "faster" would make things even more difficult as now most fast wallbreakers have a harder time to take out Cresselia.

Slate #4 (Balance + Heart Matchup) - Discussion phase

Yeah, again

Now, here are the things I want to see submission for in this balancing slate.

New moves:
Fossil Fang — Rock type Crunch with 100 accuracy
Air Strike — A powerful physical flying move
Spectral Gash — A physical ghost move
xxx — A rock type Hurricane clone
yyy — A poison type Draco Meteor clone
zzz — A psychic Superpower clone

And, most important, Heart type matchup. It will need:
Ice resisting Heart
Heart being weak to Poison
Heart being super-effective against Poison, Electric and Water.

I would prefer if complete matchups were submitted this time.

I want to add 1 thing: Ghost resist. Again, Fight/Ghost resistance combo. Why are we so against it again? Also, a long term project would be something that resists Scrappy Fight/Normal.
 
Interestingly enough, Hoothoot's USUM dex entries are:
"Ultra Sun: Every day, it tilts its head in the same rhythm. A long time ago, people raised these Pokémon to serve as clocks."
"Ultra Moon: It cries out at the same time every day. A long time ago, people cherished it and considered it a divine messenger sent to tell the time."
Honestly never knew this, I'd agree with making Hoothoot and Noctowl Time/Flying.
