re: Dead Games

For the second week in a row the Defiant Durians have ended at the deadline with two dead games. This unsportsmanlike display (as well as from the other two teams involved) demonstrates a clear lack of effort toward scheduling games and developing activity cases. It is unacceptable to have dead games in UPL, let alone back to back ones, or early in the tournament. I can think of few greater disrespects to those who showed interest in playing but didn't get a starting spot than to deadgame those limited slots out of negligence. It's disappointing for spectators. It's annoying for the hosts. It even messes with the stats.

As a result, all future deadgames will result in a -1 BD to a team's standing. There is no excuse for dead games. Everything from requiring substitutes, to asking at signups to specify timezones and inactivity, to selecting stable management pairs, to having seven days to schedule a single game, to having an out via activity cases, to having light speed communication via subterranean conduits ensures that dead games can only ever occur due to intent or negligence.

re: Zacian-H in Week 5

Zacian-H was banned shortly after Week 5 was posted. Normally this change would immediately take effect if the vote occurred prior to the posting of Week 5; however, TonyFlygon immediately notified the UPL IX managers and a quick vote occurred in which the majority opinion was to ban Zacian-H effective in Week 5. No SS games have yet been played so this is also simple to implement, and there is little reasoning to force SS players to play what is now a dead metagame for this week.

Therefore, Zacian-H is banned in Week 5 of UPL IX. Managers, be sure your SS players are aware.

re: Manaphy vs. Reje

They scheduled for Manaphy's morning or evening and Reje said he'd confirm the time exactly but he never confirmed time nor messaged him after that. Apparently Manaphy was on at both times and pinged Mukkers managers for a sub but the managers were away so nothing happened. Reje tried to get it done after deadline but Manaphy was unavailable at the time.

Manaphy should have tagged all of the opposing team, so that they have time to sub someone in, not just the two managers who would be afk for sure. Manaphy should have pmed Reje at the scheduled times (if they existed at all) to notify he was online, so that Reje could come online if he forgot. Reje should have responded to Manaphy and specified which time they could play and Reje should have not been afk around the scheduled time.

Therefore this is a dead game and both teams will lose -1 BD.

re: lax vs. M Dragon

Neither player submitted evidence of trying to get the game to happen and neither submitted activity cases. There is also evidence to suggest that both users intentionally and premeditatedly deadgamed from the beginning of the week, and the hosts / mods will discuss if any recourse is appropriate. Both teams will also lose -1 BD.

re: Manaphy vs. Reje (again)

BKC of the Devastating Dialgas appealed the prior ruling. The nature of the timing of the events in this case were confusing and different accounts of what happened were initially presented, and a neutral tournament director was consulted on the prior ruling. As a result a private discussion occurred between five tournament directors. Although there was some dissension, the general consensus was that because Reje missed two of the "scheduled" times and only attempted to reschedule after the deadline the result should be an activity win for Manaphy, despite there being evidence to suggest Manaphy input less than ideal effort. It should also be noted that in the opinion of several tournament directors, Manaphy fell short of letter-of-the-law requirements, and the only reason they should get the activity win is because one side showed up to the game at both scheduled times and the other did not.

Therefore, after consulting with tournament directors we have decided to overturn the previous ruling and Manaphy gets activity over Reje.

This should go without saying, but do note that the TD team's decision only had an advisory effect on the final decision and the final decision was up to the host team.

re: Week 7 Deadgames

None of the players or managers for Punny vs. McSim, Leru vs. Triangles, Ara vs. D0nut, Fardin vs. March Fires, and Catalystic vs. PurpleGatorade submitted activity cases nor demonstrated an effort to complete these games, therefore for record purposes they will be considered dead and each participant will lose -1 BD.

re: d0nut vs. M Dragon (again)

Tony submitted a formal appeal via Discord on the previous ruling, arguing that per official team tournament rules that d0nut had no incentive and no foresight to show up to their game vs. M Dragon as the team outcome had already been decided.

I could go on for an intolerably long time about the implications such a rule does or does not have on individual player records and the general concept of sportsmanship, but my ruling is this: The tournament has been over for more than 24 hours and I'm done trying to fight people's battles from them. I simply do not care about this beyond these vague implications, and based on the number of reacts from the previous post it's clear nobody else really cares either.

The previous ruling is now reversed.

My only suggestion beyond this is that the sportsmanlike thing to do would be to play the game regardless of which team won, because playing the game and drawing in spectators is the only thing that actually matters in the end.
