For those that are not aware, there are easily accessible automated tools with which players can gather data from replays on a particular opponent's Pokemon usage, movesets, winrates, etc. For this reason all players are suggested to take protective steps when they test their UPL teams, through adequately hiding their games, testing on alternate servers, testing with alts, etc.

re: p2

p2 has been permanently banned from Smogon for their invovement in NG, details can be found here (IS access required). Devastating Dialgas will need to make an immediate substitution since p2 was matched against Wamr for Week 1. This also means that the Devastating Dialgas are also now at the minimum number of required players. Considering that the timing of the disciplinary action is unconnected to the timing of UPL and that p2 has a recent history of behavior problems in addition to a tourban two years ago, no credits will be refunded.

re: cancer users and credit refunds

Since the auction occurred on Sunday and there was no gap time before the start of Week 1, teams will be allowed to refund cancer players as determined case-by-case. This will only be allowed before Week 2 is posted. If a team is permitted to refund a player, they will be allowed to select a replacement from the pool of undrafted players.

re: p2 admin decision appeal

Devastating Dialgas submitted a formal appeal request concerning the admin decision on p2 following their permaban from Smogon.

The host perspective remains that it is part of a manger's responsibly to investigate the standing of any player they bid on to the extent of risk they choose to accept. It could even be argued that part of the skill in drafting comes from the management of risk in regards to players that could potentially be banned. Considering the recent disciplinary action and who p2 interacts with, the fact that their ban happened during UPL was not entirely unforeseeable to the management of the Devastating Dialgas. Sellbacks should be given case-by-case only to situations where circumstances were truly unforeseeable, and therefore the two major reasons why I made the decision not to allow p2 to be sold back were:
- it promotes managers to buy players despite their poor community standing and sketchy interactions
- it promotes managers not to do their due diligence or put value on players in good standing

Following the appeal an experienced tournament director who is also familiar with the details of the p2 situation was contacted as a third opinion.

We aren't allowing teams with banned members to get replacement picks in WCOP, if that's reasonable justification for not allowing it here, but in SPL there is some precedent to have it be a sellback if the issue arises early enough. It's ultimately something we leave to the discretion of the host, but since UPL just started you could probably offer an undrafted pick as a replacement without really causing issues if you think it's warranted.

Ultimately the response of the third opinion is that for this particular case it is entirely up to the host's discretion, and because the two points clarified earlier remain unaddressed, the earlier decision (do not allow p2 to be sold back) remains.

However, this appeal process clarified two points:
- The ban happened prior to any matches being played and apart from the points previously discussed it is undesirable to effectively start UPL with Devastating Dialgas down a player
- The appeal process proceeded in a civil and organized manner

Therefore the Devastating Dialgas will be permitted to sell back p2 and select exactly one (1) replacement from the undrafted pool. The deadline for this selection and its communication to the host is identical to the deadline for Week 1, and failure to meet this deadline will forfeit the sell back.

Baton Pass is banned from SS Ubers effective immediately due to the ongoing suspect test. The community has expressed its view that Baton Pass is a problematic element in the tier and that for the time being it has no place in our premier tournament. steelskitty Stone_Cold Nayrz Skysolo Mysterious M Mr.378 Cynara Alkione make sure your players are aware that any use of Baton Pass in SS Ubers will forfeit their match.

re: post week 1 trades

This announcement is primarily for manager intel and transparency going forward as no other intents to trade have been communicated. Post Week 1 trades will be allowed on a case by case basis until approximately half-way though the round-robin season (no trades will be allowed once Week 4 is posted). This very early deadline means no teams will be out of contention, and therefore no teams will be incentivized to transfer their good players to other squads still in contention. The primary determination as to if a trade will be allowed is if the trade is mutually beneficial and not an act of unsportsmanlike conduct on part of both teams. The reality is that some people will end up not working well or fitting in with certain team environments, and it's overly restrictive to always disallow trades. This does not mean that players are permitted to cancer or that other unsportsmanlike conduct will be allowed in any capacity, this is merely to recognize that overly rigid rules may not be conducive to supporting a tournament environment where player experience / fun is valued.

This should go without saying, but both teams that participated in the post Week 1 trade (and if there are any teams that decide to trade in the future) will be under especially close scrutiny for throwing / unsportsmanlike conduct.
