Introduction!
Yet another doubles rain team that I made, basically does what rain teams do best: hit hard and fast.

Finn (Swampert-Mega) (M) @ Swampertite
Ability: Damp
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Earthquake
- Protect
- Ice Punch
- Waterfall

What a swift swim sweeper should be. EQ is spread, waterfall is strong stab boosted by rain, protect for scouting and such, ice punch for hitting grass types and dragons. Damp is chosen as the pre mega ability since torrent is nearly useless and damp has a niche case in preventing explosion.

Pepper (Pelipper) (M) @ Eject Button
Ability: Drizzle
EVs: 252 HP / 252 SpD
Calm Nature
IVs: 0 Atk
- Scald
- Hurricane
- Tailwind
- Protect

The weather setter. It has scald for consistent rain boosted stab as well as the all important burn chance, hurricane as secondary stab to hit grasses and fighting types, protect for scouting, and tailwind to improve matchups with other fast teams.

Pony (Kingdra) (F) @ Life Orb
Ability: Swift Swim
EVs: 252 SpA / 4 SpD / 252 Spe
Modest Nature
IVs: 0 Atk
- Muddy Water
- Draco Meteor
- Protect
- Ice Beam

Another swift swim sweeper, muddy water is stab spread (the accuracy can be infuriating but it's used over surf for not hitting the ally.) Draco meteor is powerful stab that 2hkos or ohkos most of the dragons of the tier. Ice beam is used for coverage against grass, or against 4x weak dragons so as to not drop special attack.

Pinky (Tapu Lele) @ Psychium Z
Ability: Psychic Surge
Shiny: Yes
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Psyshock
- Moonblast
- Taunt
- Protect

Tapu Lele is used for its Psychic Terrain, which blocks priority like the omnipresent fake out, as well as other such moves. Psyshock is stab that also beats opposing calm mind mons due to targeting their unboosted physical defense. Psychium Z allows for psyshock to become a one time special psychic nuke. Taunt is for preventing things like tailwind, status, or trick room. Protect is for scouting. It also is an all important check to Mega Venusaur, something that the team would otherwise struggle against.

折り紙 (Kartana) @ Focus Sash
Ability: Beast Boost
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Leaf Blade
- Sacred Sword
- Tailwind
- Detect

Offensive tailwind Kartana. Detect is used over protect for the niche case of protect imprison. Leaf blade is stab with a higher crit ratio, while sacred sword is coverage. Tailwind is important for maintaining speed advantage over other fast teams, especially against other rain. The sash is used in conjunction with max speed and attack so Kartana can reliably get off at least one tailwind while still remaining threatening. The sash allows it to be a lot more reckless as it doesn't have to fear being KO'd as much.

Don't say it (Amoonguss) @ Wiki Berry
Ability: Regenerator
EVs: 252 HP / 200 Def / 56 SpD
Sassy Nature
IVs: 0 Atk / 0 Spe
- Rage Powder
- Spore
- Giga Drain
- Protect

Amoongus is used for redirection support with rage powder, directing dangerous moves away from teammates. Spore puts an opponent to sleep reliably (useful for stopping trick room by sporing the setters or threatening fast spores under trick room.) Wiki berry is for a burst of recovery, and giga drain and protect are used to fill move slots.

Summary: This team is meant to be offensive and hit hard and fast under rain. Two sources of tailwind helps ensure speed advantage against other fast teams, while Amoongus threatens to stop or greatly hamper trick room teams.

Mgarde is very physically frail, and usually in my experience goes down to a couple waterfalls.

Edit:

252+ Atk Swampert-Mega Waterfall vs. 248 HP / 148 Def Gardevoir-Mega in Rain: 279-328 (82.3 - 96.7%) -- guaranteed 2HKO
